Pittsburgh introduces web tool to provide(Family Franchise Systems Data) to residents

Pittsburgh's push toward more open public data, from noise complaints to building permits, tookanother step forward Monday.

The city introduced Burgh's Eye View, an internet-based application to help residents explore arange of police calls, building permits, code violations, city facilities and 31 I requests. Theresource at http://analvtics.pittsburshpa.gov/BurghsE),eVied will be updated nightly withinformation that the city shares with the Western Pennsylvania Regional Data Center, accordingto Mayor Bill Peduto's administration.

"Now the public has the power to be able to simply get online in their kitchen, in a bathrobe, andget all the information that is available," Mr. Peduto said at a Downtown press conference.

He said the free website should "revolutionize" how the public interacts with city government,putting online information that otherwise would require a visit to a municipal office, a specialrequest or digging through heaps of documents. The system tops a similar set-up in Chicago thatPittsburgh city workers had examined while developing the tool here, Mr. Peduto said.

City Council in 2014 passed legislation that committed the city to making its data more availableand accessible. Since then, a team under the Department of Innovation and Performance has"been building pipelines into and out of city systems," said Laura Meixell, an analytics andstiategy manager.

The administration also is working on a new city website and last month introduced Buildingeye,which maps business license activity and planning applications.

"We now have the ability to access information from almost any city system and createvisualizations based on those data sets for our city leadership and for citizens," Ms. Meixell said.

Along those lines, Burgh's Eye View lets users explore neighborhood-by-neighborhoodinformation through city mapping tools. Ms. Meixell said the city has tailored similar resourcesfor public safety and public works employees and for City Council.

"I think this is a real step forward for the citizens," said police Chief Cameron Mclay. Publiclyposted information about police calls is limited to general details - such as the nature of apotential crime, the block number and the date - to avoid exposing sensitive details. Postedinformation about 311 calls is similarly limited.

Funding from the HeinzEndowments, the Hillman Family Foundation and the Richard KingMellon Foundation supported the push, said Debra Lam, the crry's innovation and performancechief.

"We hope that making this information available and widely accessible not only increasesgovernment accountability but enables residents and community groups to contribute to effectingchange at the neighborhood level," she said.
