Construction of the Eglinton Crosstown LRT LineBackground

• In September 2008, Metrolinx launched a regional transportation plan – a 25-year, $50 billion plan -- to coordinate and integrate transportation and transit in the Greater Toronto Area

• In 2010, City of Toronto approved the project to build the Eglinton Crosstown from Weston Road in the west to Kennedy Station in the east.

• Following a competitive process, Crosslinx Transit Solutions (CTS) was awarded a contract in July 2015 to design, build, finance, and maintain the Eglinton Crosstown Light Rail Transit (LRT).

Benefits of P3s:

• The Crosstown is being delivered using a public private partnership model called Alternative Financing and Procurement (AFP).

• It was procured as one design-build-finance-maintain project to minimize integration risk – historically, a factor for project cost overruns under traditional models.

• Under the AFP model, CTS assumes most project risks, including: design, project management and sub-

contractor coordination increases in construction material prices

and labour costs schedule and project completion delays maintenance and lifecycle replacement of

materials within the stations and stops, rails, control systems, and vehicles

Crosstown Design Approach

Accessibility for EveryoneStation and Stops are designed to support ease of access and use by persons with differing levels of mobility, sight, hearing, and sensory or cognitive abilities. The project site and facilities are designed to be universally accessible, including satisfaction of the AODA, applicable City of Toronto Guidelines, the OBC, and CSA Standards.Some of those features include:• Barrier‐free paths from the entrance level to the station platform level

• Tactile warning strips and tactile walking surface indicators

• Signage systems with tactile indicators • Passenger Assistance Intercoms (PAI)• Low floor Light Rail Vehicles (LRV) with designated

wheelchair locations• Nominal gaps from platform edges to LRV entries• Automated visual and audible stop announcements • On-street and off-street paratransit passenger pick-

ups and drop-offs

• The underground stations run between Weston Road in the west and Laird Street in the east.

• Construction began at Keelesdale station, located at Keele Street /Trethewey Drive and Eglinton Avenue in March 2016.

• Installing support of excavation is the first step in constructing an underground station.

• All underground stations will be brand new, including the three LRT interchange stations connecting to

other transit modes.• Most of the underground stations will be

in construction by the end of 2016.

• There are three interchange stations.

• Interchange stations will allow transit riders to connect to other transit modes, such as TTC, GO and the UP Express.

• There will be two accessible entrances: – The main entrance at the southeast corner of Eglinton Avenue and

Bayview Avenue with accessible access on the western façade of the building from Bayview Avenue.

– The secondary entrance at the northwest corner of Eglinton Avenue and Bayview Avenue with accessible access on the southern façade of the building from Eglinton Avenue.

• Retail spaces will be located at street level in the main entrance, and the station will have on-street connections to TTC buses. 

• There will be a station plaza located at the main entrance, providing visual and pedestrian  connections to Howard Talbot Park. 

• There will be 60 outdoor bicycle parking spaces.

How we’re building Leaside Station: Preliminary WorksSince fall of 2015, CTS has been preparing the line for underground stations and stops construction.

Preliminary activities:• Survey and monitor properties for noise and vibrations • Assess soil condition and measure water levels along the corridor• Locate and mark underground utilities• Clearing/grubbing and removing shrubs/trees in the path of the Crosstown• Demolish buildings and other infrastructure (i.e. bridge)• Remove and store street furniture

(i.e. benches, bus shelters, planters, garbage bins)

Leaside Station will be constructed using a cut and cover method as well as a mined method known as Sequential Excavation Method or SEM.

The following construction activities will take place: - Utility Relocations- Support of Excavation/Shoring- Excavation and Mining works- Structural Works- Architectural Works

During these construction activities, traffic will be shifted in stages to the north and south sides of Eglinton Avenue East. Shifts also occur to the east and west sides of Bayview Avenue. Certain pedestrian routes and crosswalks will be closed for short periods of time and TTC Stops in the intersection will be relocated.

How we’re building Leaside Station: Support of Excavation

Shoring• Shoring is a common step in the process of installing

the foundation of a building. • In the first stage, an area the size of the station’s

footprint (about 100m x 20m - the size of two hockey rinks) will be cut, a shallow area excavated, and steel piles, braces and tie-backs will be installed around the sides to support the excavation.

• This will support the surrounding loads until the underground levels of the building are constructed.

• Decking is then placed over the excavation to allow the crew to work under the roadway safely while traffic flow resumes above.

• The shoring stage at Leaside Station is expected to start in early September and will take approximately 20 months to complete.

How we’re building Leaside Station:Excavation and Mining

Excavation• During the excavation stage, crews continue to work

safely beneath the roadway, excavating to a depth of about 22m for the site of the station box.

• At Leaside Station a section of the station box will also be mined during this time.

• With the mining method, the underground area to be excavated is divided into manageable segments and the segments are excavated in a planned sequence.

• The excavation creates a shotcrete-lined cavern underneath Eglinton Avenue East. Within the cavern, the station box is constructed accommodating the rail tunnels, associated platform and rail infrastructure.

• Excavation and Mining works occur throughout 2018 and 2019. Architectural and building works begin in 2019.

Utility Relocations Summary:July 2016 to Fall 2016

Upcoming works include:

• Removal of existing traffic lights/installation of new temporary lighting• Removal of existing medians on Bayview Avenue.• Relocation of telecom utilities from overhead to underground• Relocation of existing underground hydro utilities• Installation of new poles outside the Bayview/Eglinton intersection: Craig

Crescent, Bessborough Drive, Roehampton Avenue, Bruce Park Avenue, and Mann Avenue

This work is expected to last up to six (6) months.

Traffic, Transit and Pedestrian Impacts During Utility Relocations

Residents, businesses and the public can anticipate the following pedestrian and traffic impacts during the utility relocation works:

• Intermittent and/or temporary sidewalk closures • Rerouting of pedestrian traffic around work zones

• Certain sidewalk reroutes will have flagmen present to escort pedestrians needing special assistance

• Short-term closure of pedestrian crossings while work occurs in the intersection• A minimum of 1.5 metres maintained for pedestrian routes

• Intermittent and temporary lane reductions and lane closures• At least one through lane in each direction maintained• Relocation of bus stops

Utility Relocations:Traffic Lights and Median Removals

Traffic Lights:• A Paid Duty Officer will be used for work near

the intersection• Alternating short term closures of eastbound

and westbound curbside lanes at each corner of intersection

• Temporary TTC stops relocation while work is being done

• Short term pedestrian re-route at NE corner of intersection, all other pedestrian routes maintained
