At its meeting on 17 September 2014, the Board of Directors of the African Development Bank Group (AfDB) approved a request for a US $24.85 million loan to Angola. The loan will support the country's efforts to diversify its economy, develop the private sector, create jobs and, ultimately, deliver more inclusive economic growth. The project has three components: (i) boosting business competitiveness and entrepreneurship; (ii) supporting the development of the Initiative pour la Promotion des Coopratives (cooperatives promotion initiative, IPC); and (iii) project management, monitoring and evaluation. The project also includes plans to create a new competitive intelligence unit, set up an entrepreneurship academy and introduce a regulatory framework governing cooperatives. The AfDB loan will act as a catalyst, helping to deliver substantial improvements to the capacities of private-sector assistance institutions.Given the sheer scale of public

BNR opens branch in Rwamagana U.S. Africa Command Hosts First Ever Signing of Acquisition Cross Servicing Agreement (ACSA)

U.S. Africa Command hosted its first ever signing of an Acquisition Cross Servicing Agreement (ACSA), continuing the mutually beneficial relationship the United States enjoys with its partner nation Chad, Sept. 18, 2014.

The agreement allows for the rapid and uncomplicated exchange of many types of common military necessities in exchange or trade for money, services, equipment or supplies of equal value.

This agreement will continue to strengthen our bilateral cooperation on international security issues, contributing to the logistics, maintenance and supply support as well as the interoperability of the armed forces of both nations, said Brig. Gen. James C. Vechery, Director for Logistics (J4), U.S. Africa Command.

The ACSA signed at the AFRICOM headquarters replaces a similar document that was signed in 2004.

The central bank, the National Bank of Rwanda (BNR), Friday opened a new branch in Rwamagana town.BNR Governor John Rwangombwa and Eastern Province Governor Odette Uwamariya oficiated at a function graced by senior government oficials and the business community.Rwangombwa said the branch would be used as a backup for the Kigali head ofice in case of emergency. This branch will have capacity to backup the head ofice in KigaliIts proximity to the headquarters of the central bank is also an added

That agreement was only valid for 10-years. The new ACSA will remain valid indefinitely with no expiration date.

The renewal of this agreement symbolizes the very nature of defense cooperation between our two countries and I have a feeling of satisfaction. This bilateral military accord is very significant, said Brig. Gen. Marc Ndoubayo, Senior Military Advisor to the Chadian President. This signing ceremony is just a continuation of the great relationship the government of Chad shares with the United States.

The United States also has similar agreements 18 other African nations which includes: Benin, Burkina Faso, Cabo Verde, Comoros, Democratic Republic of the Congo, Djibouti, Gabon, Liberia, Malawi, Mali, Mauritania, Mozambique, Niger, Sao Tome and Principe, Senegal, South Africa, Tunisia, Ghana.

funding channelled into private-sector development, the project places a particular emphasis on transforming resources into results. In this regard, the project includes plans to introduce an information system, which will be used to assess the performance of national private-sector development p r o g r a m m e s implemented by the public sector. The project is deliberately cross-disciplinary in nature, covering issues such as private-sector development, qualiications, governance, agriculture and gender. In terms of private-sector development and gender, the project will involve the creation of a dedicated academy to help

advantage, he said.Rwangombwa added that the branch is intended to ensure continuity in business in case of an emergency; and was privileged to have enough capacity to carry out transactions without a help from head ofice. In fact, we dont have to send money to this branch, because Eastern Province, just like the Northern Province, has enough money to use. They are able to meet their demand and send the balance to Kigali, he said. The governor noted that the Province had the lowest number of people living under the poverty line and a vibrant business community

as a result of the governments efforts to ight poverty.Apart from the Asian Tigers, Rwangombwa said, only Rwanda has been able to reduce poverty at a faster rate of 12 percent. We have been reducing poverty steadily since 2006. More banks have been coming up hence increasing competition, which is healthy for clients. The environment that the bank creates will reduce interest rates with time.Meanwhile, the business community commended the crucial role access to inancial services can play in socio-economic development of rural communities.Jean de Dieu Nkurunziza, a renowned businessman in Kayonza District said that extending inancial services to rural communities was timely. He noted that the specialized banks would be able help farmers and businesses access inancial services easily, hence allowing them to make proits. That we have services of BNR at our door-steps is great news. Most of our transactions go through itwe are paid through the bank or asked to pay money in the central bank when bidding for government tenders. So, a modern branch near us is an important development, he said.New Times

boost entrepreneurship, and will encourage positive discrimination by prioritising women and female-led businesses. In terms of qualiications, the project includes a range of activities to give young Angolans the skills they need to join the productive workforce. These will include small business creation and management skills. The expected outcomes of the project are as follows: (i) research into export and international trade options, enhanced project development support for large companies, and the dissemination of company information; (ii) the creation of an entrepreneurship academy and the delivery of training to 42,500 people, including 24,250 women; (iii) the introduction of a regulatory framework for cooperatives, and (iv) research into the dissemination of information about cooperatives.AfDB

MasterCard-Branded Cards are now at Ecobank subsidiaries in 28 African CountriesEcobank Transnational Inc. and MasterCard customers will now be able to use their MasterCard prepaid, debit and credit cards at Ecobanks ATMs and Point of Sale terminals in 28 African countries, significantly boosting card acceptance on the continent.

Expanding MasterCards acceptance in 28 countries across Ecobanks network is a significant milestone for us as we work together to accelerate the adoption of electronic payments and create a cashless society in Africa, said Daniel Monehin, division president, Sub-Saharan Africa, MasterCard. Through this partnership, we have combined MasterCards global payment technology with Ecobanks unrivalled pan-African footprint to give our cardholders more convenient, secure and reliable ways to pay.

Ecobank subsidiaries now accept MasterCard-branded cards in Benin, Burkina Faso, Burundi, Cameroon, Central African Republic (CAR), Chad, Congo, Cte dIvoire, Democratic Republic of Congo (DRC), Gabon, The Gambia, Ghana, Guinea, Guinea Bissau, Kenya, Liberia, Malawi, Mali, Niger, Nigeria, Rwanda, Senegal, Sierra Leone, Tanzania, Togo, Uganda, Zambia and Zimbabwe.

This partnership forms part of our broader retail banking strategy of providing Ecobank customers with enhanced service levels, which exceed their expectations, explained Patrick Akinwuntan, Ecobanks group executive, Head of Domestic Bank. Our unique platform gives our customers easy access to their Ecobank accounts when travelling, be it on business or for pleasure, without the need for carrying cash.

The combination of a rapidly expanding

middle class and steadily improving financial literacy, supported by robust technology, is increasing the appetite for card usage in Africa.

Governments are rapidly driving the conversion from cash to electronic payments as they too realise the benefits of a cashless society, namely increased transparency, cost effectiveness, financial inclusion, foreign investment and economic growth.

The increased number of MasterCard acceptance locations in Africa means that more cardholders and merchants will be introduced to the security and convenience of electronic payments, while enjoying protection from the risks and costs associated with cash. This is especially important in many African countries where cash has been the prevalent or only payment option, Monehin said.

MasterCard and Ecobank are also looking to expand across West, Central, East and Southern Africa and will soon add a further four African markets to those already accepting MasterCard-branded cards, namely Equatorial Guinea, Mozambique, So Tom and Principe and South Sudan.

It comes in a year when we have already pioneered cross-border mobile money transfers with automatic currency conversion as well as a unique interoperability arrangement with other operators in Africa.

Earlier this month a one-time return to Tigo Pesa users based on their accrued balances was announced. The trustees of these funds were able to achieve an aggregate return of 9.2 per cent.

This and the new service has been authorised by the Bank of Tanzania, following the announcement of new policy by the central bank earlier this

announcement, Millicom said it had established a joint venture with Kalixa, an online payments firm, to develop a payments service provider to operate in Africa and Latin America, initially commencing in Colombia and Brazil later this year.

The joint venture will offer payment acceptance services

for both businesses and consumers, including payment gateway and point of sale solutions for merchants as well as 1-click payment and eWallet provision for online customers.

The partnership will cover the end-to-end payment ecosystem and will offer multi-device and cross-platform services.

Working with Kalixa will enable us to offer a complete digital payments service in markets where ecommerce is growing rapidly and where we already have a strong presence, said Albrecht. It is a great combination of our respective expertise.

The world over, business has transformed intensely in the last few decades. The discovery of the internet has fetched with it an advanced level of commerce. The internet has bring together a speedy, more competent and cost effective method of doing business. It is today conceivable for an individual in Nigeria to purchase goods from a company in Dubai, to be supplied to a person in Hawaii. This is but a mere diagram of the plentiful returns which the internet and e-commerce in speciic has fetched to the world.

Ecommerce became eficacious around the world for three chief explanations. First is convenience (you decide when to buy, how to buy, from the expediency of your home or ofice, at your own pace). The supremacy of mobile connectivity across Africa has designed consumer tendencies in means that are stirring new and state-of-the-art amenities that furnish to this interested audience. This progression is yet to bloom to the heights seen in the United States or Europe, which has the whole thing to do with a lack of infrastructure, consistent services counting electricity and recognized reputations and online buying habits. As with old-style business, electronic commerce is also grounded on belief across the whole gamut of business. BY KIRIT SOBTI, EDITOR, [email protected] A new mobile application that will allow smartphone users to shop online has

been launched by Kaymu, an online trading irm.

According to Elias Schulze, the Kaymu Africa chief executive oficer, the application, compatible for Android-powered mobile phones and available on Google Play Store, is designed to make Rwandans online shopping experience more convenient and enjoyable. It will offer a wide range of products, fast and intuitive navigation and easier buyer and seller account management, he said.Rwandas mobile phone penetration rate currently stands at about 7.2 million subscribers. Those who own smartphones are not known, though the number is growing thanks to the array of applications that attract users. The app is more focused on the product; which has impressed me. It makes the whole shopping experience simpler as one can easily locate what they are looking for. Also, anyone with items to sell can upload them at their convenience using a smartphone, said Steve Bayingana, a tech enthusiast and Kaymu customer.

New mobile phone app to boost online trading

As mobile devices and access to data becomes more affordable, coupled with a maturing online shopping and payment market, millions of South Africans will progress to

online ranging from short-term loans to more complex

    as insurance or brokerage accounts

By 2030, one in every six Africans will be Nigerians, and its economy will have the largest GDP on the continent, But understanding how to launch an ecommerce business in Nigeria requires an understanding of the ecosystem and country, and other aspects such as the cost of generators and the relative dearth of the talent pool.

WHATS THE REALITY OF E-COMMERCE IN AFRICA?

Electronic commerce over the internet is a fresh and budding mode of conducting business

still dictate the sector. And regardless of the many reforms presently happening, moves to renovate monopoly to competitive telecommunications markets have not made much improvement.Bearing in mind the progresses made in this zone by the developed countries, it is imperative that African countries monitor closely, and partake vigorously in the global effort to safeguard comprehensible legal and regulatory framework on subjects such as tax and customs regulations, data security, protection of intellectual property rights, contract enforcement, electronic signature and other related issues. The policy to implement in constructing the information infrastructure in Africa should be based upon open markets to struggle and the deregulation of those infrastructures and services which are still under monopoly. The objective of such action being to fast-track the IT infrastructure and service markets so as to attain a critical mass.Within the agenda described above, what is the reality of e-commerce in Africa? It must be said that with the exclusion of South Africa there is negligible indication of ecommerce on the continent. However here are some illustrations of e-commerce accomplishments that may be heralds of the new era of e-commerce in Africa.A Moroccan company with a staff of seventy does a solid business of digitizing manuscripts for a European publisher. Another Moroccan company is successfully offering Internet-based translation services.

A Senegalese company hires some thirty skilled CAD technicians to do architectural drawing detailing for European clients. A Dar-es-Salaam-based company is now proposing digital mapping services to companies in California. There are positively more models in Africa, since this is becoming an area where international consulting irms and donor agencies see occasions to upkeep African businesses and at the same time meet their own purposes.

There are thousands of South African websites and there is a mounting occurrence of on-line consumer purchasing over the Internet for products such as books, CDs, computer products, wines, lowers, etc.The Internet is a promising technology in most African countries. At present not much consideration is given to the developing electronic commerce revolution. The topics involved are well thought-out as intricate and of lesser priority. Although approach may be shifting, there have

been very slight creativities and eagerness from both the public and private sector to initiate to grip the massive opportunities of the information society and the Internet in speciic.Electronic commerce over the internet is a fresh and budding mode of conducting business. Though only less than ive years old, it has the potential to fundamentally change the economic activities and the surrounding social environment.Governments in developed countries are vigorously cheering the diffusion of electronic commerce as a way to improve access to new markets and augment irm competitiveness.

There is an optimistic conidence that areas such as education, health and government can also be major beneiciaries of e-commerce.

Plus, a medium apple counts as 1 cup of fruit, so after eating one youre well on your way to meeting your daily fruit quota. They also are a good source of immune-boosting vitamin C.

2.WeightLoss: Apples satisfy hunger for few calories so its not surprising that they can be part of a healthy diet that promotes weight loss. And in a recent study, driedapples also helped participants lose some weight. Women who ate a cup of dried apples daily for a year lost some weight and lowered their cholesterol and heart disease markers.

    4. Protect Against Metabolic Syndrome: People who eat apples may be less likely to suffer from metabolic syndrome, a cluster of symptoms linked to an increased risk of heart disease and diabetes. The apple eaters also had lower levels of C-reactive protein, amarkerofinflammationwhosepresence in the blood suggests an increased risk for heart disease and diabetes.

5.ExerciseExtender: Eating an apple before you work out may boost your exercise endurance. Apples deliver an antioxidant called quercetin, which aids endurance by making oxygen more available to the lungs.

    Health Benefits of an Apple

    1. Crash dieting

Crash dieting or fasting not only removes fat but also lean muscle and tissue. So in the long term your metabolic rate will slow down. And whenyoufinishthediet, yourbodywillneed fewer calories than it previously did, making weight gain more likely once you stop dieting.

    2. Losing track of what you have eaten

Eating a small slither of cake in the officedoesntmeanthatyoualwayshave to deny yourself treats, but you should learn to limit these foods to small quantities or just for special occasions.

    3. Skipping breakfast

Missing breakfast is a big mistake when youre trying to lose weight.

Its important to start the day by eating a hearty healthy breakfast because it boosts your metabolism. Your metabolism will slow throughout the course of the day, so its better to eat a greater percentage of your daily intake at the beginning of your day. Also by skipping breakfast, you will be left hungry for the rest of the day, thus eating a larger lunch.

    4. Not including exercise

When you are not exercising, you are relying on your diet alone. By exercising as part of your diet regime, this will allow you to eat more of the things you like and still lose weight. And the more exercise you do, the more calories you will burn. If you increase the amount of exercise, but maintain the same diet and calorie intake, you will certainly lose weight.

FOR the first time in six years, Rwanda has made a big stride in the global rankings, moving from 101st to 93rd in the Fifa rankings released recently in Zurich, Switzerland.Stephen Constantine's men also improved to 26th in Africa, thanks mainly to impressive performances that saw Amavubi reach the third and final round of the 2015 Africa Cup of Nations The Commission of Inquiry probing the Brazil World Cup 2014 fiasco was yesterday turned into an intellectual discourse, as Counsel Thaddeus Sory, representing seven witnesses who were subpoenaed by the Commission, raised objections which ended up halting proceedings for the day.The objection raised by Mr. Sory turned into a legal debate when the Chairman of the Management Committee of the Black Starlets, who doubles as the Vice President of the Ghana Football Association (GFA), Frederick Crentsil, was the first to take to the witness box to testify before the Commission. The Counsel, who was representing six other witnesses, raised an objection about why his client (Mr. Crentsil) had been subpoenaed to appear before the Commission, seeking clarification on the legal status of his client before the Commission, and that the notice was defective, because his clients have to be given a mandatory time of two weeks after service of hearing notice. He backed his objections with Constitutional Instrument (CI) 82, 85 and 65, and emphasised that his clients needed to be given a stipulated time to enable them appear well prepared, also whether they were appearing as target witnesses or none target.According to Mr. Sory, the rules of the Commission provided for his client to be told whether he was a targeted witness or not, which was not stated in the subpoena. He added that the subpoena did not provide enough reasons why Frederick Crentsil and the six other witnesses should give evidence before the Commission, since it did not offer enough protection of his rights, particularly, from future prosecution based on his evidence.Mr. Sory said: I am saying

Kenya's Dennis Kimetto smashed the world record in the Berlin Marathon on Sunday as he made history by becoming the first man to break the 2hr 03min barrier. His lightning fast run of 2hr 02min 57sec was the second year running that the record had been broken in Berlin, the previous best being 26 seconds slower -- the 2:03.23 set over the same course last year by compatriot Wilson Kipsang. The performance by the 30-year-old, a former farmer from western Kenya's high-altitude Rift Valley region, delivered a new benchmark in human endurance and cemented the Kenyans' total dominance of international road racing."As the race went on, I saw I could do it, I'm delighted to have won," the modest Kimetto said after making history and nudging world leading times close to the two-hour barrier.Kimetto, the pre-race favourite, was part of a seven-man breakaway group after 20km, which included fellow-Kenyans Emmanuel Mutai and Geoffrey Kamworor. But Kimetto shook off Mutai four kilometres from home and crossed the line in record time over what is regarded as the world's fastest marathon course.

The Chairman for the Commission, Justice Senyo Dzamefe, who could not help, interjected and said: Why do you want to make a big deal where there is no big deal?According to Justice Dzamefe, he could also make a verbal modification if the need arises, and asked him to read Rule 23 of the CI. This rebuttal compelled the Commission to go for an abrupt recess to decide on the ruling.Justice Dzamefe finally ruled that as Chairman Rule 20 (3) gives him the power to verbally modify the rules. The members of the Commission, after the a short recess, returned with the following ruling; To grant the witness eight days notice, as stipulated by the

law, which applied to all the others represented by Thaddeus Sory. And also he assured the witness [Mr. Crentsil] that he was only appearing before the Commission as a Chairman of the Starlets management committee, and not as a target of the World Cup committee, which applied to the other witnesses. The other six chairmen of the various national teams, including Fred Pappoe, George Afriyie and Augustine Asante Osei Tutu Agyemang, MNS Doe, Adam Munkaila, Kweku Eyiah and Kojo Yankah, could also not be heard by the Commission, because they all did not receive the eight days notice by the Commission, and were represented by Thaddeus Sory. The Chairman for the Commission however clarify that, he has the power to make a verbal modification which was allowed and later given a documented amendment but since the Commission was a friendly fact finding quaisal body that was why he had granted the pray since it was their right. He observed that, although they have been called in a different capacity as chairmen for the various teams, they might be subpoenaed again when if the need arise and in another different capacities.Justice Dzamefe further explained that, since the witnesses were not subpoenaed as target witnesses, whatever they may say cannot be used against them because they were none targets. All the witnesses are however supposed to appear before the Commission on Friday September 26, 2014 with the exception of Mr. Frederick Crentsil who prayed to be given the following Monday September 29, 2014.Ghanaian Chronicle

Mutai finished second, also inside the previous record time with a run of 2:03.13 -- illustrating the depth of Kenya's talent.Ethiopia's Abera Kuma a long way back in third in 2:05.56.Kimetto hails from the town of Eldoret -- a part of the country that has produced some of the most dominant distance runners in history and is emerging as the world's training capital. He was working as a farmer in an impoverished rural area before he took up running in his mid-20s, joining the training group of Geoffrey Mutai -- a Boston, Berlin and two-time New York marathon champion and the former holder of the unofficial world best, a 2:03.02 set in Boston. His first major win came in Nairobi's Half Marathon in 2011, and he went on to finish second behind his training partner Mutai

in the Berlin Marathon in 2012.His 2:04.16 was the fastest marathon debut in history, and notable as he is one of a new breed of Kenyan road racers who do not have a track pedigree. In 2013 he won the Tokyo Marathon, setting a course record of 2:06.50, and then the 2013 Chicago Marathon in a course record of 2:03.45 -- where he also beat Emmanuel Mutai into second place. In the women's race, Tirfi Tsegaye led an Ethiopia 1-2, winning in 2:20.18 from Feyse Tadese (2:20.27) -- failing to break the 2:20 barrier and still a way off the 2:15.25 set by Britain's Paula Radcliffe in London in 2003.Shalane Flanagan of the United Statges was third in 2:21.14, a personal best but short of the American record.Modern Ghana

How would you actually deine the outline of the International Carnival to attract tourist from all over the world? The Seychelles Carnival has been delineated as the Carnival of Carnivals as it endeavors to bring together the world, to parade together, to know together and to enjoy together the vibrant cultural troops from different countries. We can say proudly that if you want to see an explosion of colours and cultures, it is Seychelles carnival that fulils your demands. What was actually the idea behind the innovation of this colorful carnival?Seychelles got its apple of eye three years ago, it was an endeavor to increase the visibility of the island globally and then of other island regions. We have a body called the Vanilla Islands which encompasses the Islands in the Indian Ocean. To showcase a new destination to the world, an event was desperately needed. What are the endeavors of the Ministry of Tourism & Culture to promote the tourism sector of

Seychelles in India particularly?Last year we organized our irst Seychelles-India Day and it was good to see that we had 52 Bollywood directors along with press that came to Seychelles. We will be counting on the assistance by the Bollywood industry that this is the ideal

destination for you, this is Indian Ocean. You are home away from home.We have Air Seychelles and Etihad Airways on board as the partner

airlines. Comment. For past editions we always had Emirates, but this year it was time for others as everyone should get a fair chance and what would be the best moment other than carnival to highlight our very own airlines. I think it was my duty as the Minister

of Tourism to look at our national airlines, giving prominence to it.How about having direct air connectivity from India to

Seychelles? This is what we are in for, we have Sri Lankan Airlines lying and now, we want to have India on our air-route chart. This year Seychelles will be making efforts to reposition the island on India enabling to have a new direct access. Enlighten us with the paybacks witnessed by Seychelles with this carnival through its previous editions?Well, the main objective has always been to look for visibility and the carnival provides us more than what we can expect. The event got attention from around the world thus, providing wide exposure to Seychelles and when we will become visible we remain relevant, relevant in the world of tourism. As I am here with Indo Africa Times , I appeal to get Indians, not just Indian private sector but to get the support of Indian govt., to get Sri Lankan govt., Maldives govt. Moreover, this depicts unity and respect for each other and accentuates a message that the governments of respective countries also value their people, their culture and their land.

Every country possess an asset that makes it unique from others. For Seychelles, that asset is its fanciful and fascinating tourism. The whole prefecture is so pleasing that no tourist would like to return back home. In an exclusive interview to Indo Africa Times, Alain St. Ange, Minister of Tourism & Culture, Seychelles enlightened about the earnest endeavours of the Ministry to promote the countrys tourism round the world and to commence a direct flight between India & Seychelles making it more convenient and feasible for the tourists.
