1.- Regulation (UE) Nº 305/2011
“Wherever possible, uniform European methods should be laid down for stablishing compliance with the basic requirements set out in Annex I.” (CPR).
“Those harmonised technical specification should include testing, calculation and other means, defined within harmonised standards and European Assessment Documents for assessing performance in relation to the essential characteristics of construction products.” (CPR).
“Harmonised technical specifications”: means harmonised standards and Europen Assessment Documents. (CPR, Article 2)

Main changes in instruments for construction products not covered by harmonized standards
2.- European Assessment Document
“Following a request for a European Technical Assessment by a manufacturer, a European Assessment Document shall be drawn up and adopted by the organisation of TABs for any construction product notcovered or not fully covered by a harmonised standard, for which theperformance in relation to its essential characteristics cannot be entirelyassessed acording to an existing harmonised standard, because, inter alia:
a) the product does not fall within the scope of any existing harmonisedstandard;
b) for at least one essential characteristic of that product, the assessmentmethod provided for in the harmonised estándar is not appropiate; or
c) the harmonised standard does not provide for any assessmenti method in relation to at least one esential characteristic of that product”
(CPR; Article 19).
“European Assessment Document”: document adopted by the organisation of TABs for the purposes of issuing European Technichal Assessments (CPR; Article 2).

Content of European Assessment Document (CPR, Article 24)
• A general description of construction product• The list of essential characteristics relevant for the intended use of the
product as foreseen by the manufacturer and agreed between themanufacturer and the organisation of TABs
• The methods and criteria for assessing the performance of the product in relation to those essencial characteristics
• Principles for the applicable factory production control (FPC)
3.- European Technical Assessment
The European Technical Assessment shall be issued by a TAB, at the request of a manufacturer on the basis of a European Assessment Document established in accordance with the procedure set out in Article 21 and Annex II.
The ETA shall include the performance to be declared of those essential characteristics agreed by the manufacturer and the TAB for the declared intended use, and technical details necessary for the implamentation of the system of the assessment and verification of constancy of performance.
The ETA will follow a format stablished by the Commission .(CPR; Article 26).
“European Technical Assessment”: means the documented assessment of the performance of a construction product, in relation to its essential characteristics, in accordance with the respective European Assessment Document.

4.- Procedure
• Application.Commercial Secrecy agreement (if needed).Manufacturer: Manufacturer’s Technical File (MTF) describing product, intended use(s) and FPC conditions..
• ETA Contract and Initial Work Programme (1 Month acc. To Annex II, CPR)
Initial proposal of WP (Working Group composition, coordination, initialtime frame for EAD).
• Work programme (3 Months acc. to Annex II, CPR)Final WP and EAD schedule.EOTA shall inform the EC Services of complete WP and EAD schedule.
• EAD proposal (6 Months acc. to Annex II, CPR)Commission representative may participate as observer.Extension of the time limits can be justified, e.g. in absence of a Commission decision on the applicable system of Assessment and Verification of Constancy of Performance (AVCP) or if a new test methodhas to be developed.
4.- Procedure
• EAD Amendments and AdoptionCommunication of the draft EAD to the Applicant, 15 working days toreact.Amendment, if needed, and adoption of draft EAD by EOTA.Send adopted draft EAD to Commission for comments (15 workingdays). Final EAD adoption.
• Product AssessmentSampling, tests, tests results evaluation (Evaluation Report), draft ETA.
• Final ETA issuanceETA Format.

4.- Procedure
• Final European Assessment Document to be publishedEAD shall be adjusted, if appropiate, based on experience gained duringETA elaboration.Adoption of adjusted EAD by EOTA and copy to Commission. Publication of EAD reference in all the official languages.EAD available by electronic means as soon as the product has beenCE-marked.
5.- Use of documents from CPD
After 1 st of July 2013:
• ETAG published before 1 July 2013 may be used as EAD.• Manufacturers and importers may use ETA (approval) issued before 1st of July
2013 as ETA (Assessment), throughout its validity period (maximun 5 years)
