DESCRIPTION
Introduction Access to information is an essential component of a participatory development process. It is for this reason that timely access to World Bank documents and decision-making has often been a key concern of civil society. In December 2009, the World Bank released a revised policy on access to information, following a lengthy process in which the Bank Information Center worked closely with the institution and partner civil society organizations. The resulting policy is widely regarded as the most progressive of the information disclosure policies of the international financial institutions to date. By establishing clear request mechanisms and accepting for the first time the principle that all Bank information should be available to the public, unless it falls within the scope of a narrow set of exceptions (see question 14 in section III of this guide), the World Bank significantly broadened its transparency horizon. Introduction
Access to information is an essential component of a participatory development process. It is for
this reason that timely access to World Bank documents and decision-making has often been a
key concern of civil society.
In December 2009, the World Bank released a revised policy on access to information, following
a lengthy process in which the Bank Information Center worked closely with the institution and
partner civil society organizations. The resulting policy is widely regarded as the most

Obtaining Documents and Information from
the World Bank
The World Bank Website
Per the policy, all routinely available documents (see definition, pg. 7), will be posted to the
World Bank website.2
However, your first point of access to the Bank is the Access to Information Portal:3
While this site contains a wealth of information, it is not very easy to navigate. You can start
searching for information on any kind of project, by using the “Project and Operations” tab of
the bottom of the webpage or directly submit a request for information using the toolbar on the
right side of the page. Alternatively, there is a site for each country.4

Much information can also be found through the data and research produced by the World Bank.
Access to all World Bank data is available online and is free of charge. In order to access Bank
data, select “Open Data” from the right side menu on the Access to Information homepage. You
can also browse a visual, Google map-based representation of World Bank projects, news and
statistics organized by country, found at http://maps.worldbank.org.
If you do not find the information or document you are looking for, or if you need help in
determining which documents would fill your information needs, you can complete an online
request form provided on the Access to Information website, found here.5
Worldwide Network of Communications Staff
If you do not have access to the internet, you can contact any person in the Bank, any member of
the Project Implementation Unit, or one of the Public Information services worldwide.6 You can
find the address and phone number of the Bank’s Public Information Center(s) in your country in
Annex A (pg. 46). You can also write to the InfoShop in Washington, DC (email:
[email protected]; mailing address: World Bank InfoShop, 1818 H Street NW, MSN J1-100,
Washington, DC 20433, USA).
If the information or the document you are looking for is among those routinely disclosed, they
will hand you the requested information or will send a hard copy by mail. If the information is
not available they will file a request form for you.
Request Mechanism
In case the information or document you are looking for is not available online or in hard copy,
you must either fill in a request form online7 or the Public Information staff in the country
offices8 or the InfoShop staff will fill it in for you. Requests submitted online must identify the
specific information requested to enable the Bank to locate the information within a reasonable
period of time. If a particular document is required, it should be identified precisely, preferably
by date and title. If you do not read English and the information you want only exists in that
language, use the enquiry detail box of the form to request a translation.
Requests submitted online will be acknowledged within five days. If submitting in person, the
InfoShop or the relevant Public Information Center (PIC) will immediately acknowledge your
request and will provide you with a receipt and tracking number so that you may follow the
progress of your request at the Bank. Within 20 working days, they will deliver the requested
information if it is not restricted per the Policy. In the case that the information you had
requested falls under the Exception List, they will inform you (by email or mail) that the
circulation of this information is prohibited per the policy.

Appeals Process
If your request for information is denied, you can appeal. All appeals must be submitted in
writing, either by mail or electronically, within 60 calendar days of the decision denying you
access to information. If submitting by mail, send your appeal to the Access to Information
Secretariat, World Bank, 1818 H Street, NW, Washington, DC 20433. If submitting
electronically, fill in and submit the form online provided to you though a link that the World
Bank will send you by email when your initial request for information is denied.
When filing your appeal, you must indicate the reason why you are appealing. You can appeal
for one or both of the following two reasons:
(a) Public Interest: When the public interest that is served through the disclosure of the
restricted information overrides the special interest that is protected by the Bank’s
restrictions. The case for Public Interest is only applicable in the case that the
requested documents fall under exceptions 8, 9, and parts of 10 of the Access to
Information Policy Exception List. These three exceptions are related to Corporate
Administrative Matters, Deliberative Information, and certain Financial Information
respectively (see the Exceptions List in question 14 in part III of this guide). You will
be able to determine the type of exception under which the information you had
requested falls through the letter denying your request sent by the Bank in case of
denial, in which the Bank should clearly state the reason for the denial of your
request.
(b) Violation of Policy: When the Bank has violated its Access to Information Policy by
improperly or unreasonably restricting access to information that it would normally
disclose under the policy.
Make sure to write the case number and the reason you are appealing in your letter if you are
submitting your appeal by mail. If submitting your appeal electronically, the case number is
filled in automatically, though you still must select the reason for the appeal in the appeal form.
All appeals are reviewed and decided upon by the Access to Information Committee. For Public
Interest appeals, the decision of the Access to Information Committee is final. However, for
appeals that claim the Bank has violated, misinterpreted or misapplied its Access to Information
policy, the decision of the Committee is not final. There is a second stage of appeal that may be
pursued if the Access to Information Committee also denies your request. Please see below for
additional details.

Public Interest Appeal
If you are denied information because the Bank claimed the information is restricted, specifically
information that falls under the Corporate Administrative, Deliberative or certain Financial
Information exceptions, (refer to question 14 in section III of this guide for a complete
“Exception List”), you can make a public interest case for disclosure. Making a “public interest
case” means you feel that obtaining the requested information would benefit people more than it
would harm the specific interests protected by the Bank’s restrictions. The Access to
Information Committee is the only stage of appeal in these cases and its decision is final as
shown in the following diagram:

If you believe the World Bank improperly or unreasonably denied you information that you think
is normally disclosed per the Policy, you can appeal stating that the Bank violated its Policy on
Access to Information. Such cases can have a two-step appeal process, if the Access to
Information Committee confirms the World Bank’s denial of the requested information. The
process is detailed in the chart below:

Acronyms (abbreviations) are only used after initial explanation except for:

“The Board” refers to the Board of Executive Directors of IBRD/IDA, the decision making
body of the institution.
After distribution to Board (also referred to as “simultaneous disclosure”): Immediately
(within 48 hours) following the distribution of the document to the Board of Executive
Directors which usually happens two to three weeks before the scheduled Board meeting to
discuss this specific document. Go to the Boards at Work9 page and click on “Board
Calendar” in the left-hand column to see the scheduled Board meetings.
The new policy allows for simultaneous disclosure of Country Assistance Strategies, Project
Appraisal Documents, and Program Documents provided that the country government has
given its written consent. The same applies to operational policy papers and sector strategy
papers with public consultations. You can subscribe to email alerts to notify you when such
documents are made available: Go to the Access to Information10
site, click on
“Simultaneous Disclosure” in the right hand side panel and provide your email address in the
appropriate box.

days if the document requires finalization.

In this guide, the determination of the availability of information, eligibility for disclosure or the
restriction of information comes from BIC’s interpretation of the World Bank’s Access to
Information Policy.
Keep in mind that even if the information is categorized as restricted but is about “Corporate
Administrative Matters, certain Deliberative Information, and certain Financial Information,” the
Bank may allow disclosure if they find that “the overall benefits of disclosure are stronger than
the potential harm to the interest protected by these exceptions.”

The International Bank for Reconstruction (IBRD) and the International Development
Association (IDA) are the two development institutions that form the World Bank. The IBRD
aims to reduce poverty in middle-income and creditworthy poorer countries, while IDA focuses
on the world's poorest countries. Some countries are eligible for IBRD financing (loans to
middle-income countries at near market terms), IDA financing (interest-free credits, with long
repayment terms, or grants) or a mix of both IBRD and IDA financing. The WB site informs
you of the classification of your country16
. The terms of IBRD Loans and of IDA credits are

To see which loans (IBRD) or credits (IDA) your country received, the amount borrowed and the

To know what the government prioritizes to reduce poverty, read the Poverty Reduction Strategy
Papers (PRSP) prepared for lower income countries or the National Development Plans for
middle-income countries.
Based on these reports, the WB prepares Country Assistance Strategies (CAS), also called
Country Partnership Strategies (CPS), Joint Assistance Strategies (JAS), or Country Partnership
Frameworks (CPF), depending on the country and date they were developed.19
These are
prepared approximately every three to five years. They outline how the Bank will support the
government program and the areas for possible World Bank intervention. A good example is the
Ghana CPS.20

5. How does the Bank decide on the types of
projects and programs it will fund in a country?

When a project has been identified and the Bank begins preparations, the Bank assigns the
project to an environmental category.21
The category assigned reflects the likely negative impact
on the physical or social environment of the project area. The three major categories are:
Category A: The project is likely to have significant adverse environmental impacts.
These impacts may affect an area broader than the sites or facilities of the immediate
project area.
Category B: The project has potential adverse environmental impacts on human
populations or environmentally important areas – including wetlands, forests, grasslands,
and other natural habitats - which are less adverse than those of Category A projects.
These impacts are site-specific.
Category C: The project is likely to have minimal or no adverse environmental impacts.
For categories A and B, the borrower must prepare and submit environmental studies to examine
the project's potential negative and positive environmental impacts, and recommends any
measures needed to prevent, minimize, mitigate, or compensate for adverse impacts and improve
environmental performance.
Before the Bank appraises the project, the government must disclose all requested studies at the
project site in a language and manner the affected population can understand. The studies are
posted in English on the WB website. Look for Environmental Assessments (EA), Social
Assessments (SA), Resettlement Plans (RP) and Indigenous Peoples Plans (IPP).
The Environmental Category can be found in the Project Information Document (PID). Check
the Integrated Safeguard Datasheet (ISDS) for detailed information on what documents need to
be prepared for this project (see pg. 16). For information on how to locate those documents on
the project, please see question 1 (pg. 24).
Most transport (railways, roads, ports…), water, dams, power/energy, oil and gas and extractive
industries projects are usually classified as Category A or B projects.

The World Bank (IBRD/IDA) provides low or no interest loans (credits) and grants to countries.
There are three basic types of loans and credits: Investment, Development Policy, and Program-
for-Results Operations.23
Investment Operations are used for goods, works and services in support of economic and social
development projects in a broad range of economic and social sectors such as health, education,
transport, power, etc.
Development Policy Operations provide quick-disbursing financing to support a country’s policy
and institutional reforms.
Program-for-Results Operations link the disbursement of funds directly to the delivery of defined
results.
The World Bank also manages trust funds24
for a broad range of development initiatives and
IDA provides grants25
to relieve the debt burden of heavily indebted poor countries (HIPC),
improve sanitation and water supplies, support vaccination and immunization programs to reduce
the incidence of communicable diseases like malaria, combat the HIV/AIDS pandemic, and to
support civil society organizations.
The World Bank is also involved in non-lending activities,26
providing professional technical
advice that supports legal, policy, management, governance and other reforms needed to reach a
country's economic, social and poverty reduction goals as well as a wide array of economic and

Yes. You need to appeal to the Inspection Panel.
The Inspection Panel32
has jurisdiction over operations supported by the IBRD and the IDA. It
consists of three members fully independent from the World Bank who are appointed by the
Board for non-renewable periods of five years.
People who believe that they may be adversely affected by Bank-financed operations can file a
Request for Inspection. The Panel determines whether the Bank is complying with its own
policies and procedures, which are designed to ensure that Bank-financed operations provide
social and environmental benefits and avoid inflicting harm on people and the environment.

Though the World Bank acknowledges the need for increased translation of key documents into
local languages, it does not have a translation policy dictating what must be translated and in

If by correspondence you mean informal letters, memoranda and emails exchanged in the course
of doing business, these most certainly fall in the “deliberative” category, which is on the
exception list and is considered restricted information. While some information can be made
public after 20 years through a process called “declassification” in which the World Bank
changes the classification of the information to “public” (light shade on the table below), other
categories will remain restricted (dark shade in the table below). This is decided according to
content. Although deliberative documents should in general be declassified after a certain
amount of time, if the content falls under any of the other dark shaded restrictions, the document
won’t be declassified.

You can usually monitor how your government is spending the funds it received from the World
Bank by looking at the Annual Audited Financial Statements for a certain project or program.
For each loan or grant your government takes from the Bank, it has to submit Annual Audited
Financial Statements. With the new Access to Information Policy, these statements will be made
available to the public. However, this new disclosure rule will only apply to those loans/grants
that your government negotiates after the new policy became effective on July 1, 2010. For those
negotiated before this date, the Annual Financial Statements will not be disclosed for the lifetime
of the project or the program the government used the loan or the grant to implement.
You can find out if a specific loan or grant would follow the new policy in terms of disclosing
the Annual Financial Statements or not from the “Financing Agreement” document that is signed
between your government and the World Bank for each loan or grant. Financing Agreements
follow certain General Conditions and each Financing Agreement document determines the date
of the General Conditions applied to that specific agreement in the appendix section. If this date
is before July 1, 2010, then the Annual Financial Statements will not be released for the lifetime
of the loan/grant. If the date is after July 1, 2010, the Annual Financial Statements will be made
available to the public.

Electrification Phase II Project.35
You can get this document either through the search engine in the Access to Information portal
(www.worldbank.org/wbaccess) or through the Lao country page: Go to
www.worldbank.org/lao, click on “Projects and Programs,” click on “View All Projects”, select
“Active” (projects) beneath “Status” on the right, click on “Rural Electrification Phase II
Project,” under the “Documents” tab, select “Financing Agreement” and open the document.
Look for “Appendix” “Section I. Definitions”, paragraph 17 on page 21 of the Financing
Agreement. The date of the General Conditions, determines whether the Annual Financial
Statements will be released to the public or not. In this specific case, the “General Conditions”
applied are those dated July 1, 2005. This is before the new Access to Information Policy became
effective on July 1, 2010.

Therefore, the Annual Audited Financial statements for this project will not be made public.
Please note that in some cases, the Financing Agreement might be dated after July 1, 2010,
though the General Conditions applied were those dated from July 2005; this is because the
General Conditions that should apply to a loan or a grant should be those that were in effect
when the “Invitation Letter to Negotiate” was sent by the World Bank to the government.
Therefore, it is important to differentiate between the date of the Financing Agreement and the
date of the General Conditions applied to the Agreement. It is the latter that is used for
determining whether the Annual Financial Statements for a project or program will be released.
Usually if the grant or the loan is awarded to the country to work on public policies, the amount
of money will be reflected in the national budget. If the grant or loan is awarded for an
investment project, however, it is not a requirement that the money be reflected in the national
budget (although in some countries it is reflected).
Let us take the example of the Development Policy Grant to the Central African Republic:
“Third Economic Management and Government Reform Grant.”
To find out if the amount of this grant is reflected in the national budget or not, you must look at
the Financing Agreement36
signed between the Central African Republic and the International
Development Association (IDA). You can access this document by following the same steps
described above, either through the search engine on the Access to Information portal
(www.worldbank.org/wbaccess) or the country webpage (www.worldbank.org/car) although
note that this project will be found in the “Closed” projects.
