Ceem -Central Environmental and Energy Management as a Kit for Survival- is a cooperation project funded by the eRDF under the Central europe Operative program started in November 2012 and lasting until November 2014.

It involves 12 partners from 5 EU countries: Italy, Austria, Slovenia, Hungary, Czech Republic.

The starting point for the project is the consideration that the involved Central European Regions are characterized by a medium-high economic activity mainly per-formed by micro and SMEs, belonging for the most to the traditional industrial sectors (i.e. construction & building, food, manufac-turing, automotive).

These companies have a strong impact on the Central Europe environment; thus a key factor for a sustainable economic develop-ment of this region is the implementation of environmentally friendly technolo-gies in the goods’ life cycle.

CEEM aims at supporting environmen-tally friendly technologies and activi-ties in the program area by offering to com-panies operational methods, good practices and an IT tool to match jointly environmental positive performance towards business improvement. In order to reach this goal, the communication of social and environ-mental advantages of green economy, the implementation of cleaner production and consumption patterns and the involvement of public and private stakeholders and policy makers are the way CEEM aims to give its contribution towards the achieve-ments set out in Europe 2020 Strategy.

europe 2020 aims to overcome the current economic downturn and prepare the EU economy for the next decade, by shifting the focus on a trio of interlinked priorities: growing from knowledge, creating an inclusive society and building a greener, internationally competitive economy. CEEM project is going towards these EU goals in order to contribute to European development, starting from the Central Europe area. Project partners will involve local and state authorities (decision makers) into project activities, committing them in the project’s results sustainability.

CEEM will give an important contribution to key documents definition like regional/na-tional policies on issues about environ-ment taxes, emissions trading, eco-incentives for companies, etc. After that these topics will be discussed on territorial and transnational level in the CEEM laboratories. The project will bring closer the harmoni-zation of the standards and incentive schemes enhancing the internal integration of the Central Europe cooperation area. This way CEEM will follow the lesson for EU2020: “Investing in cleaner, low carbon technologies will help our environment, contrib-ute to fighting climate change and create new business and employment opportunities1”.

Ceem aims at enhancing Central Europe companies Eco-Energy performance.By addressing a sample of Central European companies mainly from the traditional strate-gic sectors (i.e. construction & building, food, manufacturing, automotive), the project aims at increasing their awareness about environ-mental issues and will promote the adoption of environmentally friendly technologies that help productive activities being eco-efficient and reducing their energy costs.

Spreading innovative methods of energy management. Eco-Energy experts from Central Europe regions will be involved in the project. Their task will be to mentor companies taking part into the pilot action, how to adopt new measures to make more with less energy. The Eco-Energy experts will help entrepre-neurs to implement ‘dos’ and ‘don’ts’ in their current energy management patterns. The starting point for these actions will be the Assessment Reports generated by the 3EMT tool per each company that will fulfill the online self-assessment questionnaire.

Ceem aims at reducing Energy waste.

The increased responsibility of industrial companies towards the environment will lead to important savings of energy and natural resources, to reduce industrial waste, air and water pollution and traffic. The ICT tool (3EMT) developed by the project will help companies to improve their environ-mental performance and energy efficiency by adopting positive behaviors, technologies and innovative management procedures. Also employees, suppliers and all company’s stakeholders will be sensitized on the issue of cleaner production and consumption of goods, thus to increase the demand for green goods in Central Europe and establish a virtuous circle.

A performing toolkit for competitiveness.

The development of an easy toolkit allowing en-terprises to self-assess their eco-energy man-agement performances and giving them back a tailored strategy for its improvement consti-tutes an important element of innovation for the internal management. Companies will learn in-novative methodologies of environmental man-agement by introducing tools and standards acknowledged at EU and International level (under EU-Regulation EMAS II, ISO 14001, Eu-ropean Eco-Label, ISO 14064, the Green Key, and others). Ceem toolkit will give companies the chance to discover their benchmark per field and region. Moreover it will suggest them how to reach greener production processes, by reduc-ing supply chains, CO2 emission, waste.

3Case Studies

100 companies out of those that will test the 3EMT, will be selected to step up their “green print”. They will complete the 3EMT suggested itinerary and receive the help of the Eco Energy Ceem experts to imple-ment the measures of improvement listed by the Assessment Report. Critical issues and positive results will be tracked by Ceem partners and be used as case histories to promote green production and consump-tion processes across Central Europe. The 100 case studies will be precious for the project partners and stakeholders to enhance the 3EMT tool, to design further actions and strengthen the efforts towards environmental sustainable production proc-esses in Central European regions.

2Pilot Phase

Secondly, Ceem partners will identify 500 companies in the Central Europe regions willing to be involved in the pilot phase. These companies, operating in tra-ditional industrial sectors, will be asked to complete the online self-assessment questionnaire. Their answers will consti-tute the base for the benchmarking across Central Europe. Companies taking part into the pilot phase will complete the questionnaire eventu-ally with the help of CEEM partners or Eco Energy experts and will receive a custom-ized Assessment Report sizing their envi-ronmental performance and highlighting strengths and weaknesses.

4Involve the policy makers

Finally, the policy actors at all levels (na-tional, regional and local) will be involved. Case history and 3EMT tool functions and positive impacts will be illustrated in a Transnational Strategy Document to be adopted by regional and national authorities responsible for energy, environment and in-dustrial policies. CEEM will also establish 5 Territorial Laboratories on regional basis, to discuss eco-energy industrial issues at lo-cal level and 1 Transnational Laboratory. It will yearly summon Central Europe authori-ties with the aim to become a permanent policy forum between companies and policy makers on energy and environmen-tal issues in industry.

1The 3EMTool

Firstly, a LCA-based ICT tool, called 3EMT (Eco-Energy-Efficiency Management Tool) will be developed and made available for free to companies through the CEEM website (www.ceeemproject.eu). The 3EMT tool will allow companies to self-assess their green per-formance thanks to a questionnaire. It will also:

• let them benchmark with the other Cen-tral European enterprises involved in the pilot phase; • send to each company that fulfills the ques-tionnaire a customized Assessment Re-port; • provide further services and facilities, like a list of Eco-Energy experts sorted per geo-graphic area.

The 3EMT tool will lead to an increased aware-ness in industry managers on cleaner produc-tion and energy efficient consumption during the production cycle.

Eco-efficient production processes and con-sumption patterns will be established through-out Central Europe thanks to the involvement of eco-energy experts, stakeholders and at least 500 companies, with their CEOs, R&D managers and workers. Increased awareness on the issue of sustainable industrial produc-tion will spread the economic and social advantages of green economy.

What does it mean for EU citizens? It means securing for the next generations a more resource efficient Europe, able to grow and create jobs and major economic opportunities for its citizens, according to the outputs set out in the Europe 2020 strategy2.

SMEs play a big role and for this reason are the priority CEEM target: they are potential polluters, they consume lots of energy and raw materials, their needs (goods delivery; supply chain) influence train and road traffic. By helping enterprises in improving their environmental performance and energy efficiency management, CEEM project will foster a durable change towards an eco-friendly development model. 3EMT tool is designed to be scalable and allow compa-nies’ benchmarking across the whole EU in the future, as well as the experience of the ECO Points and Territorial Labs could be repeated and perfected on EU level, to guarantee the policy know-how exchange.

Central Europe has big potentials to diversify its energy supply, bringing ben-efits to economy, environment and to the citizens. The use of renewable ener-gies and more efficient and sustainable production patterns will contribute to lower the current dependency on external energy resources and secure the long-term supply. This will also help to protect Central Europe economies from potential impacts of energy prices rising. Moreover CEEM activities are oriented to support companies in adopting environmentally friendly technologies and processes.

CEEM project involves 12 partners from 5 Central European countries. They all have expertise in the field of Environment & Energy, both in terms of research and policy. Therefore the wide CEEM partnership has the competence to work on the different aspects characterizing the ambitious topic of reducing pollution and energy need for industrial purposes in the Central Europe area.

Friuli Innovazione is a research and technology transfer centre, set up in order to foster the economic development of the Region Friuli Venezia Giulia by promoting the technology transfer and the interaction between academic research and local enterprises.

It rules the Luigi Danieli Science and Technology Park in Udine, an area of 80.000 square meters that hosts R&D laboratories, high tech companies and start ups operating in all business sectors.

Friuli Innovazione mission is to enhance the innovation in the regional economy and it has a strong focus on areas that match Region’s needs and opportunities, like the “green challenge”. Apart from energy and environment, other main fields of interest are biotechnologies, metallurgy and new materials, wood and extended ICT.

It offers customised services to develop strategies, processes, technologies and human resources for the promotion and support of innovation at every stage, from the generation of entrepreneurial ideas to the creation of new enterprises, incubating, mentoring, funding, seeking partners, networking and setting up at the Luigi Danieli Science and Technology Park.The Park is an attractive space equipped with offices and laboratories, green areas, meeting and conference rooms, available to companies and researchers that want to develop research and technology projects.

The Autonomous Region of Friuli Venezia Giulia is an autonomous public body divided, by an organizational point of view, in Departments and Services.The Central directorate for productive, trade, cooperation agricultural and forestry activities, that on behalf of the Region takes part into the CEEM project, among its functions includes the promotion of the territory and the coordination and support of economic policy instruments, through a close relationship with the industrial and craft districts, consortia for industrial development and science and technology parks.

Among the priorities of the Region, there is the drafting of policy guidelines, the implementation of strategies for improving competitiveness and the task to maintain fruitful relationships with neighboring regions. The issue of environmental sustainability of production, especially of SMEs, is a key topic to the Region Friuli Venezia Giulia, which has already taken part into several European initiatives on related subjects and has implemented a regional energy plan which aims to reduce energy costs and harmful emissions.The Region Friuli Venezia Giulia is willing to evaluate and eventually implement permanently the benchmarking methodology developed by the CEEM project, thus to have a parameter of the green attitude of SMEs when they will submit requests for funds under public schemes. The idea is to reward those companies that

implement more sustainable approaches.The Region Friuli Venezia Giulia will be particularly involved in the activities of the project at policy level, ensuring the sustainability of the results over time.

The Jozef Stefan Institute is the main national technological institute, complementing the role of universities and bridging the gap between science and applications. It was established as a public institution. It has a staff of approximately 880 people.

The Energy Efficiency Centre, a part of Jozef Stefan Institute, has 15 employees. Jozef Stefan Institute – Energy Efficiency Centre (JSI/EEC) is engaged in research, development and consulting in the field of integrated resource planning, energy policy, energy efficiency and energy conservation programmes, management and analysis of energy data, renewable energies, GHG (mitigation, trading and verification), energy management and environmental protection issues.

The activities are commissioned by the Ministry of Economic Affairs, Ministry of Environment and Spatial Planning, Ministry of Education, Science and Sport, public utilities, industry, commercial and public sector, including local communities and hospitals.

The JSI/EEC is intensively engaged in EU programmes and bilateral international projects and performs energy audits, feasibility studies, investment and pre-investment studies and introduction of energy management in industry as well as organisations in the commercial and public sector. JSI/EEC also organises workshops, seminars and conferences in the field of energy efficiency and energy management and also trainings for European energy managers (EUREM) in Slovenia.

The CPC Austria was founded in 1998 by the City of Graz, Department for Environment and is now a private company and member of the bit group. SFG supports business by means of:• Granting subsidies to enterprises, especially to founders, R&D activities, qualification of employees, networking• Carrying out projects with companies (i.e. technology transfer projects, regional development projects)• Setting up networks, such as cluster organisations• Providing infrastructure in the form of so called “Impulse Centres”, which comprise incubator centres, technology parks and innovation centres

There are almost 30 Impulse centres in Styria providing modern office space and seminar facilities, offering financial support as well as comprehensive counselling on support, information platforms and contacts.SFG promotes and co-sponsors impetus centres and supports outstanding projects such as the ACS Automobile Cluster Styria, the HCS Wood Cluster Styria and the Styrian competence centres. SFG also supports SMEs to initiate and implement innovations. It strives to improve knowledge and technology transfer and provides financial support as well as external expertise.

SFG offers comprehensive information and consultation regarding innovation, raises awareness and motivation on the part of SMEs and supports them by tailor-made promotion programs for their innovation plans.

Bay Zoltán Nonprofit Ltd. for Applied Research is a state-owned Hungarian research institute, which aims to improve the competitiveness and efficiency of Hungarian enterprises through enhancing successful innovation and technology transfer in close cooperation with its leading domestic and foreign partner institutions.

The institution implements national and international R&D projects in the areas among others in the environmental industry as well as offers complex scientific and technical solutions through the activities of applied research development and technology transfer for over 200 enterprises. Its Department of Environment Management and Logistics (BAY-LOGI) took part in international and local R&D project developments in the field of waste management, waste handling technologies and logistics; as well as provides services for SMEs and for large companies in this field. The activities of Bay Zoltán Nonprofit Ltd. also include the state-run incubation of SMEs and the coordination of the EURAXESS researcher mobility programme at national level. The Center for Community Organizing Central Moravia (CCO) is a non-profit non-governmental organization that provides information and advisory services to representatives from public administration, civic organizations and businesses in the following areas:Citizen/NGOs participation in local and regional development CCO designs and implements public participation programs in planning and decision-making. For example programs for citizen participation in planning and designing of public spaces, in housing estate revitalizations, in preparation of community development strategies or in investment planning. Within this program CCO organizes public hearings, interactive exhibitions, implements sociological surveys and questionnaires, facilitates citizen advisory boards etc. CCO also conducts training seminars in the field of citizen participation for public administration.

Local Sustainable DevelopmentCCO provides consultation services for preparation of local social economic development projects with respect of sustainability principles. For example CCO prepares and updates local, micro-regional and regional development strategies; assists in preparation of local development projects and activities aimed at disadvantaged groups of citizens. We cooperate with local partners (public administration, businesses and NGOs) which enable us to tailor projects to local conditions.

Regional Policy of European Union and Regional Development of the Czech RepublicWithin this program CCO implements activities promoting principles of partnership and transparent decision-making in regional policy of European Union. In the Czech Republic we lobby for consultations and participation of public

and non-profit organizations in preparation and implementation of EU regional policy instruments. CCO is actively involved in discussions about forms of regional policy, intermediates information for other non-profit organizations in the Czech Republic and prepares joint recommendations and strategies. We transfer our experience from the Czech Republic to other “new” as well as “old” EU member countries.

Educating, supporting and strengthening of non-profit non-government organizationsCCO supports and educates members of civic and non-profit organizations on all levels. We work with volunteers, organize seminars and training workshops in order to strengthen the non-profit sector. We promote interdisciplinary meetings and cooperation of non-profit organizations.

The Institute of Social Innovations, p.b.o. (USI) is a private institution from Kobylnice, Czech Republic. Since its establishment in 2002, it has actively participated in the acquisition of experience mainly in the following three areas: • Human resources development -

provides training, seminars, retraining programs and infrastructure for education;

• Socio-economic cohesion of the region - supports the activities of enterprises (especially SMEs) and their cooperation with non-profit and public sector;

• Promoting international cooperation of public institutions - seeking foreign partners, building cooperation with them and handles foreign experience and education (with the implementation of technical projects abroad).

USI has experience in working with the SMEs and with including involvement of local, regional and other different stakeholders into the project implementation (e.g. local and regional public authorities, SMEs, NGOs oriented on the sector of renewable energies and other stakeholders). The objective of this approach will be involved all relevant bodies into the development of this area in the long term and to positively influence further development in the regional and national context. The second field of organization expertise is sustainable development issues. Institute of Social Innovations provides consultation services and training for preparation of local social economic development projects with respect of sustainability principles, employment, human potential development and environment.

USI has implemented projects oriented to strengthen the employability, sustainability and the SMEs creation in the rural areas of Southern Moravia region supported from the Operational Programme Human Resources and Employment, measure 2.1 Active employment policies. The organization has experience with transnational projects mainly financed by the European Social Fund as the “Innovative measures financed under Article 6 of ESF regulation. It has also been actively involved within the Operational Programme Human Resources and Employment, priority 5 Transnational Cooperation.

The Local Energy Agency Nova Gorica, shortly GOLEA, is an institution founded in 2006. Its founder is the municipality of Nova Gorica together with some other municipalities: Bovec, Kobarid, Tolmin, Cerkno, Idrija, Vipava, Ajdovšcina, Brda, Kanal, Miren-Kostanjevica, Šempeter-Vrtojba and Pivka. The agency’s work is not only limited to northern Primorska, but also extends to the entire Primorska region as well as a part of the Inner Carniola-Carst region.

The establishment of the GOLEA Agency in 2006 was the result of a successful application to the “Intelligent Energy Europe” program, which supports the establishment of a network of local energy agencies throughout the EU.

The mission of GOLEA is promotion of Renewable Energy Source - RES and Rational Use of Energy - RUE with focus to the energy self-handling region, focus to the sustainable region.

Agency role is to spread energy management practices, provide information guidance, offer a range of services based on specific local and regional needs.

Its main field of work is the local energy concepts by means of which municipalities can estimate and develop its own strategy of energy use and supply. Agency give informations, advice and training on energy management issues, support for the implementation of local/regional energy plans.
