If you do not have the Outliner toolbar, you will need to add it from the View, Toolbars menu.

To rearrange the headings, click on the required text and then click on the arrows to move it up or down.

You may make items into sub-headings by using the demote (right) arrow.

Add and rearrange until the outline is complete.
