Increasing efficiency, absorbing work

Secretariat poised to absorb a number of new activities from Paris, esp. development of Paris Agreement “rule book”, incl. support to CMA, APA and SBs

New clustering of work streams to enhance coordination and effective use of secretariat capacity and skill sets, esp. on implementation and climate action

Aiming to identify areas of work where efforts could be minimized or streamlined to reflect new reality and effectively support priorities under Paris Agreement

Trend in funding available in support of PartiesContributions to core and supplementary budget (incl. for participation of Parties in the process):

Examples of areas of work requiring additional resources

Areas of work where effective delivery of results may suffer w/out additional resources include:

NDCs: Catalyze enhanced access to support for and implementation of NDCs

MRV framework/transparency regime for developed and developing countries: Support to review/analysis/assessment

Adaptation: Support to work on Loss and Damage and Adaptation Committee

Capacity-Building: Support to the Paris Committee on Capacity Building and implementation of work plan 2016-2020

Finance: Tracking and transparency of support for means of implementation, and analytical work

Climate action, outreach and communication: Support to climate champions and promoting global climate action; mobilising UN actors; integration with SDGs

Assumptions for the 2018-19 budget

Secretariat will continue efforts to absorb and increase cost efficiency

Will use input from Parties on prioritization or streamlining of existing mandates that may not require same level of support as in previous years

Will present one integrated budget for Convention and Paris Agreement

Zero growth scenario to be presented but will not enable secretariat to deliver on mandates as it should

Therefore intend to also present a scenario with appropriate budget increase reflecting the post-Paris reality
