Delivering the Space Growth Action Plan Catherine Mealing-Jones, Director of Growth UK Space Agency
Civil Space Strategy – six themes
Goal: £40B sector by 2030
•To make the United Kingdom more resilient to the risk of disruption to space services and capabilities, including from space weather
•To enhance the United Kingdom’s national security interests through space
•To promote a safe and more secure space environment
•To enable industry and academia to exploit science and grasp commercial opportunities in support of national space security interests
What does this mean? • A revolution in the nature and identity of the sector • Near five-fold increase in the “down-stream” from £8bn to
£37bn by 2030 • Dramatically stimulate the broader market for space services
and data and create and attract new space service and apps companies in the UK
• Grow existing UK space services & applications companies • Maximise UK involvement in operating major institutional
infrastructure • Triple size of the “up-stream” from £1bn per annum to £3bn per
annum by 2030 • Innovative manufacturing – adopting new technology more
quickly • Develop disruptive ‘game changing’ technology • Growing the number of SMEs in the supply chain • Maximise UK involvement in building major institutional
infrastructure
Contributes £11.3b to the

2008-2014: An Evolving Partnership
Space Innovation and Growth Strategy (2010) – A industry-government and science
base partnership providing a roadmap of actions
– Provides outlook to 2030
Space Growth Action Plan (2014) – Emphasized international aspects
(inward investment and export) – Stronger focus on markets and services
Space Growth Action Plan Themes 1. Increase take-up of Space services in the marketplace 2. Become market leaders in fast growing or game-changing
markets 3. Improve the technology base to increase competitiveness 4. Exploit international partnerships to create wealth 5. Use the City’s financial strengths to increase investment 6. Create the most competitive regulatory environment for
Space 7. Drive UK Space Gateway, regional engagement and
industry-academic links 8. Increase share of export markets 9. Address skills needs for the next 20 years
2008-2014: An Evolving Partnership
Recommendation:
Establish a “Gateway for Space” as a focal point for the UK space community, centred at Harwell
UK Space Gateway - Harwell Oxford Multiple, diverse stakeholders – UKSA, UK HMG, ESA, Local
Enterprise, Industry, Academia, Research Institutes…
Facilities and Expertise – EDRS data link, In-Orbit kit, mission
ops, labs, computing, test, venture capital, legal, workshop hubs…
– 5000 staff forecast over next 15 yrs
International in outlook – Knowledge & people exchange – Collaborative working – Space AND non-space professionals! – Business-friendly set-ups – From start-ups to corporate HQs
Launchpad for Regional Growth?
Challenges 3 Devolved Administrations (Scotland, Wales, Northern Ireland) and over 39 Local Economic Partnerships Less space-literate communities and sectors outside South East UK The momentum of centralisation Opportunity vs focus New service-oriented space markets
Implications Awareness Capability Mapping Building on what has already been done Success stories Regional politics Competitive process Joined-up Government Partnerships!!
