According to constitution of 1973 Federal parliamentary system has been divided into three pillars 1.Legislature2.Exective3.JudiciaryEvery branch has its own job

Legislature (Parliament)

Parliament of Pakistan is called “Majlis-e-shurah”

Which comprise of two houses1. The upper house or Senate2. The lower house or National AssemblySenate: The senate comprises of 104 members, who are

elected on the basis of equal representation of the provinces.

Member of senate is called “Senator” Tenure of Senators Is six years.

Powers of Parliament Both houses have equal powers in legislation

whereas NA has more power in financial matters

Budget is exclusively passed by NA Parliament controls the executive. Both the house can fix the limit of judges in

supreme court and can give approvals for other matters regarding their services.

Federal Executive Federal executive has following structure1) President’s Secretariat2) Prime Minister’s Secretariat3) Central Secretariat central secretariat comprises of different ministries and divisionsa) Ministry: Comprises of two or more Divisions. Its

political head is Federal Minister and administrative head is Secretary, an officer of BS-22

b) Division: Administrative Unit like Ministry. Its political head is Minister Of state and administrative head is Additional secretary, an officer of BS-21

Attached Departments: Every Ministry and Division has one or more attached departments.

Subordinate office: Every attached department has many subordinate offices.

Autonomous and Semi autonomous bodies: under control of Ministries and Divisions

Organization of Provincial Government Governor: Head of province appointed by President. He

can continue in the office till the pleasure of president. Chief Minister: Head of Government of province

elected by provincial assembly for five years. Cabinet: There is a provincial Cabinet in each province

whose members are appointed by chief minister Chief Secretary: Administrative head of province Secretary: Administrative head of respective

departments of province Additional secretary: An assistant of secretary Deputy secretary: Head of a branch

Union Government At the lower tier, the Union Administration,

which is a body corporate, covers the rural as well as urban areas across the whole district. It consists of Union Nazim, Naib Union Nazim and three Union Secretaries and other ancillary staff
