1 Use of coloured lights on motor vehicles as regulated under the Delhi Motor Vehicles Rule, 1993 and Central Motor Vehicles Rule, 1989 (1) As per rule 97(2) of Delhi Motor Vehicles Rule, 1993 the use of coloured lights on motor vehicles is permitted as follows:- (a) Revolving- cum- flasher red light will be used only by motor vehicles on emergency duties such as ambulances, fire brigade, vehicles of Delhi Police Control Room, and such light shall be on top at the middle of the roof. (b) Police Patrol Vehicles, Pilot Vehicles, Transport Department Vehicles can use for distinction a blue revolving cum-flasher light placed in front and on the top of the wind screen position. (c) Amber revolving-or-flashing light can be used on vehicles plying at National or International Airports in the NCT of Delhi. (d) A red light without flasher is allowed to be used on the front bonnet of motor vehicle after obtaining the written permission of the Chief Secretary of NCT of Delhi, provided that the power of the bulb so used shall not exceed 7 watts and shall be covered with frosted glass. (2) As per notification no. S.O.52 (E) dated 11-01-2002 and S.O. 1070 (E) dated 28-07-2005 issued by Ministry of Road Transport & Highways, Govt. of India, the Central Government specified that a vehicle carrying high dignitaries shall be permitted to use:- (a) Red light with flasher on the top front of vehicle, while on duty anywhere in the country:- (i) President; (ii) Vice President; (iii) Prime Minister; (iv) Former President; (v) Deputy Prime Minister; (vi) Chief Justice of India; (vii) Speaker of the Lok Sabha; (viii) Cabinet Ministers of the Union; (ix) Deputy Chairman Planning Commission; (x) Former Prime Ministers; (xi) Leaders of Oppositions in the Rajya Sabha & Lok Sabha; (xii) Judges of the Supreme Court.

(ii) Comptroller & Auditor General of India;

(iii) Deputy Chairman Rajya Sabha;

(iv) Deputy Speaker, Lok Sabha;

(v) Ministers of State of the Union;

(vi) Members of the Planning Commission;

(vii) Attorney Journal of India;

(viii) Cabinet Secretary;

(ix) Chiefs of Staff of the three Services holding the Rank of

full general or equivalent rank;

(x) Deputy Ministers of the Union;

(xi) Officiating Chiefs of Staff of the three services holding

the rank of Lt. General of equivalent rank.

(xii) Chairman Central Administrative Tribunal;

(xiii) Chairman Minorities Commission;

(xiv) Chairman, Scheduled Castes and Scheduled Tribes

Commission;

(xv) Chairman, Union Public Service Commission;

(xvi) Solicitor General of India.

3. As per notification no. F.Sectt./11/75/Tpt./97/975 dated 18-02-

2003,issued by the Transport Department, Govt. of NCT of Delhi,

vehicles carrying high dignitaries of Delhi are permitted to;

(a) use red light with flasher on the top front of vehicle, within the

jurisdiction of the NCT of Delhi:-

(i) Lt. Governor;

(ii) Chief Minister;

(iii) Chief Justice of High Court of NCT of Delhi;

(iv) Judges of High Court of NCT of Delhi;

(v) Speaker, Legislative Assembly, NCT of Delhi;

(vi) Cabinet Ministers of the NCT of Delhi;

(vii) Leader of Opposition, Legislative Assembly, NCT of

Delhi;

(b) use red light without flasher on the top front of vehicle, within the

jurisdiction of the NCT of Delhi:-

(i) State Election Commissioner;

(ii) Deputy Speaker of Legislative Assembly, NCT of Delhi;

(iii) Chief Secretary, NCT of Delhi;

(iv) General Officer Commanding (GOC) of Delhi Area.

Note:- As per notification no. S.O.52 (E) dated 11-01-2002, S.O.

1070 (E) dated 28-07-2005 issued by Ministry of Road Transport

& Highways, Govt. of India and notification no.

F.Sectt./11/75/Tpt./97/975 dated 18-02-2003,issued by the

Transport Department, Govt. of NCT of Delhi, the following is

also prescribed:-

a) Any vehicle carrying the dignitary formally designated as

equivalent in rank, status and privileges to those dignitaries

referred to above shall be entitled to use the red light as per the

corresponding privileges. The vehicle carrying the dignitaries

assigned rank in their personal capacities by the Ministry of

Home Affairs/ Govt. of NCT of Delhi (as the case may be) shall be

entitled to use red light as per the corresponding privileges assign

to those dignitaries as referred above.

b) In case the vehicle fitted with red light on top front if not

carrying the dignitaries than such red light shall not be used and

be covered by black cover
