Emirates said it faced EUR€130
million (USD$169 million) in extra
costs this year and became the
first major operator to announce
possible surcharges since the
EU scheme took effect on
January 1.
The increases w ill not go into
effect straightaw ay, how ever
costs w ill be included in the
existing fuel surcharge, the
company said.
Under plans to tackle climate
change, airlines touching dow n
or taking off in the 27-nation
European Union and three other
nations must account for their
CO2 emissions as part of an
expansion of the w orld’s largest
carbon market.
Lufthansa increased its fuel
surcharge last month, tw o
w eeks before ETS came into
force. The airline added it has
“no immediate plans” to raise the
fuel surcharge again, but did not
rule out a later increase.
“European operators are now
facing additional costs w hich w ill
make f lying w ithin and via
Europe more expensive for
passengers,” said group board
member Carsten Spohr.
“In the face of intensive
competition, especially of
companies from non-EU
countries w hose production is
subject to emissions trading to
only a small degree, Lufthansa
w ill have to pass on the burden
via ticket prices, as suggested
by the EU,” it said in a statement,
adding this w ould not happen in
the short term.
“If you look at the impact on the
ETS, that only starts kicking in at
the end of the year. It’s very
clear that they’re (airlines)
looking for excuses in more or
less the same w ay as the pow er
companies did w hen the ETS
started,” said Dutch Green
member of the European
Parliament Bas Eickhout.
Analysts say Lufthansa is
among the airlines most affected
by the scheme, along w ith other
European netw ork rivals such as
IAG and Air France-KLM, and
United Continental and Singapore
Airlines.
The United States, China, India
and others have attacked the
scheme on the grounds that it

that the EU should not act alone.
Some have w arned of counter-
measures, f iring talk of the
w orld’s f irst carbon trade w ar.
The EU w ill provide 85% of the
required carbon dioxide
certif icates free of charge in
2012, w hile 15% w ill have to be
purchased by the airlines. In the
2013-20 period, airlines w ill
receive 82% of their allow ances
for free, w ith 3% being reserved
by the EU for new entrants and
fast-grow ing airlines.
Lufthansa calculated that it w ill
need to buy “at least 35% of the
certif icates it needs”, due to the
group’s grow th in recent years.
The carbon credit allocations are
based on average emissions
betw een 2004 and 2006.
