The problem• Tenancy is 1,5x more frequent in low-income groups than in the total population• Share of private tenants facing housing cost overburden (EU27 average) is 2,5-5
times higher than social tenants or home-owners. • Tenants have fewer possibilities to ameliorate the energy efficiency of their dwelling
and financial supports for renovations are more likely to aim home owners. • Split incentives between owners and tenants regarding renovations
