Victor is a past master in the domain of Customs Regulations, Indirect Tax and International Trade with the combined

experience of Revenue administration, consultancy and industry. After serving Customs, Central Excise & Service Tax

Department for 23 years including a long stint with Directorate-General of Central Excise Intelligence under the Ministry of

Finance, Government of India he decided to play larger role in the economy by providing critical advice & guidance to the

industry operating under complex regulatory environment of India. He joined BDO, a multinational consultancy firm, as

Indirect Tax Director and implemented solutions for niche domestic and international clients. Then as Senior Vice President

& Head of Indirect Taxes & Regulatory, he provided complete regulatory solutions for the development and

operationalisation of India’s first state-of-the-art Free Trade & Warehousing Zone (FTWZ) and conceptualized new

business models, set up more than 100 trading and service units, established international trading & hubbing operations,

advised on Customs and Import-Export regulations & international trading operations, drafted India’s first FTWZ

Regulations and submitted to Ministry of Commerce for approval, set up Inland Container Depot, Domestic Distriparks,

obtained Customs permission for operating private container trains between Gateway Ports to FTWZ and Inland Container

Depot, created SOPs for FTWZ transactions, international trade operations, import, export, re-export, sale, re-invoicing,

Customs documentations, transshipment, Foreign currency transactions, value added activities, etc.

He is a hard core specialist in the realm of indirect taxes with deep theoretical knowledge and functional competencies in

customs, central excise, service tax, value added tax, import-export regulations, foreign trade policy and regulatory system

of India. On account of his vast industry exposure spanning manufacturing, trading, service and financial sectors, he can

contextualize any issue faced by industry and craft well grounded, authentic and implementable solutions.
