Overview:President Reagan obtained
legislation to stimulate economic growth, curb
inflation, increase employment, and
strengthen national defense
He embarked upon a course of cutting taxes and Government expenditures, refusing to deviate from it when the strengthening of
defense forces led to a large deficit

Domestic Policy:• For the first time since the 1920s:
• The government was shaping its fiscal policy to promote investment more than consumption
• Reduce taxes and regulatory burden on corporations and wealthy people
• For the first time since the 1950s:
• The administration was attempting to stop the growth of many areas of government
• They reduced or eliminated programs that Americans had come to consider as guaranteed
Economy
Domestic Policy:
• A three-year, 30% reduction in both individual and corporate income tax rates• The biggest single tax reduction in American history
He advocated for supply-side economics in which he proposed:
• The greatest beneficiaries were people in the highest bracket• According to the supply-siders, they would be the most likely to use the surplus income to invest in the economy
Tax cuts affected people in all income groups
• Stimulate economic growth much more effectively than the traditional liberal approach of increasing government spending• Congress approved the president's proposal in late July 1981, after lowering the reduction to 25%

Domestic Policy:• Reagan increased spending as well
• He proposed an enormous increase in the military budget to rebuild armed forces
• He claimed the military had been allowed to deteriorate badly in the 1970s
• Spending totaled $1.5 trillion over five years (25% increase which was later scaled back)
• The administration increased the already tight spending restrictions on Medicaid
• The major program of medical assistance for the poor, which the federal government financed jointly with the states

The Department of Transportation: Slowed implementation of new rules limiting automobile emissions and imposing new safety
standards on cars and trucks

recession that began late in the 1981
• Soon the recession became the most severe since the Great Depression
• Reagan's economic policies were not responsible for the downturn; few of them yet had a chance to have an impact on the economy
• The administration did little to fight the recession once it began

The recession was particularly devastating for American industry
Manufacturers had been suffering from the high interest rates for several years• Hundreds of thousands of them lost their land in the course of the 1980s• Once the recession began, businesses closed plants and eliminated hundreds of thousands of
jobs
Farmers, even more dependent on exports than manufacturers, fared worse

Domestic Policy:• The recovery was a result of many factors:
• The Federal Reserve finally eased interest rates early in 1983
• A worldwide "energy glut" and the virtual collapse of the powerful cartel of Middle Eastern oil producers stopped the upward spiral of energy prices
• This did much to fuel inflation and inhibit economic growth in the 1970s
• The staggering levels of deficit spending pumped billions of dollars into the sagging economy

Reagan had promised not only to reduce taxes and
cut spending, but to balance the federal
budget
Instead:
His policies contributed to the largest budget deficits
in American history

American soldiers in a West Berlin nightclub
By ordering naval escorts in the Persian Gulf, he maintained the
free flow of oil during the Iran-Iraq war
In keeping with the Reagan Doctrine, he gave support to anti-Communist insurgencies in Central
America, Asia, and Africa
Meetings with Soviet leader Mikhail Gorbachev lead to a negotiated
treaty that would eliminate intermediate-range nuclear missiles

International Policy:• The Defense buildup happened because the Soviet Union had not
abided by the limitations of the SALT II treaty intended to maintain nuclear parity between the superpowers
• The buildup had three objectives:
• Strengthening the military in case of war
• Persuading European allies that the US would not abandon them
• Encouraging the Soviets to come to the bargaining table
