Severe Weather – Southern Plains to Great LakesSituation:• Severe thunderstorms moved across the Southern Plains to the Great Lakes bringing heavy rain, strong winds and possible

tornadoes

Impacts• As of 8:45 a.m. EST, there were approximately 319,000 customers without power across FEMA Regions (IV– VII).

o Most significant outages in Region V 250k; with outages in MI (223k) & Region VI 51K; with outages in OK (29k)• 2 confirmed deaths and several injuries in 11 counties in Mississippi; 1 unconfirmed in Missouri• Damage includes downed trees and power lines resulting in power outages across the affected Regions• Possible tornado caused damage to 4 homes in Chicot County, AR (pop. 11,433)• Media sources reports strong winds and heavy rain damaged homes in northern Louisiana

State Response: • State EOCs in AR, OK and NM are partially activated• All other EOCs remain at Normal Operations; no shortfalls or unmet needs

FEMA Response: • No RRCCs (IV-VII) are activated for this event; all Regional Watch Centers remain at Watch/Steady State with the

exception of Region VII Watch Center at Enhanced Watch• NRCC is not activated; the NWC remains at Watch/Steady State

Winter Storm – Mid-Atlantic to New EnglandSituation:• A wintry mix of heavy rain, freezing rain and heavy snow is moving across the Eastern U.S.• Widespread rainfall of 3 to 6 inches reported, with higher amounts of up to 9 inches, locally• Threat for significant freezing rain is expected to depart the region by late Monday morning

Impacts: • No significant impacts reported; power restoration continues as conditions permit• As of 8:15 a.m. EST, there were approximately 154,000 customers without power across FEMA

Regions I-III; most significant outages in Region I 33k (VT 21k), Region II 93k (NY 93k) & Region III 28k (WV 18k)

State Response: • NY, ME, and VT State EOCs are partially activated; all other State EOCs remain at Normal Operations

• The Governor of NY declared States of Emergency for 7 northern counties on Dec 21• No shortfalls or unmet needs; no requests for FEMA assistance

FEMA Response: • Region I RRCC (Virtual) – Enhanced Monitoring; RRCCs (II-III) are not activated for this event• All Regional Watch Centers remain at Watch/Steady State• Region I LNO deployed to VT State EOC on Dec 21• NRCC is not activated; the NWC remains at Watch/Steady State
