ATUL VIDYALAYA Shaping The Future

Amidst din, the Uttar Pradesh Assembly on Monday passed a controversial resolution on splitting the state into four parts by voice vote minutes after which the lower house was adjourned sine die.

Chief Minister Mayawati, who had announced the proposal recently to split the state into Purvanchal, Paschim Pradesh, Bundelkhand and Awadh Pradesh, presented the resolution saying that it was being forwarded to the Centre.

As soon as the proposal was passed by voice vote amidst noisy scenes, Speaker Rajbhar adjourned the House sine-die.

Rastriya Lok Dal (RLD) leader Kokab Hamid said the state government was not serious about splitting the state and the way the proposal was passed showed the same.

SP and BJP will be meeting Governor BL Joshi later in the day to register their protest against the BSP government.

In a bid to outsmart rivals ahead of the Assembly elections, Mayawati had last week announced her plans to bring a resolution in the House for carving out four new states.

Accusing the government of reducing the proposed Lokpalto an “empty tin box with no powers”, Team Anna on Monday said they were surprised at the move to exclude Citizen’s Charter and lower bureaucracy from the ambit of the ombudsman, contrary to a Parliament resolution.

“The government proposes to remove CBI, judiciary, citizen charter, whistle blower protection, Group C and Group D employees and CBI from Lokpal jurisdiction. Wouldn’t that reduce Lokpal to an empty tin box with no powers and functions?” a Team Anna statement said.

On the issue of keeping CBI out of Lokpal’s control, Team Anna said the Standing Committee proposal on the agency would reduce Lokpal to merely a post office -- receive complaints, forward it to CBI, receive CBI’s report and present it before the court.

They also demanded that criminal investigation of judges, which has been left out of Judicial Accountability Bill, should now be included in the Lokpal Bill.

A Special Investigation Team appointed by the Gujarat High Court has concluded that the sensational Ishrat Jahan encounter of June 15, 2004 — in which the Ahmedabad police claimed they shot dead four Lashkar-e-Taiba terrorists on a mission to assassinate Narendra Modi — was entirely staged and the teenaged girl from Maharashtra and the three men who died with her were, in fact, murdered by policemen in cold blood.

Apart from Ishrat Jahan, the others killed in the fake encounter were Javed Sheikh, aka Pranesh Pillai, a native of Kerala, and Amjad Ali Rana and Zeeshan Johar, whom the police claimed were Pakistanis but whose identity has never been fixed with certainty.

The court observed that the case required “fresh investigation,” but has yet to decide which agency will conduct it: the SIT, or some Central agency, particularly the Central Bureau of Investigation or the National Investigation Agency. Justice Patel said the court would decide on this after hearing all the parties on November 23, including the Centre.

The sound of willow on leather was a recurrent pattern at the Wankhede Stadium here on Monday morning. Both India and the West Indies trained at the same time, making full use of the practice pitches on either side of the main wicket but besides the attention on men honing their skills their craft, the focus was also on two individuals, who skipped the nets.

In bowling out India for 209 in the first innings at Delhi and by scoring 463 in the second innings at Kolkata, the West Indies has sprung a few surprises. However against Dhoni'smen, who have found their roar with the exception of Yuvraj Singh, Sammy and company will have to play top-drawer cricket to stop the Indian juggernaut.

The match here will give another opportunity to the quartet to confirm their tickets on the flight to Australia in December.

In a moving account, a mother on Monday recalled how she could not sleep for three days after it was revealed that her murdered daughter's phone was hacked byNews of the Worldjournalists in search of a story, and how at one stage the newspaper's action raised false hope that her child was still alive.

Asked whether they wanted to say anything toNoW'spublishers, Mr. Dowler said: “We would sincerely hope that News International and other media organisations would look very carefully how they procure, how they obtain information about stories. Obviously, the ramifications are far greater than what appears in the press.”
