The E-rate program provides discounts to receive voice, video, and data communications.
The amount of the discount depends on the level of poverty and location of the school or library receiving service.
The discount ranges from 20% to 90% of the cost of eligible services.
Elementary and secondary schools are eligible to receive discounts--including many private schools and religious schools.
Public libraries and library systems can receive E-rate discounts, provided they meet the eligibility requirements of libraries.
The E-Rate program, created by Congress in the Telecommunications Act of 1996,
Overseen by the Federal Communications Commission ( FCC)
Provides funding for needy schools and libraries to connect to and use the Internet
Funded by monies collected from telephone users
Schools apply for funds to pay for hardware and monthly connectivity service fees
Schools must develop a technology plan and utilize FY2011
Schools must file form 470 and must ensure an open and fair competitive bidding process
