Expertise to develop the technology within the discussed time frame. Preferably companies with matured Intellectual Property or field proven products give a clear demonstration of their ability to handle the development activity.
Familiarity with the fine design elements like processor, algorithms, timing, sensor interfacing, control elements, alerting mechanism, etc
