SOLUTIONS FOR THE OFFICE OF

CITIZENSHIP AND MIGRATION AFFAIRSJSC RIX Technologies has developed several state critical information systems for the Ministry of

Interior and Office of Citizenship and Migration Affairs which are responsible for issue of identity documents and travel documents, maintenance of the Population Register, implementation of state migration policy, including development and implementation of repatriation and asylum policy.

One of the most significant information systems in Latvia is Comprehensive Migration Information System which :

· ensures registration of residents of Latvia and foreigners;· ensures person’s data processing, aggregation in the data base and statistical analysis;· provides interfaces for the reception and inspection of person's data;· ensures information exchange with other institutions.

MAIN USERS OF THE SYSTEM AND IT’S MODULESare employees of state and municipality institutions, employees of the Office of Citizenship and Migration Affairs, Ministry of Interior, Ministry of Foreign Affairs, other state institutions.

Population Register Ensures the registration of Latvian citizens, Latvian non-citizens, as well as foreigners who have received the residence permits in Latvia, stateless persons and refugees, including and updating information on these persons in the Register, as stated by the law.Entry ban register Provides information on persons to whom the entry in the Republic of Latvia is forbidden.Residence permits registerProvides information on foreigners who have requested or received a residence permit; Users: employees of the Office of Citizenship and Migration Affairs.Work permits registerProvides information on persons who wish to work in the Republic of Latvia and have

received a work permit and their employers.Invitations/ calls’ register Provides information about persons who wish to enter the Republic of Latvia and the person by whom she or he is invited.Asylum seekers and refugees registerKeeps the asylum seekers' records and information on the progress of the asylum procedure.

NATIONAL VISA INFORMATION SYSTEMLatvian National Visa Information System provides visa issue for the Republic of Latvia in the

diplomatic and consular missions of the Republic of Latvia in foreign countries and in the departments of the Office of Citizenship and Migration Affairs, as well as at points of border crossings. The system provides support for decision-making processes and interagency consultations between the Office of Citizenship and Migration Affairs, the Ministry of Foreign Affairs and diplomatic and consular representations of the Republic of Latvia in foreign countries, the points of border crossing.

The main functionality:·To ensure the functions required in the process of visa issue;·To ensure the possibility of e-service provision;·Process facial images and fingerprints of visa applicant (alphanumerical information about visa applicants and visa status (requested, issued, refused, revoked, cancelled or extended, etc.), facial image and fingerprints.·To exchange data with other information systems (Central Visa Information system of European Union, Schengen Information system and Single migration information system)·To control and monitoring of the system work (continuity);·To ensure the user authentication and access control;·To ensure information confidentiality, its availability and data integrity;·Possibility to audit the system and monitor the usage of the system;·Functionality of statistical reports.

E-serviceThe availability of system ensures that visa application can be remotely submitted by applicant prior to the visit of the embassy. E-services ensures that all applicant data are available at the embassy and during the visit to the embassy visa applicant don’t need to spend the time for application filing, but just to sign the applications. This helps to reduce the administrative burden as well as to make the public administration more accessible and convenient for the potential visitors of Latvia.

PRINTING OUT THE VISA

The initial visa application registration is made after obtaining from person the visa application and the package of the documents.During the initial registration the basic data about visa applicant and visa is registered.

Once registration is completed the visa applicant verification is made. Travel document/ID Card) is automatically checked.

If it was decided to issue a visa, a visa sticker is printed and inserted in to a passport or special form. The postponement of decision about visa issuance is also registered in the system.

After issuing of visas, the responsible officers can still cancel or reduce the duration of visa. The request to extend existing visa and the decision can be registered in the system.

In the biggest embassies after the initial registration of application, person receives a master data sheet about the basic data of Visa.

The officer can revoke visa application or, if necessary, inspect person in other systems.

When the verification is completed, the decision - to issue a visa or refuse a visa- can be made.

With this data sheet the applicant, if necessary, should go to pay and prepare the biometric data.

If necessary, the results of the interviews and other notes can be recorded in the system.

NATIONAL VISA INFORMATION SYSTEM

ELECTORAL REGISTER

The Electoral Register is used for registration of voters at the European Parliament elections and local elections voting. Each voter is registered for elections in a definite polling station according to their residential address in Latvia. The Office of Citizenship and Migration Affairs sends to each voter a notification regarding the polling station in which the voter is registered. Electoral Register receives data from Population Register and Penalties Register. The system ensures the possibility to provide several e-services for the society.

E-SERVICES FOR SOCIETYCLARIFICATION OF THE REGISTERED POLLING STATIONE-service provides an opportunity to clarify the polling place where the voter is registered to vote. E-service is available on the webpage of the Office of Citizenship and Migration Affairs and in order to receive it the person must enter the correct identification number, name, surname, and a 4-digit security code.

CLARIFICATION AND CHANGE OF REGISTERED POLLING STATION E-service is accessible to authorized users and provides information about the registered pooling station, as well as the possibility to change the polling station.USAGE OF E-SERVICE DURING THE

APPLY FOR A POSTAL VOTING FOR VOTERS LIVING ABROADE-service allows residents enrolled in the register of voters register for a postal voting in elections to the European Parliament abroad and get to know the address to which the documents will be sent.
