The debate over

immigration reform

focuses on Hispanic

immigrants. But this

may soon change.

In 2013, more Asian

immigrants (147,000)

arrived in the U.S.

than immigrants of

Hispanic origins

(125,000).

The top countries for new

immigrants are now:

• China

• India

• Mexico

• Korea

• Philippines

• Japan

Mexico fell from the top

spot for the first time in

over a decade.

In 2044, according to

Census Bureau

projections, the U.S.

will have no racial

majority.

Instead, a melting pot

of nationalities will

shape U.S. society

and politics.

American Cities Today:

Diverse But Segregated

Big cities like Los

Angeles, New

York, and Chicago

are often the most

diverse cities.

They’re also

extremely

segregated.

Chicago has a citywide

diversity index of 70 percent,

but its neighborhood diversity

index is just 36 percent.

New York has a citywide

diversity index of 73 percent,

but its neighborhood diversity

index is only 47 percent.

Los Angeles has a citywide

diversity index of 66 percent,

but its neighborhood diversity

index is only 46 percent.

The neighborhood index is

always equal to, or lower than,

the citywide diversity index.

In other words, if a city does

not have much diversity

overall, it can only have a few

diverse neighborhoods.

But the reverse can be and is

often true. You can have a

diverse city, but not many

diverse neighborhoods.

The Roller Coaster Ride

The Fifth Circuit Court of

Appeals denied President

Obama’s request to allow

his new immigration

programs to go forward.

They would have

provided work permits

and deportation protection

for immigrants on a

temporary basis.

The president’s plan was

announced in November

2014. Since that time,

millions of immigrants have

been in limbo, hoping for a

favorable court decision.

In reality, their roller coaster

ride started when Obama

took office in 2008. He had

promised quick action on

immigration reform. It

The inability to win

temporary benefits

is a severe blow to

pro-immigrant

advocates, whose

dreams of reform

now seem murkier

than ever.

deportation is

related to being

unable to pay for

her 71 year-old

husband’s PTSD, a

medical condition

related to his

service during the

Vietnam War.

A lawful permanent

resident, Milardo lived

with her husband, three

children, and grand-

children for 50 years

before her deportation.

She was given inadequate

legal advice, or she

would not have pleaded

guilty to a charge which

triggered her deportation.

three major problems in

immigration cases:

• Excessive impact of minor

convictions on immigration

status

• Inability of criminal defense

attorneys to adequately

have children born in the U.S.

incomes in China

• Health Care – Increasing

medical scandals

• Education – Greater

opportunities for learning

• Politics – Harsh laws like

fear birth tourism

manipulates U.S.

citizenship policy by

turning temporary

admission into a

permanent stay.

exists on the number of

Chinese births in the

Harvard professor George

Borjas, an immigration

restrictionist, has found:

Immigration slightly reduces the

earnings of native-born college

grads and significantly reduces

the earnings of native-born high

school dropouts.

Immigration has a modestly

positive effect on the earnings of

the majority of American

workers who got jobs after

finishing high school or

attending college for a while.

On the other side of the

equation:

Higher immigration brings big

benefits to immigrants and

modest benefits to the economy

as a whole.

The smaller the number of

immigrants, the more likely

they are to assimilate culturally,

economically and politically,

and the less they are to place a

strain on American society.

Does immigration hurt American

wages?

Both sides of this debate

overstate their case.

• Restrictionists cite dubious

evidence.

• Reform supporters minimize

middle-class living standards
