The NAS Concept and Proposed Development Process in Bosnia
and Herzegovina
Dr Gavin Jordan
July 2012, Teslic
2
Introduction and Content of the Presentation
• Climate Change Adaptation
• National Adaptation Strategy: • The concept of NAS• Objectives• Sectors/areas on the basis of initial consultations and INC/SNC
• Proposed Structure
3
Climate Change Adaptation
• Climate change models predict that the impacts of climate change will be most severe in Southern Europe
• Climate change is ‘apparently’ happening in BiH
“According to the report, the Drina river - which runs along the Serbia-Bosnia border - was some 11 times higher than usual.”NDTV, December 2010
Land mines shifted by Bosnia flooding: 'Only God knows where those mines went,' says one mine clearer.

Low water level of the artificial lake on the river Neretva near the Bosnian town of Konjic, March 2011
The dams on the Neretva river near the lake feed a system that normally produces an average of 2,000 megawatt-hours of electricity per year, but the drought shrunk output to just a quarter of that amount
5
Differences in mean annual air temperature and precipitation 1981-2010. compared to 1961-1990.

Climate Change Adaptation
• Climate change adaptation seeks to lower the risks posed by the consequences of climatic changes, by decreasing vulnerability, and increasing resilience to impacts.
• Adaptation measures help to reduce vulnerability• Adaptation measures utilise opportunities of climatic
changes, such as growing new crops in areas that were previously unsuitable.
7
Climate Change Adaptation
• Climate Change Impacts cross sectors, geographical areas and research areas
• Require integrated climate change adaptation measures• This requires a strategic approach and a strategic
framework
8
NATIONAL ADAPTATION STRATEGIES
9
National Adaptation Strategies: Concept
• Standard strategic approach to climate change adaptation is ‘National Adaptation Strategy’
• No common criteria or structure, but there are common approaches
• A NAS is an integrated, coordinated, and comprehensive response to the threats of climate change: A blueprint for common action, with a cross-cutting approach
10
National Adaptation Strategy: Concept
• A NAS contains the strategic priorities for effective climate change adaptation
• These are institutional and cross-working issues, as well as sectoral issues.
• A NAS usually contains an action plan for implementing the strategy, and perhaps the key elements of a potential adaptation programme.
• They sometimes include an outline budget and potential sources of funding.
11
National Adaptation Strategy: Objectives
• The overall objective of a NAS is typically focused on ensuring that development is more resilient to climate change impacts by having a clear vision for an effective adaptation process.
• This is achieved through developing an enabling environment including improved science-policy Interactions, policy integration, research needs and awareness raising and knowledge transfer.
12
National Adaptation Strategy: Objectives
• There are often further objectives specifically focused on key strategic issues:
• Knowledge generation • Information dissemination and management • Institutional frameworks• Policy development • Risk reduction
13
National Adaptation Strategy: Sectors
• Seven potential priority sectors for the NAS:
• Agriculture• Biodiversity and sensitive ecosystems• Energy (hydro power)• Forestry• Human Health• Tourism• Water resources

ACTIVITIES AND OUTPUTS FROM TODAY
16
Activities
• Another, more detailed presentation this morning identifying Climate change-impacts, vulnerability and options for adaptation
• Discussion on NAS• Group work to identify adaptation priorities
17
Outputs
• Detailed adaptation priorities• Better understanding of key issues for sectors
