IntroductionThe Smartcity Innovation Hub is a mixed development Information and Communication Technology ICT park calculated to ignite innovation and accelerate exponentially the rate of technology development and assimilation across West Africa. The Innovation Hub will provide a conducive cocoon in terms of Physical and ICT-infrastructure, Energy, Regulatory and Fiscal policies for the optimum operation of Technology Products/ Service Companies. The Innovation Hub from conception has the close support and partnership of major public sector, corporate and private ICT-industry stakeholders.

The Project

Proposed to be situated along the Lekki-Epe corridor of Lagos State

Nigeria, The Innovation Hub will be a close neighbor of the new and rising

Eko Atlantic City, the Lekki-Epe Corridor is the fastest growing in West

Africa. The Innovation Hub is nestled in lush, pristine real estate. By the

time it is fully developed and functional, The Innovation Hub will be close

on the heels of some very interesting and remarkable developments, co-

tenants of

this capacious development corridor: The Lekki International Airport The Deep Seaport Project The Lekki Free Trade Zone Complex Dangote Petrochemical Project, among other majors.

This is not counting the flurry of factories and major commercial complexes

just coming on stream, as well as a world class university, The Pan African

University, PAU. All these developments could not but attract a slew of

residential estates and

gated premium real estate developments.

ZoningSmartcity Innovation Hub is divided into 4 Zones. Each with its own unique structural and infrastructural designs andrequirements. These are:

INTERNET CITY: This is the heart of the Community, which will host major Software & ICT clusters.

MEDIA CITY: This is the area reserved for the fast growing Electronic Media companies, Film & Movie industry and manufacturers of Media related Electronic products and services

TELECOM CITY: This is the area reserved for Telecom & Outsourcing services such as Call Centres, as well as Handsets and other Hardware Manufacturers

KNOWLEDGE CITY: This is planned to be a centre of ICT Education. It will also include Training centers to meet the requirements of the industry as well as government.

IMPLEMENTATION PHASES

Phase 1 of the project provides for a 25-Hectare development, dedicated to meeting the

commercial office needs of IT companies, card payment firms and IT training institutions.

This phase also allocates spaces to financial services providers, telecoms companies and

entertainment firms.

Phase 1a will comprise the Central Business District CBD, which will comprise 4 Iconic

Buildings & support facilities and will be developed by the promoters directly. It will also

provide for the layout and infrastructure required for the entire project.

Phase 1b will comprise development by those allocated land and structures and will be

allocated in a way that will spread development outward from the CBD. It will also include

the development of the lifestyle facilities and resorts

Phase 2 of the project will cater for the needs of retail IT and electronics companies

currently located in the popular Ikeja Computer Village popularly known as ‘Otigba’.

In the 3rd Phase, the project will deliver of residential apartments & town houses, meeting

the housing needs of a growing community of IT innovators & service providers.

Roles of NITDA

1. Officially recognize and endorse the PROJECT as an industry initiative in

collaboration with government for the development of IT;

2. Formally launch the PROJECT and Support its Road Shows and marketing

programs;

3. Recommend the PROJECT for designation as a Free Zone in accordance with

section 19 (1 and 2) of its enabling law;

4. Provide financial and technical support to the PROJECT

5. Become an off-taker and anchor tenant in the SMART CITY INNOVATION HUB

6. Contribute resources for enabling infrastructure

Role of the SPE

1.  Obtain State Regulatory framework favorable to the project, and all necessary approvals:

2. Provide project management, administrative and facility management

services for the PROJECT

3. Be responsible for engaging consultants for town planning, legal and other

built environment services for the PROJECT

4. Undertake initial visioning, conceptualization, drive and logistics for the

SMART CITY INNOVATION HUB and coordinate private-sector marketing

programs for the PROJECT
