Easiest way:Find a similar, built-in report and “clone and edit” it.

Properties: Aggregate report, reporting on supporter & supporter_action objects
Filter: Number of actions > a number
Who are your Grasstops?
This report shows which supporters have completed the most advocacy actions.
Who are your major donors?
This query shows you who’s total donations (via Salsa) total more than a specified amount.
