1 A regional strategy for tackling eInclusion?
Strategy

• a long term plan of action designed to achieve a particular goal, most often "winning". Strategy is differentiated from tactics or immediate actions with resources at hand by its nature of being extensively premeditated, and often practically rehearsed. ...en.wikipedia.org/wiki/Strategy
2 A first set of certainties
• 1/3 of the population not using the internet
• This is not acceptable, neither socially, nor economically
• The potential negative effects are not going to vanish
• Multiple and overlapping causes for e-exclusion
• Double blow against the European model

PPP, for sure, but that won‘t be enough!

Second conclusion: Regions are a logical, privileged level to deliver sustainable eInclusion

• For addressing the 6 Riga topics
• For hard wiring eInclusion in their mainstream development
policies (SF, ERDF, …)
• For sowing seeds of eInclusion innovative products and practises
that reach their intended public
• Having said that…
