ITU-R on cognitive radio systems in the land mobile service with
chairmanship.

stakeholders, business models for MNOs, scenarios for
incumbents and benefits for key stakeholders.
Technical research on LTE SON and LSA architecture.
Finland (Finnish Trial program) as the single most contributing

Lesson 1: The Power of Collaboration
Trial program introduced a new way of doing research in a
collaborative way
Required a big change in attitude which was not always easy
Project internal between organizations (research, industry, regulation)
Between Trial program projects
Collaboration turned out to be the key for achieving big results
Concrete example: Joint LSA trials
Collaboration should continue to share information and avoid
overlapping and duplication of work

LSA concept brought to the attention of the whole world

concept and Finland’s cutting edge position in spectrum sharing

US spectrum sharing developments
Three-tier hierarchy model under study in 3.55-3.65 GHz band
ITU-R work on spectrum sharing
ITU-R WP5A will finalize its work on CRS in 2014 giving the
general guidelines for spectrum sharing
ITU-R WP1B work on “dynamic access” is on-going and could
expand in the future
Current sharing models (LSA and US model) are only for the
first band – and not yet implemented even there
There is a need to continue the spectrum sharing studies and trials
