Starting Position

Organisations have common suppliers and systems

• 4 suppliers providing 28 finance systems in London

• 4 suppliers providing 23 of the procurement systems in London

• 4 suppliers providing 29 of the payroll/HR systems in London

Procuring and managing systems and suppliers as individual boroughs

Organisations are not fully utilising all the modules available to them

Organisations are utilising the modules differently

Organisations are not getting the benefits and efficiencies from a fully

integrated solution

Organisations set processes around the systems which are not consistently

applied and which may or may not be efficient

Project involving 6 boroughs:

• Lambeth, Brent, Barking & Dagenham, Croydon, Havering and Lewisham

• 1 additional borough in progress with other potential additions

Implementing:

• Oracle E-Business suite (HR, Payroll, Projects, Financials, Procurement)

• Oracle BI Applications.

Working together towards establishing a shared service for finance and

procurement transactional processing and HR transactional processing

services; all delivered using Oracle E-Business Suite Release 12

Six separately accoutable Councils have committed to ‗share‘ workload and decisions.

The governance structure divides into two distinct elements: an element which is shared between Councils and another which is devolved, as shown right.

The workshare in the shared element is split across Councils through the formation of working groups and other joint bodies.

The joint governance, to which every Council makes a contribution is shown in grey whilst those which remain devolved are shown in purple.
