Contd…A panel of the Smriti Irani-led Ministry of Human Resource Development has not just proposed a revamped, single exam for admissions to both the Indian Institutes of Technology and the National Institutes of Technology , it also wants a SAT-style aptitude test to screen students and a regulatory body to check the possible negative influence of the coaching industry.The complete report of the core committee constituted by the ministry has been reviewed by ET and here are the major takeaways:CHECKING COACHING EFFECTThe report suggested that a regulatory body be set up for coaching centres that help prepare students for the IIT Joint Entrance Exam. The report proposes that an “ All India Council for Coaching for Entrance Examinations (AICCEE) maybe established with the demand that coaching institutes are well equipped and maintain healthy and best practices as well as charge regulated fees.“

Contd…The report notes that coaching is a rather `lucrative' industry with revenue of about Rs 24,000 crore a year and conceded that it fills “a void“ the absence of good teaching in schools.The committee said the coaching industry may not be after `mindless profit' alone as some institu not be after `mindless profit' alo tions offer scholarships to bright students, but points to concerns like the purpose of education being larger than just passing an entrance examination. Another argument against the coaching industry , according to the report, was that excessive concentration on pure academics led to the creation of a “dull individual with less involvement in activities other than studies.“ tivities other than studies.“Students also wasted considerable time commuting to coaching centres.To check coaching, the report suggests better pay and facilities for teachers, a regulatory body for coaching centres and online mock tests for JEE preparation. The committee suggests that an online portal be set up with the help of companies and the government in collaboration with good schools as well as coaching institutions conduct mock JEE tests and online coaching classes for aspirants.

Contd…THE NEW JEE 2017Proposing a new system of examination from 201718 onwards, the report calls for a National Testing Service in India along the lines of the Education Testing Service of the US. The proposal is that a Scholastic Aptitude Test-type examination be held to select 4 lakh-5 lakh students to appear for the JEE. This aptitude test preferably online would have quantitative and qualitative portions and could be conducted several times in a year. Students from class 10 to 12 would take the aptitude test repeatedly.The HRD ministry's older blueprint for a National Agency for Testing may also be considered for this purpose.After the aptitude test, the second-level test much like the JEE (Advanced) will be conducted by IITs to select 40,000 students. The possibility of conducting it online should also be examined, the report said. The test subjects would be physics, chemistry and mathematics.

Contd…FOR EXAMINATIONS IN 2016:The practice of the two-tier structure (JEE Main for institutes, including NITs and JEE Advanced for the IITs) for 2016 and perhaps 2017 to continue with some modifications. It is suggested that the JEE (M) be changed as recommended by a panel of the Joint Admission Board in September this year. In its modified form, JEE (Main) may be conduct ed with two 3-hour papers and total marks of 720. The top 200,000 from JEE (Main) to be eligible to appear in JEE (Advanced).IITs to see if papers can be set so as to prepare the ranks with the lowest marks being a little higher than the current ones.Board marks not to be counted for giving all-India ranks for NITs, CFTIs etc. Joint counselling for IITs and NITs, as was done last year.
