KEY CONDITIONS :

EFFECTIVE COMMUNICATION & COMMITMENT TO ORGANIZATIONAL LEARNING/CULTURE

• Approach to organizational & personal learning (career & professional improvement)

• Apply quality management improvement contractual commitment by district & provincial dinas to support the school

• All school members must productively engage in creating & sustaining a school with learning as the prime focus

• A level of trust has to be established.

• TEACHER REFERENCE & RESEARCH CENTER (TRRC):

–Access to new information

–Teachers space dedicated to prepare lessons, secure information from others, exchange information

–Equipped with computers & hardcopy materials in support PBM

KEY CONDITIONS :

• Creating structures for decision making in school:– Establishing such an environment

involving as many people as possible in key processes designed for decision making

• Demonstrating access to key data information:

– Management information & reporting system (MIRS) easily accessible database, dedicated support staff, and adequate resources (computers, etc.)

• Accuracy of Data to support employee morale:– Accurate & current data– Track project physical & financial

progress set realistic targets & accountability

• Baseline Data for accessing project contributions and school change – the provision of all baseline data within

3 months of project commencement fail to comply causing ongoing funding will not be released

DISSEMINATION & DIFFUSION OF GOOD PRACTICES:

– Enabling access to materials, ideas, suggestions that other schools could use

– Clear evidence of demonstrated commitment & in-school audits (it will dictate the amount of future funds)

KEY CONDITIONS :

LEADERSHIP CERTIFICATION:

The principal & at least two other school personnel will be required

to complete the Leadership Certification & Licensing Program.

SCHOOL ACCOUNTABILITY CONTRACT:

Prepare an ANNUAL accountability contract:

•Closely linked to SDIP

• Include information relative to project physical & financial targets as well as broad school benefits

•Evidence of the school’s use of project interventions & to disseminating experiences from the project to non-project schools

OPERATIONAL SCHOOL FINANCE AND ACCOUNTING PRACTICES:

• School will install the Project Finance and Accounting System.

• School will establish “ A Trust Account”.

STATE OF READINESS COMPLIANCE STAGES:

1. Selection of Suitable Schools (the first 6 months of 2005)

2. Contractual Commitment by the district and provincial Dinas to support the schools (expected May 2006)

3. School Verification (the first 3 months of project implementation).
