Working with 30-50 economists including Nobel Laureates, 100+ sector experts, government, donor organizations, civil society, development agencies, businesses, youth, across rural and urban areas to identify, analyze and prioritize interventions that will deliver greater benefit per gourde spent, helping move Haiti towards a more prosperous long term future.
Copenhagen Consensus Center organized roundtable discussions
with an aim to figure out smarter solutions to the most problematic
issues facing Haiti.
These roundtables are one of several sources
for research ideas.
Research Ideas
Interventions;(1 of 5)
• Reduce the number of institutions involved in the sector and make EDH operations more efficient.
• Pass a law that penalizes electricity theft.• Enforce the 3-year term of the Director General.• Establish a regulator for the industry to set fixed prices for
purchasing electricity prices from energy production companies.
• Set up an audit unit within the EDH.• Establish Isolated networks using a hybrid system based
on intermittent energy sources (solar or air) for rural areas (e.g. EDH pilot project in Les Anglais).
• Develop a policy on concessions for the sector.

• Facilitate the development of the renewable energy sector: reduce customs tariffs, particularly on the import of equipment; MEF to conduct a review on the components of renewable energy; provide credit and capital for suppliers.
• Develop a national energy strategy.• Invest in energy infrastructure to expand network.• Invest in existing infrastructure (production,
transportation and marketing) to increase billing and collection.
• Train managers to strengthen internal controls.

• Install prepaid meters.• Give credit to firms to establish networks in remote areas.• Regulate all companies operating in the sector.• Use renewable energy to power public health centers and
hospitals in partnership with the MSPP.• Mass public awareness campaign with the messaging:
"EDH pa bay kouran, li vann kouran. "• Use air power to generate electricity.• Increase consumer protections on solar products by
providing guarantees/warranties.• Use solar energy to light public spaces.
