We will suggest the partial distributed system as implementation manner of NIEMS on Phase 1, 2 in consideration of various situation such asnumber of emergency call, number of user, network bandwidth and etc. And also we will guarantee to operate IP-PBX and TRS when networkbetween each 911 center is disconnected. But In Phase 3 which NIEMS will be implemented on a national scale, it should change the entiredistributed system.

EMS is main system of Paraguay NIMES and managing emergency situation such as disaster, crime and demonstration from creation to closing. AlsoEMS is critical to achieve the goals of the NIEMS. ARS(Alarm Receiving System) can be considered as generalized emergency call taker system that enables emergency identification through SMS, E-Mail, CCTV alarm event, ANPR(Automatic Number Plate Recognition). Call takers at 911 center receives the emergency or incident report or alarmsignal from other multi-media devices, and can identify the emergency or incidents to transfer the case to appropriate agency; Police, Fire, andAmbulance.

Alarm Receiving System(ARS) receives and monitors the emergency alarm in integrated way that enables comprehensive emergency identification andincident monitoring. Based on alarm source(SMS, E-Mail, ANPR, CCTV), the details and attributes of the alarm will be different to each media type.Using this alarm, call taker will be able to create one emergency or incident case to transfer it to appropriate agency for post response action.

Call Taking System(CTS) is compactly integrated with IP-PBX and IP-Phone to handle the emergency call that enables the call taker to do call handlingusing application system instead of physical phone dialing action. CTS has phone call verification and filtering function as well that makes the callreceiving to be more effective and efficient. Call taker can register the phone call as emergency/incident case to transfer it to appropriate dispatchcenter.

MRS(Mobile Response System) is a system module that will be installed in mobile terminal in police patrol car, fire engine, and ambulance. Forpolice, the regular patrol activity report will be included, which is not required in fire engine, and ambulance. It is assumed that digitized map data, national base map which contains house number and street name, and other subject map which includes jurisdiction area of each agency unit, police/fire/ambulance station location and attributes and others will be given by customer side. EMS only provide the map data migration and editing tool for digital map quality enhancement, but doesn’t guarantee the quality of digital map data itself.
