IPC started as the International Poverty Centre with a strong focus on research

about social protection policies.

Researchers seconded from Ipea came from Department of Social Policy Studies

(DISOC).

Emphasis on policies to fight both poverty and inequality.

Initial Work

Seminal Comparative working papers showing the role of cash transfers in bringing down poverty and inequality in Brazil and other Latin American Countries (2005-2006)

Growing requests from African and Latin American countries to learn more about Bolsa Familia (and other SP programmes) and to have more studies undertaken about their own programmes.

Latin America and Africa

Latin America: Impact and institutional evaluations of cash transfers programmes were undertaken in Paraguay, El Salvador, Dominican Republic, Honduras and Nicaragua (2006-2007).

A network of African researchers was build encompassing Zambia, Kenya, South Africa and Uganda with the publication of several country studies.

Social Protection and new priorities

IPC helped on the policy dialogue between Brazil and Africa in partnership with the MDS: Ghana, Mozambique, Zambia, Namibia and Kenya.

IPC has also worked closely with the African Union in the development of their social development strategy and it has engaged with ASPA during the meeting of the social development ministers.

IPC has facilitated the IBSA academic forum and helped with the writing-up of the Social Development Strategies Paper released by the three countries in 2010.

IPC brought together researchers from BRICS to discuss their concept of inclusive growth and the role of social protection policies in fostering it.

Applied Research and Knowledge Production

Capacity Development

IPC provides training and capacity building in Social Protection.It receives mission missions from several countries and also visits countries. Activity implemented in close collaboration with Ipea.

Countries such as: East Timor, Vietnam, Syria, Lebanon, Egypt (and other Arab States in partnership with ESCWA), South Africa, Botswana, Zambia, Burundi, Paraguay, Venezuela, Costa Rica, Indonesia and Ghana have been involved in this modality.

IPC-IG publications and researches have been influential in the discussion of Social Protection policies in India, The Philippines and other countries. There is a growing demand about the design and adaptation of large scale social protection policies like Brazil’s Bolsa Familia. IPC has also helped to disseminate other experiences of the South like NREGA in India, Community Work Programmes in South Africa among policy makers and reserchers.

IPC has also been influential in pinpointing the diversity of conditional cash transfers in Latin America and in other parts of the world.

IPC-IG has been recognized as an important player in the field of Social Protection. It is regularly invited by multilateral and bilateral institutions to present its work and to discuss their strategies and policy papers.

ECLAC, ILO, World Bank, African Development Bank, NEPAD, ESCWA, ADB, ESCAP, UNDP’s regional centres, Dfid, GiZ are some of the multilateral and bilateral organizations that have invited IPC to take part in some policy discussion.

The Development Work Groups of G20 have been a recent partner supporting the work of IPC on the Intersections Between Social Protection, Employment and inclusive Growth.
