LAND USE AMENDMENT

To designate a Regional Activity Center (RAC) in the area of the expanded Community Redevelopment Area (CRA).

Land Use Amendment RAC land use plan map designation is intended is to allow

redevelopment to begin as outlined in the recently adopted CRA Plan.

This land use plan map amendment will provide the needed flexibility to permit increased development on certain sites without the need to process site specific land use plan amendments.

The Regional Activity Center is proposed to contain the following: 7,529 dwelling units 2,357,000 s.f. of industrial use 6,298,475 s.f. of commercial use 600,000 s.f. of employment center 265,000 s.f. of transportation 349,000 s.f. of community facilities 640 hotel rooms 39.3 acres of parks and recreation facilities (minimum) 2.9 acres of utilities 3.7 acres of conservation (minimum)

Land Use Amendment The City and SFWMD worked together to develop policy

language to be inserted upon adoption of the RAC amendment that ensures that the City will not over commit its available water supplies through pending development.

Using language that has been proposed for its 10-year Water Supply Plan (DCA#09-RWSP1), the new RAC policy language firmly commits the City to resolving its expired Consumptive Use Permit (CUP) issues with the SFWMD in a timely manner.

Staff is currently reviewing the draft Consumptive Use Permit provided by SFWMD.

The City has agreed to modify new Policy 1.8 from adopted 10-year Water Supply Plan and incorporate the revised Policy into the Regional Activity Center amendment (DCA #09-2AR).

BROWARD COUNTY PLANNING COUNCIL RECOMMENDATION December 3, 2009 the Broward County Planning Council

recommended approval.

CITY COMMISSION PREVIOUS ACTION May 12, 2009 City Commission approved utilizing Broward County

Planning Council’s GIS calculations in lieu of the City’s to determining number of acres in each land use category w/i the RAC.

March 24, 2009 - City Commission approved the request on first reading for transmittal to Broward County Planning Council applicable State agencies.

LOCAL PLANNING AGENCY RECOMMENDATION March 18, 2009 - Local Planning Agency recommended approval.
