I. INTRODUCTION

1.1. The project background

Vietnam imports a large amount of timber from various countries in the region, such as Laos, Thailand,

Cambodia, Malaysia and China. Vietnamese timber products are exported to more than 100 countries

across the world, including high-end and environmental conscious markets such as the European Union

(EU), the United States (US) and Japan. To meet the increasing demand for timber products, timber is

imported from many sources, including countries with a high risk of using illegal timbers.

The signing of the Voluntarily Partnership Agreement (VPA) under the Forest Law Enforcement,

Governance and Trade (FLEGT) will help Vietnam to improve its timber trade. FLEGT-VPA will improve

the transparency and legality of the Vietnam timber trade while also encouraging sustainable forest

management and better enterprise governance. To help related stakeholders to better understand

FLEGT-VPA and its fundamental requirements, the EU-FAO-FLEGT program supported a project entitled:

“Building capacity for the business associations and for the media to understand and engage with

FLEGT-VPA”. The project planned activities are outlined in the following box1.

The project description based on the agreement between CED and EU-FAO-FLEGT program

The project has been implemented by the Center for Education and Development (CED), in coordination

with Vietnam Chamber of Commerce and Industry (VCCI), with the objective to increase the capacity of

business associations and media organizations to better understand and participate in the FLEGT-VPA

process.

To achieve that objective, the following activities were proposed:

Assessment of information and training on FLEGT of Small and Medium Enterprises (SMEs) and

related stakeholders: Interviews and needs assessment of approximately 60 enterprises and related

stakeholders in the provinces of Quang Nam, Quang Ngai, Da Nang, Binh Dinh, Binh Duong and Ho Chi

Minh.

Training to build capacity for media representatives on issues related to FLEGT: Organize a training

workshop for 45 media representatives, business associations and NGOs in Hanoi and 15

representatives from the provinces: Binh Dinh, Binh Duong, and Da Nang.

Peer learning workshop and information exchanges among businesses in the timber processing sector

on issues related to FLEGT-VPA: Organize a peer learning workshop with participation of 50

representatives from the government, related projects and businesses in one of the biggest timber

processing hubs in Vietnam. The workshop aims at sharing information on FLEGT-VPA among

businesses, business associations, media representatives and other relevant communities.

Implementing a media plan to communicate FLEGT related issues to businesses: It is expected that

there will be three radio programs; five television programs (two documentary films and three short

reportages); 15 news articles (both online and print). All of this information should be available for

access online after the project.

Develop and publish information for businesses: Publish 1,000 information sets (including leaflets,

booklets) for businesses; Develop 2-3 video clips on the FLEGT/VPA process and information relevant for

businesses; These clips will later be posted on social media for further reach to communities and

businesses.

Development of a website on FLEGT/ VPA and issues related to FLEGT: It should have a minimum reach

of 5,000 views during the project implementation.

1.2. The objective of the final evaluation

The final project evaluation aims to assess the effectiveness of the project implementation in achieving

set objectives and planned activities. Additionally, it aims to investigate the impacts of the project in

order to make recommendations for future activities and for further advancement of the FLEGT-VPA

and its implementation once it is concluded in Vietnam. In particular, the evaluation objectives are to:

i. Assess the activities implemented in reality and compare with planned ones (set objectives and

targets);

ii. Assess impacts of the project activities on related stakeholders, media respresentatives and

businesses;

iii. Make recommendations to promote communications related to FLEGT-VPA in the future.

1.3. Methodologies

1.3.1. Analyse and evaluate project activities based on the project database and reports

Information was collected in the initial needs assessment with information being updated throughout

the project implementation. The information relating to the communication, assessments and

evaluation of events such as training, workshops and data collected from the website and social media

have particularly assisted to evaluate the implemented activities.

All data collected from the needs assessment has been entered into a database which has been used as

a comparison with the data and information collected at the final project evaluation. Information on

communication related to VPA and FLEGT in Vietnam has also been collected and updated into a

database for monitoring and to evaluate the effectiveness and impact of communication activities. All

information related to the projects and deliverables, including media products (such as news clips and

videos) are accessible online (http://flegtvpa.com), views are monitored and shared for further posting

on Facebook, YouTube, and other social networks. This is one of the tools used for monitoring the

project activities and information developed in order to plan or adjust activities as needed to achieve

the best possible outcome.

The final evaluation of the project focused on the level of understanding of businesses and related

organizations in comparison with the data collected during the needs assessment to evaluate

effectiveness and impacts of the project activities.

1.3.2. Design the questionnaires

To assist the final evaluation, questionnaires were designed with a focus on assessing the general level

of understanding on key content of the VPA and attitudes towards FLEGT/VPA issues. It also aimed to

determine the perceived advantages and difficulties for enterprises once the VPA is implemented. It

was proposed that the results from the interviews be able to be compared with the initial data collected

during the needs assessment in addition to being able to collect further information and support from

respondents.

1.3.3. Online survey with media representatives

Online survey design: The online survey is designed to assess the level of understanding of media

covering issues related to FLEGT and VPA to date. Online survey forms have been sent to media

representatives who participated in the media training workshop and media partners of the project.

Nine media representatives have responded; from these respondents, seven have been project

partners.

1.3.4. In-depth interviews at provinces

Interviews with enterprises: Interviews for the final assessment have been randomly selected based

from the list of enterprises which participated in the intial needs assessment conducted at the outset of

the project. 24 enterprises from various provinces/cities have agreed to participate in the final

assessment; Quang Nam (2), Da Nang (1), Binh Dinh (14), Ho Chi Minh (5) and Binh Duong (2).

Interviews with business associations and related stakeholders: The evaluation team interviewed seven

business associations and related organizations that are implementing activities and projects related to

FLEGT-VPA. The interviews focused on attitude, practices and capacity to provide information for

businesses and groups that they served on FLEGT-VPA; training and capacity building activities and any

plans for future. Assessment was also made of the current understanding of media and reporters on

issues related to VPA and FLEGT in addition to methods to provide information on FLEGT-VPA for the

media of these organizations. Based from interviews and experiences, lessons learned have been drawn

for future communication work.

1.3.5. Overall assessment of online media coverage

As one of the project’s aims was targeting towards media, communication and increasing the capacity

and quality of media coverage (part from evaluation and comparison of the database and monitoring

data), the evaluation also focuses on evaluation of overall online media coverage since November 2014

to August 2015, compared with the baseline from when the VPA negotiation started until October 2014.

Evaluation through communication assessment indicators:

Evaluation of the communication quality from the media has been assessed through the database which

has been updated throughout the project implementation, compared with actual and planned targets,

the activities implemented, information available on the website and social media, statistics on website

access, popularity of the website, project information on popular search engines and responses from

the evaluation form collected at project events. Feedback from the project information, reports,

deliverables, hard copies and online information, various quotes and excerpts from the project reports,

views and downloads from the internet have all been taken into account during the evaluation process.

Evaluate methodology and approaches (for media and communication):

The evaluation focused on online media means. The evaluation is based on the overall review of the

online media coverage on FLEGT-VPA conducted earlier (Details about the review can be found here:

http://en.flegtvpa.com/tailieu/vpa/en/MediaIssues-10032015_All_En_.pptx).

In this review all news and articles from 2010 (when negotiations commenced) to October 2014 have

been collected, assessed and served as the baseline for evaluating media quality. Additionally, news and

articles from March to July 2015 have also been collected, analysed and evaluated in comparison with

the baseline.

Within the project framework, evaluation has been conducted with media partners and other relevant

media sources, to compare with overall media coverage quality. The assessment focus was on both the

quantity and the quality of news and articles, the quality of information quoted and excerpted,

identifying common mistakes or confusion that may lead to misunderstanding and making

recommendations for improving the quality of information disseminated.

Evaluation team: Members of the team include project participants from CED, project partners (VCCI

staff), business associations and independent evaluators.

II. RESULTS OF THE FINAL EVALUATION

2.1. Evaluation of activities implemented by the project2

Activities implemented and results achieved after 18 months of implementation:3

i. Designed and conducted information needs assessment from SMEs and related stakeholders:

In April 2014, CED in partnership with VCCI (Central branch) conducted 81 interviews, of which

71 interviews were with businesses (63 Vietnamese SMEs), 4 interviews were with business

associations and 15 interviews with media representatives from across 6 provinces and cities of

Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Binh Duong, and Ho Chi Minh City (the actual

target were higher than the planned target of 60 SMEs and related stakeholders).

The initial assessment results were presented in a draft form at the media training

workshop in July 2014 and refined and finalized after the workshops. The report is

available in both English and Vietnamese and can be accessed here:

The report provided useful information and reference for organizations working on this

area, especially thoese who working on communication on issues related to FLEGT-VPA.

In particular, certain media groups and NGOs have used information from the

assessment for their reporting (this has been quoted in news and articles, while NGOs

have used information from the report for presentations and workshops). As of

12/8/2015 the report has accumulated 783 views, 14 downloads, 9 excerpts and quotes

on articles and news.

ii. Training and capacity buidling for media and communication on FLEGT and VPA:

a. On 9 July 2014 CED, in cooperation with WTO Center under VCCI, organized the training

workshop “Media training to build capacity for media in information provision on

FLEGT-VPA”, which attracted over 90 participants (information and report of this

workshop can be found here: http://en.flegtvpa.com/events). In this workshop,

participants were provided updated information on VPA and FLEGT, information on the

project activities and results of the needs assessment were also provided. Participants

from the workshop developed a specific communication plan for the project. There are

26 news segments and articles that have covered the workshop.

b. The project has collected all news and articles from the start of negotiations until

October 2014 and evaluated the quality of these (please see the review results here:

http://en.flegtvpa.com/tailieu/vpa/en/MediaIssues-10032015_All_En_.pptx). This

review has revealed shortcomings of the existing communication efforts related to

FLEGT-VPA. Based on the the results of the needs assessment and media training

workshop discussions the project has finalized the communication strategies and action

plan (Please see a copy of the communication strategy here:

Final.pdf). The communication strategy has been disseminated to relevant stakeholders

and media representatives and can be refered to for any organizations working on

communication on FLEGT-VPA over the long term. As soon as the communication

strategy was finalised the product was posted online (as of August 2015 it has been

viewed 104 times). Based on this strategy, the project has developed a communication

action plan and provided support for media partners to implement it.

c. In addition to this, CED has also implemented a range of activities to build capacity for

media and journalists to be able to cover and report issues related to FLEGT, for

example: information compilation, briefings for media, sponsored press tours, and

other technical and informational support (such as, development of transcripts and

editing), organisation of expert interviews, roundtables and discusssions to provide

updated information and question and answer sessions for media on FLEGT and VPA.

Quality of the news and coverage has been increased according to the the assessment

(Please refer to the assessment of quality of overall media coverage in Section 2.5 of the

report).

iii. Implementation of the media plan: Based on the media plan which has been developed with

media representatives, CED has provided support for implementation leveraging both

traditional and modern media channels to communicate issues related FLEGT and VPA to

businesses, bussiness assoications and the public in clear and understandable manners.

a. Specific deliverables of the media plan include: a series of clips explaining what FLEGT

and VPA are and how businesses should prepare, have been developed and posted

online on the project website and Youtube; two documentary films (25 minutes each)

have been broadcast on national television VTV; five news segments and reportages on

VTV and other television channels, 9 radio programs; 36 news articles from 7

newspaper outlets. All of this information can be accessed online and selected sources

b. All of the products from television and radio have been reproduced and further

disseminated on social media (for example radio programs have been reproduced and

posted here (Vietnamese only): http://en.flegtvpa.com/category/videos).

iv. Provision of information for businesses and support of business exchanges of information and

discussion through a peer learning workshop: On 26/6/2015, CED in coordination with VCCI

Central branch, organized a workshop on “Connecting businesses in timber processing industry

on FLEGT-VPA” in Binh Dinh (Details of the workshops, including presentations, can be found

here: http://en.flegtvpa.com/events). In this workshop businesses were provided updated

informaton on FLEGT-VPA from the negotiation representatives. The workshop has promoted

discussions and information excchanges among businesses and business associations on issues

related to FLEGT-VPA. Particularly, the discussion sessions have received a lot of inputs and

recommendations from the participants, including 30 from businesses and business

associations. The feedback received from participants has been greatly appreciative of the

addition, using the information provided by the project, VCCI has provided and updated

businesses on issues related to FLEGT VPA through its own events and networks.

v. Develop and publish information for businesses: The project has collected and reviewed

information available on FLEGT and VPA in Vietnam, and then compiled to make it relevant for

businesses which can then be used by VCCI and business associations. The project has provided

information, presentations, questions and answers to VCCI and business associations for further

dissemination. At the request of businesses and business assocations, as well as the media, the

project has compiled booklets on frequently asked questions and answers on FLEGT-VPA and

printed 700 copies; after one week of posting the booklet online, it had already reveiced 344

views. Participants of the final review workshop of this project were highly appreciative of the

booklets both in terms of content, usefulness and design. A copy of the information booklet (in

vi. Development of a website on FLEGT-VPA and related issues for businesses: The website on

FLEGT-VPA for businesses has been developed and selected content is available in English

(http://flegtvpa.com). It has received close to 13,000 page views as of 30th August and more

than 950 Facebook “likes” with over 100 posts (compared to 5,000 page views as planned by

the project in the first year).

All of the project products, including from the media, have been digitalized and posted

online so business and business associations can easily access the information. As some

of the information is available in English, the project developed an English accessible

version of the website so peers in other regions that are interested in this topic are also

able to utilise the website: (http://en.flegtvpa.com).

vii. Project monitoring and evaluation: The project activities have been adapted and monitored

closely following baseline data established after the needs asssement. The final evaluation was

conducted in the provinces of Quang Nam, Da Nang, Binh Dinh, Ho Chi Minh, and Binh Duong in

June and July 2015 with participation of 40 businesses, organizations and media groups.

viii. The project’s final review workshop: The final review workshop was organized on August 12,

2015 in Hanoi with participation from 50 representatives from various organizations (the

detailed report and presentations from the workshop can be accessed by the following link

During the workshop, CED provided a review of the activities implemented and results achieved

after 18 months. The workshop participants were highly appreciative of the approaches and

methods that the project employed and expressed their hopes that the project will continue to

secure funding for further work on communication to expand the project’s reach. Detalied

Evaluation of project implementation based on the project agreements and actual implementation

The project has been designed in consultation with the project partners and related stakeholders, in

order for all of the project and activities to be complementary of the current efforts and ongoing

projects on FLEGT-VPA. CED, with a strong and wide network of partners in the private sector and

media, have implemented the project in a professional manner and levered all possible resources and

networks needed to ensure the best possible project outcomes. Therefore, almost all of the project

activities have delivered significantly higher than the originally planned targets. The project activities

and plans have been well monitored and adjusted accordingly, taking into account varying factors such

as updates from negotiations and consultations with other stakeholders and partners. It has provided

valuable private sector perspectives on the issue which can be utilized by the government as well as

other organizations working on these issues.

Project steps and approaches have been described in Figure 1 below and the communication

management and development strategy is described within Figure 2. Information links and flows can be

found in Figure 3.

In particular regard to communication, the project has effective approaches that can utilise all possible

channels and has adopted effective information management systems, monitoring and evaluation.

The communication strategy is developed taking into account long-term communication and

information needs of VPA issues which then can be used by many other organizations and in the long

term to communicate FLEGT-VPA to businesses and communities.

2.2. Results from the interviews with businesses

2.2.1. Understanding of FLEGT-VPA

General understanding about FLEGT-VPA

Among 24 enterprises that responded to the interviews regarding FLEGT-VPA, there were four

respondents (17%) who did not possess any understanding of FLEGT or its key objectives, 20

respondents (83%) were aware about FLEGT-VPA and in particular 67% (16/24) were able to clearly

state the aims of VPA and understand basic content and information related to VPA.

Compared with the needs assessment, the percentage of businesses that are aware of FLEGT has

increased: 83% in the final evaluation opposed to 57% in the needs assessment and especially 67%

(16/24) businesses had stated the aims and basic content and requirements of VPA.

In regard to the updated information on FLEGT-VPA, in the final evaluation, there were 21% of

companies (5/24) that have not received further updated or new information on FLEGT-VPA; 16% of

companies (4/24) companies that have not provided an answer for this question; and 63% of the

companies (15/24) have received updated information on FLEGT-VPA from the following sources:

Compared with the needs assessment results, the information received from workshops has slightly

decreased (-5%), slightly increased via internet (+6%) and television (+5%) while information via radio

has also slightly decreased (-2%). None of the companies interviewed in the final evaluation receive

information via print newspapers, while a siginifcant increase of 14% of companies stated that they

receive information from “Other sources” (including social media).

Results from the needs assessments have also demonstrated companies’ understanding of the

advantages and challenges associated with joining the VPA. Companies have realized the importance of

the VPA with the majority5 stating advantages of joining the VPA as the promotion of legal timber trade;

the simplifying of procedures compared to the current due diligence process; the further development

and increased stability of the export markets and the creating of comparative advantages for legal

timber products from Vietnam. Additionally, it is perceived that the VPA will assist businesses to

develop a greater responsibility for the environment.

Businesses have also realized the challenges that may occur when the VPA is signed and implemented6.

Firstly, regarding the origin of materials, it is still difficult to obtain proof and evidence for timber from

domestic sources; it is made increasingly difficult to trace the timber origin through the common use of

middlemen. It is still very difficult to control quality and origin of the imported timbers and according to

businesses, these problems will take time to solve. Secondly, enterprises are concerned regarding the

proposed FLEGT licensing process, especially with small businesses; increased costs will make them hard

to compete with bigger businesses. Thirdly, enterprises are worried that clients will shift to countries

that have better legal and enforcement systems which will make it more difficult for them to maintain

export markets.

2.2.2. Timber Legality definition

The above chart shows that the percentage of participant companies in the interviews that have not

understood the timber legality definition (less compared with results from the needs assessment). With

the draft timber legality definition, 46% of enterprises (11/24) responded that they were aware of the

timber legality definition while 54% (13/24) indicated that they did not know the draft timber legality 518/24 (75%) have noted advantages of VPA

definition. The respondents that answered that they knew were those who participated in the needs

assessment and therefore had received information on the topic. Thus, the communication within the

company is also not effective as the information was not disseminated internally within the companies.

More in-depth interviews were conducted in regards to the understanding of seven principles of the TL

from ten company representatives. 70% of respondents (7/10) knew all seven of the principles of TL;

10% (1/10) knew six of the seven principles and 20% (2/10) of the company respondents knew five out

of seven principles.

2.2.3. FLEGT licensing and independent monitoring

During the final evaluation, many companies expressed their concerns about FLEGT licensing systems

and the authority to grant FLEGT licenses; 67% of companies (16/24) provided input regarding licensing

systems, and 58% (14/24) had opinions on the independent monitoring. Additionally, there were 20/24

enterprises that provided opinions and recommendations about the role of timber processing

associations and VCCI in the negotiations and implementation of VPA (see summary below.)

About the FLEGT licensing bodies: Enterprises in support of licensing authorities or branches at different

locales provided information that the licensing system will ensure transparency, fair and effecient

procedures and that the procedures are also favorable for businesses and will not affect export progress

of the companies’ goods. The licensing office should be an independent organization, for example: if

VCCI is the authority to grant FLEGT licenses, it will be much easier for businesses as they are

knowledgable on the business and understand the export process.

About the FLEGT licensing process: According to the responding enterprises, it is necessary to reduce the

procedures and lengthy process, minimise the time for review documents and there should be an

independent organization to monitor the FLEGT licensing process to ensure that it is fair and

transparent.

About the time and validity of the FLEGT licenses: The companies expressed their opinion that the

licenses should be valid for a period of time rather than granting a FLEGT license according to the

shipment as this is too complicated for companies and will take too much time and costs for businesses.

About independent monitoring: It is necessary to have a third independent body without any economic

benefits from the FLEGT license to ensure its validity and fulfilment of objectives. The criteria for

monitoring should be very clear, transparent and should be monitored in each timber product order.

The office for this independent body should have an online information portal or hotline where

companies are able to log any complaints or feedback if any problems arise.

2.2.4. Draft TLAS and company classification

Among the 24 companies interviewed, 50% of the respondents have said they knew about TLAS while

the remainder stated that they had not known about it. According to enterprises, many companies still

do not know or understand the stipulations related to timber legality according to Vietnamese laws and

regulations and they have not been adequately provided information on this area. According to many

companies, the traceability of timber origins should be classified to groups of timber sources or timber

categories, for example: it is very difficult to identify sources of timber from household gardens,

plantations or from natural forests.

Enterprise classification for granting FLEGT licenses7: Respondents have indicated that the classification

of enterprises for FLEGT licensing will facilitate the monitoring process and/or verification. Being

classified, good businesses will be more competitive and will be more favorable when exporting, it will

also be easier for these businesses to expand their markets. Classification of enterprises will also help

businesses to strive to improve their own systems to improve the overall classification. It is also

necessary to provide support for businesses to help them to improve their system to enable them to

upgrade their grades.

However, the classification of enterprise may have difficulties and some problems may arise8. The

classification of enterprises could easily develop negative consequences including unfairness,

corruption, and a lack of transparency. Many enterprises have expressed concerns over how to ensure

fairness and transparency in classification systems and how to ensure that they do not create excessive

administrative propcedures. Other respondents have indicated that all the enterprises would have to

comply with stipulation of VPA and FLEGT, thus to ensure competitiveness it is not necessary to classify

enterprises into different categories as the ones classified in lower ranks will encounter more difficulty

in exports.

2.2.5. Attitude about responsibility of enterprises

After the evaluation, 88% of the enterprises (21/24) interviewed realized their responsibilities in the

VPA negotiation process. Enterprises should be more proactive to comply with Vietnamese laws and

legal systems; proactive in finding information and understand requirements from FLEGT-VPA to ensure

that they can adapt to new requirements; and they should commit to the use of legal timber for

processing and production of timber products.

2.3. Results from the interviews with related organizations and stakeholders

2.3.1. Information access on FLEGT-VPA

The project evaluation team interviewed seven representatives from businesses and related

organizations that are active participants in FLEGT projects and activities in Vietnam.

Information channel to receive information on FLEGT-VPA:

The seven people interviewed were asked how they received information on FLEGT-VPA. From these

respondents 33% stated information was received through the official channel, 29% through internet,

24% stated unofficial and 14% stated other sources (for example, via exchanges with businesses and

business associations).

Furthermore, in comparison with the needs assessment interviews (from the four associations which

participated in needs assessment in April 2014), the level of interest in following and getting further

information on FLEGT-VPA by respondents increased by 25%.

All respondents agreed that the overall ease of accessing information on FLEGT-VPA has improved.

However 57% of respondents (4/7) still stated that sometimes it is still difficult to find specific

information, while 57% of respondents (4/7) also indicated that they have found alternative means to

get information that they require. In regard to the provision of communication of FLEGT-VPA, 43% of

those interviewed (3/7) said that the current information is sufficient, while the remaining 57% (4/7)

indicated that it was not sufficient (need to be more specific).

2.3.2. Assessment from related organizations and stakeholders

About the information searching: Presently, it is much easier to find information on FLEGT-VPA as there

is an increase of information from ongoing projects available. The information from government

agencies has also increased. Organizations are willing to reach out and provide information either

through meetings, workshops or internet, and news updates. There are more frequent updates through

different projects via websites and other social networks such as Facebook and the website of

VNOFREST also post updates regarding negotiations and high level meetings between Vietnam and EU.

FLEGT-VPA NGO networks and NGOs that have projects on FLEGT-VPA have organized many projects in

recent months. Information searchs on the internet is also, much easier with the keyword “FLEGT VPA”

via Google locating thousands of sources on FLEGT and VPA.

However, there still remain some difficulties in online information searchs, for example; it is still difficult

to find detailed information on VPA and specific updates on VPA negotiations that businesses may

require such as results on meetings between Vietnam and EU, information on timber legality or draft

TLAS, the current difficulties and obstacles in negotiations between Vietnam, and EU and the

requirements and expectations from EU that Vietnam is unable to meet and or to provide.

On the other hand, businesses are interested in specific and clear information, for example procedures

and specific processes and steps to prove timber legality which enterprises should follow. Small

businesses and enterprises have almost no access to information or they have received inadequate

information, especially issues and updates after each round of negotiations and discussions between

Vietnam and EU. In addition, business associations are interested in receiving information of

experiences from other countries that have signed FLEGT-VPA to learn from their experiences and

lessons.

VCCI and businesses associations have been more proactive in providing information and updating

information for their members, for example finding information on FLEGT-VPA, processes, steps to

prove timber legality and coordinating with other organizations to support the FLEGT-VPA process and

make recommendations to improve forest legal system to be realistic to Vietnamese context while

meeting international requirements. However, in reality, issues related to FLEGT-VPA are actually

broadly technical and specialized, so it is necessary to refer to many legal documents. In addition there

are many overlapping regulations, some of which are not realistic so they cannot be enforced in reality.

Therefore this is an area that still needs a lot of support.

Relevance of information provided through media: 43% (3/7) have indicated that the information

available now through media is relevant for the groups that they served while 57% (4/7) said that it is

not relevant, as there is no specific information on timber legality, especially for small businesses’

needs. The organizations interviewed have indicated that it is necessary to have more specific

information, especially information for households and small businesses; information for forestry

households is also inadequate. At the moment, there is only a general definition and general concepts,

and stipulations about timber legality, but there is not a lot of information on roles and responsibilities

of related stakeholders (such as forest protection officers, CSOs and communities).

Plan to provide information for members of their organizations: Organizations that were interviewed

have indicated that they have plans to provide information for their member in due time on issues

related to FLEGT-VPA. There are some organizations that have communication officers and some others

do not and only having part-time staff. Organizations often focus on most the common information

channels including online newspapers, television, print newspapers and other information channels

such as, training, workshops, printed materials, publications and social media networks.

2.3.3. Assessment of information provision for and from media

painting or drawing contests (about legal timber), showing films, documentary and reports.

2.4. Results from survey with media organizations

2.4.1. Information on the organizations that responded to the online survey

The final evaluation was conducted with media through an online survey. Out of nine organizations who

responded to the survey, there were 44% (4/9) who are head or deputy head of their department or

section, 56% (5/9) were reporters. Most of the media organizations who participated in this survey have

both online and print newspapers, television, radio, and others.

The areas that the media are working on, cover issues related to SMEs (16%), agriculture and rural

development (14%), environment and climate change (14%), corporate social responsibility and

sustainable development (14%), industry and commerce (10%), timber and timber products trade

(10%), forestry (8%) and other fields (12%). Some of the areas covered in “other fields” include: Social

issues, culture, education, health, insurance, customs, social work, family and gender issues, finance,

real estate, macro economics, green growth, investment and politics. All of those who responded,

understand and can explain FLEGT-VPA, of which 8/9 (89%) are very proactive in proposing ways to

provide information for further strengthened communications on VPA.

All of the reporters interviewed (100%) know and can explain the basic content and requirements of

FLEGT-VPA and 89% are willing to provide information and clarification on the topic. Reporters are more

interested in “forest law enforcement” compared with the needs assessment survey. The attention to

the issues related to “Independent monitoring” and “FLEGT licensing” is increasing. In regards to the

seven important areas of the FLEGT action plan, “Encourage production of legal timber and timber

products”, “encourage legal timber trade, and “Verification systems to verify timber legality” have been

considered the most important. Reporters also have developed a better understanding of the “due

diligence” process. For the reporters, the preferred channels to receive information are via internet and

publications, while there is less interest in receiving information via workshops.

Compared to the results in the needs assessment, the understanding of the timber legality (TL) is

increasing, however, principles applied for organizations have decreased. In addition, they do not have

specific information and details about TL. This may be because the negotiations are still ongoing and

there is no published information available on TL, both for organizations and individual households. In

addition, the current documents available on TL are too technical, making it difficult for reporters to

fully understand.

In regards to the TL 67% (6/9) of people have said they have known about the definition, 33% (3/9) have

not. There were 56% (5/9) that have indicated knowing the basic principles of TL, of which 80% (4/5)

have correct answers about principles of TL. 44% (4/9) said that independent monitoring has the most

important role in TLAS; while the remaining 67% (6/9) said the verification to establish TL is the most

important.

All respondents have requested to be provided with information on VPA-FLEGT, to help them better

understand the issues so they can communicate to the public in a more effective way. In addition, they

would like to have more information to better understand the possible impacts of the VPA, how to

develop control and verification systems to meet EU requirements, at the same time without putting

further costs and administrative burdens on businesses and farmer households.

Also according to the media representatives, when there are new procedures or licenses, it will take

time and raise costs for businesses. However, this will help to protect responsible businesses and help

them to maintain markets and build trust with EU markets.

Compared to the results from the needs assessment, the internet and publications are the preferred

channels, compared with workshops. This may be because in the last year there were many workshops

and training sessions, containing a lot of technical information, while there are not many new updates

on the negotiations process that get the reporter’s attention. In addition, many projects also provide

information via internet, with more information available online reporters can access information easily.

2.4.3. Role of the media and need for information, cooperation in information provision and

communication

Understanding the role of the media in communication of VPA to the public

89% of respondents (8/9) have indicated their role in the communication of the negotiations of FLEGT-

VPA, such as: play an important role in providing information and advocacy for support from the public,

certain target groups or policy makers. In VPA-FLEGT, specifically:

Provided updated information for certain target groups, raise awareness to the public and

businesses, receive questions and provide answers to the public and readers, connect with

specialists to provide information and explain to businesses for issues of business concerns.

Explain benefits of VPA to the community and businesses in an understandable way, act as a

bridge to recieve information from policy makers and businesses and vice versa, feedback from

businesses to policy makers to ensure effective implementation of VPA in the future.

Provide information for non-technical audiences, such as business and community, a lot of

support and cooperation is needed from organizations.

Provide feedback on concerns from businesses and the community, to be a voice from the field

to negotiation teams and policy makers.

Cooperation and support from media in communicating VPA to the public

Compared with the results from needs assessment, other support for communication has increased,

while support via news and report coverage has decreased.

In addition, the media has indicated other support such as: News and articles can be posted on fan

pages and other social media of the media organizations, shared and publish information in the form of

consultations, press conferences, and any other relevant opportunities for reporting on issues related to

VPA and FLEGT.

100% of respondents (9/9) need to provide information and want to be invited to workshops and events

as well as remain contacted via email, phone, Facebook, documents, interviews and field trips.

2.5. Evaluation of the effectiveness of the communication via media coverage

2.5.1. Overall assessment of the media coverage

Apart from the results indicated above, the project has advantaged both traditional and modern media

as well as through the website for communicating VPA to the public.

The design of the website is friendly with most search engines when using key words of “FLEGT VPA”

and others. Although the website is relatively new, it is highly ranked in most of searches from Vietnam

and around the world such as Google, Bing or Coccoc.

The keywords, “FLEGT VPA Vietnam”, as of 10th August 2015, ranked 4th on Google globally and 2nd on

Google in Vietnam. The keywords “FLEGT VPA” ranked 5th on Bing.com, and ranked 1st on coccoc.com (a

popular search engine in Vietnam.)

On average there are 20 visitors to the website flegtvpa.com every day while there are only 110 key

word searches worldwide and 20 keyword searches from Vietnam.

2.5.2. Assessment of the overall media coverage quality from October 2014 to July 2015

The assessment of overall media quality has been conducted by comparing the quality of media

coverage from 1/2015 and 3/2015 and the baseline for findings and recommendations for improving

the media quality in general.

The assessment shows that common errors in a number of articles have improved, 13% with 6 direct

media agencies attending the project’s media campaign, improvement up 7% compared with 18 media

agencies evaluated in the pre-intervention period (before January 2015), media quality has improved by

16% compared with pre-intervention period (before January 2015). Positive impacts of media also

reflected contributions from various projects that have been implemented, including CED’s project. The

quality of media articles has improved with a number of articles having an increase in expertise.

However the spelling and grammar use of articles has not improved both before and after intervention.

III. CONCLUSIONS

Overall evaluation of the project implementation:

The project activities have been implemented seriously and in a professional manner, levering

networks and resources from other partners. Therefore, the project has achieved higher targets

than planned (number of project participants, areas, beneficaires and deliverables).

Project results and deliverables have been highly appreciated by the project partners as well as

related stakeholders and have been used by others for further work and capacity building (for

example, the needs assessment, review of media covergae quality, communication strategy).

Information developed under this project has helped reporters, businesses and related

organization to gain a better understanding of FLEGT and VPA.

All information developed under this project has been publicly available and can be accessed

online. Some of the information is available in English so other people in the region that are

interested in VPA and FLEGT can refer to (for examples from Laos, Cambodia and Myanmar).

Project activities and events have been well attended by related organizations and stakeholders

and have been highly appreciated by participants involved. All of the project results,

experiences and lessons learned have been communicated widely through media in both

traditional and modern means.

Impacts on businesses through interviews with businesses

The project activities have clear impacts on increasing the understanding of businesses on

issues related to VPA and FLEGT. Specifically, businesses have a much better understanding of

the FLEGT-VPA, with 67% of businesses being able to name specific requirements and contents

of FLEGT-VPA, although the number of people who participated in the needs assessment

accounted for 42% (10/24). Compared with the needs assesment, businesses have a better

understanding about TLAS.

Companies are increasingly interested in receiving information via internet and publications.

Specific and detailed information on the definition of timber legality has not been reached, so

only 46% of businesses know about it, 5/24 companies can clearly state seven principles of TL.

Most businesses are concerned about integrity and effectiveness of the FLEGT licensing as well

as the verfification system (possible overlapping, lengthy FLEGT licensing process and possible

problems associated with business classification for licensing).

Results and assessment from related organizations

The level of interest and information monitoring from related organizations has increased on

the side of business associations (increase by 25% compared with the needs assessment in April

2015). 57% indicated that the current information on FLEGT-VPA has been adequate for

bussiness and communities where they served. Some organizations have full-time

communicaiton officers, while others have only part-time (increased by 18%) and most

organizations have planned communication activities in the future (86%).

Related organisations have used the Internet (32%) and television (23%) to provide information

for their communication programs and activities. Most related organizations have indicated that

media do not have a good understanding of technical issues of FLEGT-VPA (86%) although 100%

have evaluated the quality of news and articles on FLEGT-VPA in the past year, which has been

of a good quality with increased information.

The most common way to provide information to the media is to grant access to workshop

documents (47%) in addition to media briefs (20%), interviews or provide information via email

and social networks (33%).

Results from online survey with media

Many media organizations participated in the final evaluation; there have been many

information channels such as, online and print newspapers, television and radio, covering issues

related to SMEs.

100% of reporters have understood and can explain basic contents and requirements of VPA

and 89% are willing to cooperate in communicating FLEGT-VPA to the public. Reporters are now

more interested in covering issues related to “forest law enforcement”, independent

monitoring and FLEGT licensing. Out of the seven areas of FLEGT action plan, they are most

interested in encouraging legal timber trade and verfication systems to authenticate timber

legality. Reporters have a better understanding of due diligence. Reporters are also more

interested in receiving information via the internet and publications.

The media organizations that have full time reporters covering issues realted to agriculture and

rural development, environment and forestry, have a better understanding of FLEGT-VPA, as

they participated in the workshops and related events. Many others have not actively

participated, so they have a limited understanding of specific issues related to FLEGT-VPA, as

well as specific information and principals of TL. Some media only get general information from

NGOs and CSOs, but do not spend time to find further information, so they also have a limited

understanding of the issues.

IV. RECOMMENDATIONS AND PROPOSALS

4.1. Recommendations from businesses9

Roles and support from the government and related organizations:

The government plays a central role in the negotiations and implementation of VPA. The

government should provide clear information on TL; provide clear information for businesses so

they know what should be prepared to enable them to get FLEGT in the future.

The government should provide better information for the business community to help them

better understand Vietnamese legal systems and to be compliant.

The businesses should have a much better overview of future timber processing in Vietnam, as

well as the government’s plans and strategies in regards to future timber processing. There

should be more public and private dialogues to find out better solutions for meeting EU

requirements without creating further problems for businesses.

Ensure transparency and support administrative procedures, support the business in

negotiating with timber suppliers and clients in forest law enforcement and compliance.

FLEGT licensing systems should be carefully designed to avoid creating problems and corrupting

businesses.

In addition, the government should have support policies and programs to help businesses

improve technology ensuring higher quality timber products, while protecting the environment

and saving input materials.

Roles and support from business associations and VCCI:

Business associations and VCCI play important roles in implementing VPA, representing the

voice of the business community, acting as a bridge between the business and policymakers,

through organizations feedback and opinions of the business community can be brought to

negotiations team. In addition, business associations also play important roles in information

provisions, clarification, and answers to questions and concerns of businesses on issues related

to FLEGT-VPA over the long term.

Forest Production Associations should play a stronger role in representing the voice of their

business members in the negotiations as well as the future FLEGT licensing.

In the future, associations and VCCI should play more active roles in providing information for

businesses, be more active in building capacity and provide technical support for businesses via

workshops and training.

VCCI should, in some way, participate in the FLEGT licensing system or in providing guidance for,

or monitoring the implementation. Business associations should be more active in participation

implementation. Some of the businesses have indicated that VCCI has been more effective in

providing information to and represent the voices for businesses than timber processing

associations.

9 The survey’s results showed that 20/24 (83%) made recommendations concerning to the responsibilities of the

Timber Association and 20/24 (83%) made recommendations concerning to the responsibilities of the media,

12/24 (50%) made recommendations concerning to the responsibilities of the civil society organizations that

negotiating FLEGT-VPA; 13/24 made recommendations concerning to supporting for business to adapt FLEGT-VPA.

Role of the media and civil society organizations:

The media should continue to play a role in information provision for businesses. Information

should be non-technical, accurate and easy to understand for businesses and should be updated

regularly.

Social organizations and NGOs should provide support for businesses to help them better

understand the need of VPA and possible administrative procedures as related to FLEGT-VPA

and to help build capacity to better understand issues related to FLEGT-VPA.

Participate in monitoring and providing technical support for businesses in implementation

when VPA is signed. Information on legal timber sources is needed by many businesses and the

associations can facilitate to provide this information for businesses.

Develop independent criteria for supporting and monitoring member businesses and provide

information for media as needed.

4.2. Recommendations from the media

There should be an information source for the media where they can get frequent updates on

VPA (can sign a cooperation agreement, development of information mechanisms for media

information provision) so that reporters can have better access to official and accurate

information.

Training and education on communication in regards to FLEGT-VPA to help better report issues

related to FLEGT-VPA, as this is new and technical for a lot of reporters. On the other hand

information to businesses should be updated and specific, easy to understand and close to the

business needs and concerns.

Cover stories in media outlets to explain and provide information related to specific issues and

technical terms, provide stories from businesses with answers to questions and opinions from

program experts and specialists.

It is necessary to have articles and stories targeting different groups (businesses, communities,

and households).

Create opportunities for reporters to discuss with business associations and local authorities to

provide better information, information sessions, support field trips and to develop a network

of reporters covering issues related to FLEGT and VPA so then they can share information,

experiences and lessons in reporting these issues.

Organizations should pay attention to providing information to the media and should also

understand the need of the media in covering “hot” news and topics. Therefore, NGOs and

organizations should be more proactive in providing information, bringing new stories to the

media’s attention.

The media needs to have updated information on negotiations, specific information and

requirements of TL as well as related issues to VPA and FLEGT, so the government should

provide information to the media when necessary.

4.3. Recommendations from the evaluation team

Communication needs to be promoted in the future, based on the strong foundation of this

project and work with media and related organizations, using communication strategies as a

guide.

There is a clear need for more specific information on compliance of TL in Vietnam, so this

should be prioritized in the near future.

It is necessary to continue to promote business support to VPA process and help them to better

understand the linkages between VPA and EUTR. However, there are concerns on the licensing

systems such as overlapping, corruption, and fairness in granting licenses. Business classification

should be straightened out further through dialogues with public officials.

The government should be proactive in providing information for media. Other related

organizations should also improve their information provision for the media to ensure they can

communicate better to the groups they serve.

Dialogue among businesses, government and civil society are necessary to better understand

the needs and perspectives of different groups to unify and ensure the benefits of all related

stakeholders.
