Approach to the Climate Change Response (1)

• Royal Government of Cambodia has recognized Climate Change as a major development issue and has recommended to develop climate change strategic plan and action to respond this issue.

• Cambodia is listed among the top 10 countries

most vulnerable to climate change;

• Effects of climate change include: higher frequency

of extreme weather events (storms, floods,

drought), changes in rainfall patterns and

seasonality, increase temperature,

sea-level rise, etc

• Potential to affect economic growth and poverty

reduction efforts.

Approach to the Climate Change Response (2)

• The development of CC strategic plan and action plan is

approach to integrate the climate change response

measures into regular development activities at national

and sectoral levels;

• In the short and medium term, a gradual approach is required

to gradually mainstream climate change in Government

practices and procedures; and

• In the long term, there should be no separate planning for

climate change, it will be considered as part of normal planning,

normal budgeting, normal monitoring and evaluation systems.

Cambodia Climate Change Strategic Plan 2014-2023 (CCCSP)

• CCCSP was lunched in late 2013 for official implementation

• Vision: Cambodia develops towards a greener, low-carbon, climate-resilient, equitable, sustainable and knowledge-based society.

• Mission: Create a national framework for engaging public and private sectors and civil society in a participatory process for responding to climate change to support sustainable development.

Possible entry points at sector level

• Planning and budgeting mechanisms

– Identify specific timelines for CCSP/CCAP mainstreaming into sector policies, strategies, work plans and budget (PIP, programme-budgets)

– Identify when and how CC inputs can be fed into the process, who will be responsible for this, and if any changes in existing procedures or mechanisms are required.

– Reflect on potential systems for tracking CC budget allocations within the ministry’s budget.

Possible entry points at sector level (2)

• M&E systems Identify timelines and responsibilities for enabling ministry’s M&E systems to track CC response: indicators, reporting systems, mechanisms for learning, dedicated evaluation framework • Sector coordination mechanisms Consider if CC could be included in the mandate of existing coordination mechanisms • Legal framework Review existing laws and regulations and identify any amendments required to reflect CCSP priorities.
