Key Implementation Dates• July 22, 2014 - WIOA signed into law

• January 18, 2015 - Notices of Proposed Rulemaking to Implement WIOA to be published

• July 1, 2015 - Start of 1st Program year

• July 1, 2015 - Provisions of WIOA take effect (unless otherwise noted)

• July 1, 2015 - State and local plan provisions continue to apply during 1st Program Year

• July 1, 2015 – Performance accountability system remains in effect during 1st Program Year

• July 22, 2015 - Eligible Training Providers provisions implemented by Governors and Boards

• July 22, 2015 - Templates for performance reports developed

• January 22, 2016 - Final Regulations published to implement WIOA

• March 3, 2016 - State Unified Plan submitted

• March 3, 2016 - Performance indicator negotiations completed

• June 30, 2016 - Performance indicators relative to effectiveness in serving employers developed 3

2nd PY Implementation Dates

• July 1, 2016 - Start of 2nd Program Year

• July 1, 2016 - One-Stop Infrastructure cost requirements take effect

• July 1, 2016 - Common One-Stop identified implemented

• July 22, 2016 - Subminimum wages for individuals with disabilities take effect

• July 22, 2016 - Research studies and multi-state project priorities plan for 5-year period due

• July 1, 2018 - Start of 4th Program Year

• July 22, 2018 - 2nd multi-state project priorities and research studies due

Task Advisory Groups• Assist Department of Commerce and Economic

Opportunity to develop a Master Plan for WIOA implementation

• Each Task Advisory Group (TAG) to develop recommendations to State policy makers to address major questions/concerns

• Develop a voice for Illinois to present to USDOL and DoED to influence future WIOA rulemaking
