Governance and budget principles (North Africa West Asia)

DESCRIPTION

The TRIPS meeting in North Africa and West Asia held in Tunisia outlined the organization for leadership and execution of the Dryland Systems CRP and highlighted the budgetary breakdown from 2013 to 2015. Budgeting and partnership principles were also discussed during the presentation. The organizational structure consists of the CG system Consortium Board to oversee work via a performance contract under which ICARDA will take the role of the lead center responsible for governance, fiduciary oversight and financial management. A steering committee comprised of independent science advisors will provide strategic oversight, and be responsible for direction, monitoring and resource allocation. A research management committee will be responsible for overall coordination and management of the research agenda in each of the 5 target dryland regions. This regional level work will be done in partnership with CG centers, ARIs and NARS partners. Regional Stakeholder Advisory Committees are also being established to facilitate and oversee the work of the regional coordinators.

Governance and management

Steering Committee (SC): Role in

Intermediate Development Outcomes (IDO)

1. SC will be involved in IDO across Target

Regions.

2. This will contribute to coherence of IDO

implementation across Target Regions.

3. One SC member for each IDO as its Focal

Point will take responsibility for helping

guide IDO implementation across the

Target Regions.

4. This SC member can be from any one the

membership of the SC, CGIAR-associated

or not.

5. The Research Management Committee can

invite any of the SC IDO Focal Points when

the respective IDO is on the RMC agenda.

Governance and management

• Research Management Committee (RMC):

a. Responsible for overall coordination and

management of research agenda.

b. Chaired by CRP Director, and consist of

coordinators of interdisciplinary research

teams (IRT) for each Target Region.

c. Management of human resources,

finances, and administration by RMC in

communication with partner organizations

in each IRT.

d. Develop and propose medium‐term and

annual work plans as requested by the

Steering Committee; these will be reviewed

and approved by Steering Committee.

e. Engage with Regional Stakeholder

Advisory Committees (RSAC) to ensure

productive exchange of ideas with

potential end users.

• Independent Scientific Advisors (ISAs)

a. Each Strategic Research Theme (SRT)

will have standing panel of four part-time

ISAs, reporting to Steering Committee.

b. World-class scientific experts on each

SRT.

c. Provide advice and suggestions on

relevance and quality of proposed and

ongoing research.

d. May suggest amendments to research

agenda.

e. May recommend conducting

comparative analyses of SRTs across

regions and to assess integration of

SRTs within regions.

f. May also give advice on trends and

emerging issues relevant to CRP, and

potential strategies for addressing them.

• CRP Director

a. Appointed by the Lead Center in consultation

with the Steering Committee.

b. Provide crucial leadership role in the R4D

agenda, with Steering Committee and RMC.

c. Duties include:

i. Daily management aided by small

management office

ii. Ensure agreed outputs are achieved.

iii. Ensure timely and high-quality reporting

to Steering Committee and Consortium

Board through DG of Lead Center.

iv. Public representative of Dryland

Systems, with the Steering Committee,

ensures high and positive profile with

investors & public.

v. Lead resource mobilization efforts,

partner and donor relations, and

relations with RMC and RSACs.

(RSAC)

a. Provide a channel for input and dialog

with RMC and SC.

b. Comment on relevance and effectiveness

of partnership arrangements.

c. Advise and facilitate reaching policy- and

decision-makers.

d. Appointed by SC to address priority

needs and knowledge gaps.

e. Representative of intended users of CRP

outputs in each Target Region. Mix of

constituencies covering policy, public

research, development, NGOs, CSOs,

and community-based organizations,

and land users.

f. Stay in frequent contact with respective

RCs, who will ensure that stakeholders‘

views are continuously shared with RMC.

Budgeting Principles

• At least 13% of W1 and W2 money has to go to partners: 0.13 x $13.4 million=$1.74 million

• That money must flow to national partners through joint activities with centers

• Additional funds for gender, capacity building, and meetings will be available

Trends in Partner Sharing

• W1 and W2:

– 2012: Less than 1%

– 2013: 13%

• W3 and Bilaterals: 30-40%

• Partnerships are better funded through bilaterals and W3

– But this are usually place-based

Partnership Principle in DS CRP

• National programs and other appropriate partners should carry out the research and extension activities to the extent possible with a leading role

• CG centers preferred role is back-stopping, facilitation, capacity building, and mentoring where needed
