RUSSIAN  (DIS-­‐)INFORMATION  ACTIVITIES  ARE  VAST,  EFFICIENT  AND  DIVERSIFIED.  

THEY  SHOULD  BE  ADDRESSED  WITH  COMPLEX  MULTILEVEL  MEASURES.

RECOMMENDATIONS

• Considering the fact of the overwhelming, intense, multi-­‐level character of the Russian propagandacountries should acknowledge inability to answer symmetrically in terms of quantity of information,thus, should focus on the quality of the information and the ways it is transmitted. (Dis-­‐)information, propagandistic activities should be analysed according to the levels at which they areheld and be responded accordingly. For example, the first and the second levels are mostlytransmitted and should be answered through TV, radio and internet, while the third and the fourthlevels should be also addressed through strategic measures like publishing history books, organizingspecific educational camps, online courses, etc.

• Countries should increase recognition and discussion of different types of disinformation. Discussionshould be held on different levels and in different forms. The broadest possible audience should beaddressed: not only the audience which is currently influenced by disinformation activities but alsoaudiences whichmight be potentially influenced in the nearest future.

• A broad audience should be made aware of the existence and strength of Russian propaganda indifferent media resources. Political officials and experts should continuously push this issue andcover it on different platforms, not only in Ukraine, but worldwide. These efforts should besystematic and followed by sociological surveys, enabling the development of appropriate ways andmeans of counterpropaganda. Discussions should include various examples of disinformation andexplicit disclaimers.
