Everyone was shocked at the sudden flooding caused by TS Ketsana

The birth of Philippine disaster risk reduction management act 2010 known as Republic Act 10121

strengthen the Philippine disaster risk reduction and management system

provide the framework for National disaster risk reduction and management.
