1 A regional strategy for tackling eInclusion?

Strategy

2 A first set of certainties

• 1/3 of the population not using the internet

• This is not acceptable, neither socially, nor economically

• The potential negative effects are not going to vanish

• Multiple and overlapping causes for e-exclusion

• Double blow against the European model

3 A second set of certainties

PPP, for sure, but that won‘t be enough!

Second conclusion: Regions are a logical, privileged level to deliver sustainable eInclusion

that reach their intended public
