Procurement for public sector clients is challenging, time consuming and complicated.

We are now all under great pressure to procure homes quickly and efficiently.

We need to comply with EU

legislation, procurement rules,

get best value, work efficiently.

In short procurement is

something of a nightmare.

HCA’s Framework Panels

HCA has operated Framework Panels for over 10 years

Some in their 3rd or 4th generation

We have made these available to LAs and RPs for around 8 years.

Bridport House

The Colville Estate regeneration replaces 438 homes with 925 new apartments.

Milford Hospital HCA Scheme After obtaining outline Planning,

Parsons Brinkerhoff moved to the Developer to detail design the on-site infrastructure and Section 278 works that they had negotiated as part of Planning.

Sub-consultants Many panel members have put together a consortium of sub-

consultants 400 overall Additional sub-consultants can be added for specific projects This gives flexibility to from the right team for each project.

We have no direct contract with sub-consultants You cannot employ sub-consultants directly

Contract Structure 2 tier contractual structure – Framework Agreement

and form of instruction.

Framework Agreements are between us and Panel Members but cover work procured by Partners.

We instruct via a web based system you can instruct by whatever means you wish.

The Panel Member retains full liability for subcontractors and acts as the single point of contact coordinating the work
