BS11000 – Collaborative Working Driving Greater Efficiency

Initiative developed in conjunction with Braintree and others.

Being promoted as a free community project and therefore receiving good media coverage, including BBC.

In March 2015 Highways rolled out Essex’s first LED pilot.

1700 LEDs were fitted in 6 Essex towns:• Stansted Mountfitchet• Burnham Town• Maldon Town• Great Dunmow• Saffron Walden• Colchester Town

The pilot will run for a year to monitor energy consumption and lighting levels.

• The new Essex County Council permit scheme went “live” on 16th March 2015.

• First week – 1196 permits processed, 70% granted, 24% refused, 6% superseded.

In December, we launched the first of our quarterly staff newsletters.

Staff have chosen a new title:

The Highway Post

The latest edition will be launched in time for Easter.

So far, response to the newsletter has been overwhelmingly positive.

Apprenticeships and Education

We have also engaged with the Anglia Ruskin University. We have attended their graduate fair and are offering summer placements to 15 civil engineering students.

We have provided over 50 apprenticeships in Essex Highways.

We have engaged with the University of Essex and will be attending their graduate recruitment fair in April. Further engagement events being planned for the Autumn.

Jaywick exhibition and engagement session on 25th February.

Over 100 responses to the Highways survey asking for views on how Essex County Council’s £5 million investment for Jaywick roads should be spent.

Top priorities for residents:

• Dedicated jetting unit and repairs gang based on Canvey Island supported by up to three further gangs to deal with repairs.

• £670,000 set aside for Highways to investigate and repair defective gullies.

• Identified over 1,580 drainage defects, 1,032 have been cleared.

• A further 270 have been passed to Anglian Water. 

• Canvey Island gully survey on 2nd February to map all highways drainage assets on the Island.

ITN Productions completed filming in Essex for their fly-on-the-wall documentary, Roadworks Ahead!. Broadcast is expected in late May or June.

There was 232 pieces of Highways coverage in February with 5:2 positive/neutral to negative.

Cllr Rodney Bass was the most prominent spokesperson, in line with January’s result, appearing in 57 articles.

PR1 & PR2

In 2014 the number of potholes on our PR1 and PR2 networks fell from approximately 4,570 to around 450.

Today, just 2.6% of Essex’s Priority 1 and 2 routes require structural maintenance, compared to 4.6% a year ago and 6.0% in 2012.

S12A 24-hour notice for PRoW cutting issued to the landowner at approximately 5pm on Tuesday.

Phone message received at 6pm on Tuesday stating that it had been cut.

Works commenced on the 1st December and completed on 24th February.

A total of 240 miles of hedges on the PR1 network and 184 miles on the PR2 network were cut, slightly further than the distance between Chelmsford and Edinburgh.

Dedicated left slip at the Army and Navy Roundabout openened early March.

Essex Highways has successfully delivered this key scheme below budget and opened to traffic 10 days ahead of the planned completion date of 31st March 2015.
