Without a doubt, the year that past will be remembered for several key global-scale events: the Minsk agreements, which, although not fully successful, allowed to significantly reduce the number of deaths of civilians and servicemen in Donbas; the reschedulingof ukrainian debts that secured us from a default; a significant decline in oil prices that has shaken the main enemy and aggressor of ukraine.

however, despite some stabilization of the situation in the country and the creation of preconditions for the necessary reforms it is extremely early to speak about systemic changes and sustainable economic development of ukraine.

In 2015, the center ua team made great efforts for the development and adoption of the necessary laws;

we got considerably involved in the promotion of the association agreement and paid great attention to the activization of communities for controlling the policymakers and participation in the country's governance.

however, we clearly understand that it is still too early to talk about the inevitability of the positive changes. therefore, our primary objective remains the same: to ensure the fundamental changes in the system, its maximal transparency and accountability to citizens.

the 2015 was a year of great hopes for quick victories after the revolution of dignity. unfortunately, the reality has forced many ukrainians to get disappointed � we still have not won any decisive victory neither at the battle-front nor in reforming the country. Despite all the efforts of the volunteers, experts, activists, progressive politicians and international partners � the point of no return is still not passed. the system resists, the system is trying to play by the old rules, and the system is abstracted from the reality.

however, the most important task in the ukrainian «a glass of water» dilemma is to understand the main trend � is the level of water actually raising or lowering? and the answer is simple � raising, positive changes are

taking place in our country! Step by step, not as comprehensively as one would expect, but every day we are fighting the Darkness for centimeters of new ukraine.

our team has dedicated the whole year to this fight: advocating for reforms, restarting of the local governments and changing the citizens's worldview. We are on the right track and there is still much work to do!

Increasing the accountability and transparency of public authorities. In particular, increasing the integrity of the parliament, government, candidates for Mps and deputies at various levels.

More than 1 300 candidates SUPPORTED OUR REqUIREMENTS TO INCREASE THE TRANSPARENCY OF POLITICAL FINANCES bY SIGNING THE DECLARATION OF RESPONSIbILITY.

More than 94% of candidates for local councilors and 81% of candidates for Mayors WHO SIGNED THE DECLARATION HAVE FULFILLED THE bASIC REqUIREMENTS.

a number of victories were gained in the parliament. the publication of lists of the Mps' assistants, the increase in transparency of parliamentary committees, the reduction of the amount of so-called «button pushers», progress in the adoption of the bill 1895, that is a punishment for anyone who violates the constitutional provision of personal voting. the cheSNo team created a number of tools that make our Parliament closer to people � «the public reception offices of mps», «a board of shame for the button-pushers», «interest groups».

To improve the financial transparency of political parties and election campaigns CHESNO Movement together with the Institute «The Republic» started a national campaign «Follow the money». In this struggle for transparency in political finances we managed to engage more than 10 000 citizens, interested in influencing the newly elected councils, monitoring the implementation of election promises and doing everything to ensure that political finances in Ukraine were transparent and the politicians were responsible for their words and ready to implement what was promised. between august and october we held 33 public forums and workshops on monitoring political finances, and this topic has become a standard for building a political dialogue. the campaign succeeded in establishing a multilevel dialogue between politicians, citizens, civil society organizations and media.

to disseminate information about the candidates the activists of the campaign «FollowFollow the money» placed infopoints next to the tents of political parties in 10 cities of ukraine.public debates were carried out in Ivano-Frankivsk within the framework of the campaign «Follow the money». Four rounds of debates were held during the pre-election week and the finalists of the second round debated live. the residents of Ivano-Frankivsk were able to address the candidates for the mayor’s seat straight from the central square of the city.

on october 16, kiev hosted the National public Forum that brought together 150 participants from all regions of ukraine: top politicians, civil society activists, experts and concerned citizens. the key issues included the transparency of political finances, the responsible conduct of election campaigns and proper reporting.

the goal of campaigns «Why do we need our local representative?» and «Why do we need our Mayor?» were to explain the role, importance and competences of local representatives and how to «use» local authorities. the leaflets «Why do we need our mayor?» and «Why do we need our deputy» were released both in electronic and printed forms.at the end of the year a video «Why do we need our local representative?» was presented � a two-minute

animation, which in an entertaining and a comprehensive way explains how to «use» local representatives.

to intensify the activities of local government (hereinafter - lG) the project team together with community members carried out a series of public events, advocacy actions, and round tables on the following topics:

advocating for decisions aimed at improving the transparency and quality of lGs;

developing a consolidated position concerning the question of holding elections in Donetsk region (link 1, link 2);

presentation of the research results on the activities of the local councils and deputy corps;

public analysis of the electoral lists of political parties and the candidates for city mayors;

public monitoring of the work of Mps of ukraine, elected under the majority system, in their constituencies;

public control over the actions of the officials of military and civil administrations.

the team of the movement «Strong communities of Donetsk region» be-came an international coordinator of the forum «Donbass-ukraine. the agenda», which was held in Slov'yansk on July 5 and was timed to the an-niversary of liberation of the northern part of Donetsk region. the Forum aimed to provide answers to urgent problems the residents of Donbas are facing, to elaborate and to determine their solutions and communicating this vision to the authorities.

on october 17, 2015 the forum «lo-cal choice of Donetsk region-2015» was held. It brought together about 100 participants of the political pro-cess in Donetsk region. the Forum participants learned about the latest measurements of public opinion and discussed perspectives of the region after the elections and ways to ensure a transparent vote count.

an important part of work was to establish partner relationships with mass media in the region. the team of the movement «Strong communi-ties of Donetsk region» managed to establish friendly partnership com-munication with a number of regional and national media. our research and our journalists’ materials concerning local problems were actively published online by the following media: «News of Donbass», «the Island», «ukrainska pravda» (the ukrainian truth), «the Fourth power», «Depo.Donbas», «Non-political news portal», the web-sites of the cities Slov'yanka, kramatorsk, Mariupol, Druzhkovka, Dobropole, the newspaper «Donbass Speaking» «our Druzhkivka», «provincia», «lyman side» and other media.

During the campaign the activists of «Strong communities of of Donetsk region» traveled almost the entire un-occupied part of the Donetsk region, talked to local politicians, activists and journalists, distributed informational materials With an active participa-tion of our team, for the first time in Donetsk region tV-debates between the candidates for a Mayor’s seat and representatives of parties were held in Slov’yansk, krasnoarmiisk and Dobro-pillia. on the election Day, the activists of «Strong communities of Donetsk region» in krasnoarmiysk presented a situational room for rapid response to problem situations. on the election night our activists carried out a paral-lel vote count in Druzhkivka, Mariupol and krasnoarmiysk. the post-election monitoring of violations that affected the outcome of the elections was equally important � the SRS activists discovered incidents of gross manipu-lation of the election results in the cit-ies of Solodove and hirnyk. after the activists’ remarks in hyrnyk the lists of candidates were checked and the voilations were removed.

ment, representatives of international organizations, civil society, experts, employees of local governments. ac-cording to the results of the Forum, participants of seven thematic pan-els prepared a roadmap for changes which the region needs.

our representatives were frequent guests onair of the public radio, the First National tV channel, the channel 112 ukraine, the public tV and public tV of Donetsk region, Internet tV «ex-plorer», tV company «the orbit» and others.

For more effective communication the team of «Strong communities of Donetsk region» launched a web site gromady.dn.ua, which highlights the most important events of the region and the publications of authors from the cities of Donetsk region. along with that, the popularity of our page on Facebook is growing � over 1140 readers are following it. these re-sources have become an important platform for exchange of information about government transparency and efficiency in the Donetsk region, as well as a place for discussions and new ideas.

During the final stage of studies the participants received a manual «how to contron new local governments», developed by the experts of «Strong communities of Donetsk region».

an important focus of «Strong com-munities of Donetsk region» consti-tuted the organization of trainings for activists, journalists and public figures of Donetsk region. the subjects of the exercises were the following: monitor-ing and controlling deputies and local governments, financial control instru-ments, local elections, building effec-tive communication with the media.

FREEDOM OF SPEECH AND ACCESS TO PUbLIC INFORMATION

as a part of the activities promoting the resource «access to the truth» a short video «all citizens do it.». was designed. to improve the quality of responses to requests for public information a competition «the Star of bureaucratese» was launched.

to promote the resource among older citizens an information video, was created. From May till august it was broadcasted on the channel «ua: First National» and the tV channels that are a part of the National association of broadcasters.

In order to popularize the law of ukraine «on access to public Information» the project team held 15 discussions on the subject of access to public information with public activists, journalists, students, officials in kiev and in regions.

To fight against censorship the Or-ganisation implemented the 3rd International competition «Stop censorship! citizens for Free countries». a special topic was cho-sen considering the conditions of a military conflict and informational war - «human rights above all else». In addition to the expert jury and the jury of Internet users, the jury of members of human rights organizations was involved in rating the participants’ works.

the 3rd International competition «Stop censorship! citizens for Free countries» got into the long-list Freedom of expression awards of the International organization Index on censorship.

in addition, the team of the project freedom of speech and access to public information implemented the following informational events:

an exhibition and a public discussion «Freedom of speech vs propaganda» at the Documentary Film Festival on human rights the Docudays ua;

a presentation and a public discussion with the jury members at the book arsenal (kyiv);

street exhibitions and workshops on art activism at the festival of social innovations ucrazyans (kyiv, zaporizhzhya, chernivtsi);

exhibition of the best posters in the lobby of the kiev metro station «zoloti vorota» (kyiv);

an exhibition contest posters in the public space of lviv;

a public event devoted to the award ceremony for the competition winners and a civic poetry evening in Mediahub open space (kyiv);

the exhibition was also presented by partners - the travelling Documentary Film Festival on human rights the Docudays ua - in kremenchug (poltava region) in the premises of «Space of Ideas».

the following activities were implemented in cooperation with partners:

supporting the mediareform (participation in the media group of «rpr» and movement «Stop censorship!»);

overcoming gender stereotypes in media (link 1, link 2);

information campaign for the elimination of the National expert committee on public ethics.participation in the work of the coordinating group carrying out the all-ukrainian action devoted to the

Memory Day of Gongadze and all the journalists who were killed. at the initiative and with the participation of the groups a working group on the protection of journalists' rights was created at the presidential administration of ukraine.

REANIMATION PACkAGE OF REFORMS (RPR)

For the whole community of rpr and for the communications team of this public platform the 2015 became the first year of a systematic activity in the area of changes in ukrainian legislation. coordinated activities stood behind each of the 55 approved laws. they included preparation of publi-cations, launching a wave of discussions in the media. In addition, more than a hundred media events were held during which the experts explained to the audience of ukrainian media some complex legal provisions. the media-breakfasts for international journalists and representatives of foreign diplomatic institutions have become an important source of information for the international community about the reformation process in ukraine. this and dozens of street actions of direct effect, where the requirements were announced, become headlines to evening news. Much work on social networks was done every day for communication in an environment of thou-sands of people. behind each adopted law there lies daily effort on the formation of public de-mand and public pres-sure in every area of media space.

throughout the year the nGo «center ua» carried out communication support of activities of the largest public platform «reanimation package of reforms.» the team performed the development and implementation of long-term com-munications support to advocacy for legislative changes and permanent ad hoc response.

Media-breakfasts for foreign journal-ists, experts from embassies and rep-resentatives of international organiza-tions that provide technical support to ukraine in the process of reforms became new communication tools in 2015.

actions of direct effect became one of the most effective ways to deliver information to the media, society and authorities.

ANTICORRUPTION, CONSTITUTIONAL, JUDICIAL, AND ELECTORAL REFORMS, REFORMS IN

PUbLIC FINANCE AND PUbLIC SERVICE.

AS A PART OF IMPLEMENTATION OF ITS COMMUNICATION STRATEGY RPR ORGANIZED OR PROVIDED SUPPORT TO 106 events WITH THE PARTICIPATION OF ExPERTS, GOVERNMENT OFFICIALS AND MEDIA

FOR PUbLIC PRESENTATION OF THE RPR’S POSITION ON GOVERNMENT'S ACTIONS IN THE PROCESS OF LEGISLATIVE SUPPORT OF REFORMS OR OF THE IMPLEMENTATION OF ADOPTED LAWS, A STATEMENT OF 71 experts OF THE INITIATIVE WAS PUbLISHED AND DISSEMINATED IN THE MEDIA

DURING THE YEAR THE COMMUNITY OF RPR TOGETHER WITH ACTIVISTS AND

ExPERTS OF THE MOST POWERFUL NGOS HELD 26 actions

the voiced requirements included:

reducing the political influence on judges,

the actual reform of prosecution, the adoption of new legislation about the National police,

a new electoral law for local elections,

the civil service reform,

autonomization of medical institutions,

new legislation for acMh (associations of  co-owners of multi-apartment houses),

the law on public broadcasting and media deregulation.

actions of direct effect became the most popular tool for presentation of the position of rpr in ukrainian tV space. For example, during the cam-paign «Judges in chocolate», where activists demanded to reduce the in-fluence of the presidential administra-tion on the corps of judges, 18 crews were filming the action.

round tables, press-conferences and briefings were held at the premises of both powerful information agencies (ukMc, uNIaN, ukrinform) and at the press-point of parliament as well as at the office of RPR.

another new tool used by rpr for communicating the projects of legisla-tive changes was the public discus-sion of draft laws involving all stake-

holders in a form of a roundtable. an important novelty worth mentioning: the stakeholders and the media were not presented with drafts of laws and documents that have already been registered at the parliament or are already at the stage of revision. this allowed to involve all points of view to the formulation of the final text of a law.

as in 2015, this year one of the most effective tools for presenting the priorities and requirements of rpr regarding the adoption of laws during each parliamentary session week was the «agenda by rpr» – the special-ized infographics that was received by the heads of fractions and members of the presidium of parliament and the parliamentary journalists on the day when the the conciliatory council is held. also, these documents are publicly available on the pages of the most popular socio-political edition «ukrayinska pravda (ukrainian truth)». In total during the year more than 20 of such «agendas» were developed. During critical votings with the as-sistance of deputies belonging to an informal association «the reform club» every parliamentarian received a specialized infographics explaining the importance of the bill, which is rec-ommended to be supported by rpr.

blogging platforms for communicat-ing the positions of experts were provided to rpr by the most popular online editions: the ukrainska pravda, the left bank, ukrinform, lIGabusi-nessInform, the 24 channel. 50 unique publications explaining the adopted laws and the developed reformation laws were prepared under a joint pro-

consequently, the main attention of the project youkraINe.eu (Stronger together) was paid to the implementation of the association agreement. During the period from January till June 2015, we continued to work actively on popularization of the contents of the Agreement, its advantages and benefits for different groups of people, including small and medium enterpreneurs, journalists, students and government officials.

a coMpreheNSIVe INForMatIoN caMpaIGN INVolVING NatIoNal aND reGIoNal MeDIa, aimed at promoting the benefits of implementation of the association agreement, raising aware-ness of the business community and the society (especially in the south-eastern regions of Ukraine) about the benefits of european integration to the economy, business and society overall. thanks to objective and interesting materials that were produced within the campaign, even the traditionally pro-russian media published articles about the eurointegra-tion processes in ukraine. articles about the experience of ukrainian companies at the european market that were pub-lished on the «europeiska pravda (euro-pean truth)» became virtually the only source of information for other media about the positive impact of the Ftz on the ukrainian manufacturers. creation of a regional press center contributed to the growth of professional skills of regional journalists who barely understood earlier the topic on european integration.

a coNSultING platForM for sup-porting ukrainian small and medium businesses that start entering perspec-tive eu markets. business seminars in the framework of the campaign were the only ones with the most extensive program that covered almost all the is-sues of export of ukrainian goods to the eu and attracted leading ukrainian and international experts from the World bank, the big Four and european pro-jects on technical assistance. It was the only unique platform for business that provided free legal advice concerning all product groups. also 5 companies were selected to be assisted in finding busi-ness partners in the eu. at the end of 2015 two companies already signed the first contracts for supplying of goods to the eu.

stronGer toGether – eastFrom July till November 2015 within the information campaign Stronger together we focused our activities on the eastern and southern regions of ukraine, where the sup-port for european integration and public awareness of the opportunities offered by the association agreement are the lowest.

based on a social survey on the perception of european integration and the reforms in ukraine, that was conducted jointly with Gfk ukraine in 6 regions of east and South, centre ua held a complex information campaign involving national and regional tV, radio, online and printed media with a total outreach of 3 million. the research identi-fied the topics about the EU that are of the most interest to the residents of the East as well as the most comprehensive presentation formats. as a result the campaign was the only one that provided information on european integration processes in ukraine in the form, which is accepted in the east and South of ukraine. all informa-tion materials produced within the campaign enjoyed great popularity, as evidenced by the large number of views.

Mps who during the tenure skipped more than 25% of the sessions or meetings of their commissions. the monitoring results were widely distributed in media,

half of the deputies-absentees decided to no longer run for their positions. before the elections cheSNo issued and spread in different regions of ukraine 6 newsletters with the total circulation of 100 thousand copies. they included infographics about the deputies-truants who were again nominated by parties for local councils.

we conducted a monitoring of activities of the deputies of 31 city and reGional councils in 22 reGions OF UkRAINE. AMONG NEARLY 3 000 of deputies ANALYZED IN REGIONAL CENTERS – IN CITY AND REGIONAL COUNCILS – WE FOUND ALMOST 1 300 absentees

activists of cheSNo led the campaign based on the methodology developed jointly with the coalition partners - law-yers of the NGo Media law Institute.

the initiative of cheSNo social move-ment was taken up by activists and journalists in smaller communities. the methodology created by cheSNo for analysis of the deputies’s attend-ing their councils was carried out in district centers and towns. this was a unique nationwide monitoring in the whole history of independence, which managed to involve activists from all over ukraine.

In addition to all that was mentioned above, in 2015 the cheSNo team began to explore the history of the candidates’ previous participation in local elections from 1998 till 2010. the study established when and to which local councils more than 40 000 people tried to be elected. this data formed the basis for a tool «politi-cal trajectories» currently displayed on the website vybory.chesno.org.

We explored the work of 28 Mps, whose establishment and interests were linked to Donetsk and lu-gansk regions. by means of articles, blogs and infographics the activists of «Strong communities of Donetsk region» covered:

attending and activity of deputies’ voting

Individual voting for most relevant laws: on Donbas, the laws concerning social and economic development, foreign policy and legal aspects, as

well as contry’s security

analysis of the MP’s financial declarations.

using direct actions urged the re-gional Mps to work. the campaign on the Mps' reporting to the community was launched in 5-majoritarian constituencies out of 9 cities involved in the project (krasny lyman, artemivsk, Slavyansk, krama-torsk, Druzhkivka, kostiantynivka, Dobropillia, Dymytrov, krasnoarmiisk). activists together with community representatives gathered signatures, wrote articles and addressed the deputies of the region requesting to report about six months of their work. as a result of this campaign the Mps kostiantyn Mateichenko and Maksym Iefimov prepared a series of reports. the work of Mp Iurii Solod was also discussed in public.

a special focus of center ua’s attention was aimed at the east of ukraine, where the team of project “strong communities of donetsk region” (scd) worked in three areas:

one of the activities of the «Strong communities of Donetsk region» team during 2015 was investigating, inform-ing and changing the openness and quality of work of local governments (lG) in 9 cities of Donetsk region. the work was implemented in three areas: (1) exploring and analyzing the open-ness, (2) supporting and coordinating social activities on improving quality and transparency and (3) advocating for decisions that have to empower communities to control and influence the lGs.

beyond the main activities, in the context of the election campaign for elections of deputies of local councils and mayors in the autumn of 2015 the ScD also supported the work of civil society initiatives aimed at increas-ing the openness and transparency of electoral process, and public monitor-ing of the observance of electoral law. also a series of educational materials

for voters was published: the expla-nations in the form of leaflets and articles.

Within the analysis of transparency and quality of work the team «Strong communities of Donetsk region» investigated the openness of local councils in the mentioned cities of the region according to a special list of criteria. a created methodology coverd the availability and quality of perfor-mance of the interaction mechanisms between members of local communi-ties and LGs; the efficiency of com-munication channels, the nature of in-forming by various means; the quality of feedback given by employees and local government officials. According to this technique the analysis was fol-lowed by a public presentation of its results at a roundtable involving repre-sentatives of civil society and lG pub-lic officials. A relevant study allowed to identify the potential problem fields and to optimize the tools for further activities, to form a series of specific actions to change the quality of lGs. the results were presented to the pub-lic and local authorities.

Special attention was paid by the team to adoption and content аnalysis of the regulations of local councils as special normative legal acts that

could allow expansion of interaction between local communities and lGs beyond statutory documents of the community.

In order to ensure the legitimacy and transparency of the local election campaign, joint monitoring centers were established at local levels to ensure the control over the voting procedures on the election Day, and to hold parallel vote count. thanks to the teams of «Strong communities of Donetsk region» in krasnoarmiysk and Mariupol the so-called Situational rooms were provided as platforms for interaction of civil society representa-tives, political parties and media to communicate on the election day and during the vote count, which allowed to consolidate efforts and to prevent crime and ensure transparency of the election results. also, the team imple-

mented a number of communication meetings where publicly presented the results of the candidates’ analysis, and organized the first ever regional public debates between the candi-dates.

also our activists in the east investigated the revenues of the representatives of regional administrations, city mayors, deputies and even of the representatives the of law enforcement agencies in the region.

together with the experts of the anti-corruption group of the reanimation package of reforms and the Media law Institute the team of cheSNo developed and advocated for the adop-tion in the first reading (253 votes «in favor») of a draft law 1895 to impose penalties on an Mp for the violation of requirements regarding personal vot-ing. the law provides serious penalties for violators, including deprivation of

the right to take part in 10 meetings and deprivation of the leading positions in the committees of Verkhovna rada.

After the first reading the draft law was sent back for revision by the regulation committee. activists and authors of the law are making efforts for it to be submitted for the second reading and adopted as soon as possible.

the activists of cheSNo managed to influence a number of provisions to the law on public funding of par-ties and to achieve a higher level of compliance with the electoral law, which previously did not include a part

on sanctions and the transparency requirements were not fixed by the legislation,in particular, the publication of financial declarations of the can-didates for deputies and for the posi-tions of city mayors.

the decree of the head of Verkhovna rada Volodymyr Groisman on some issues concerning the coverage of activities of the committees of the Verkhovna rada of ukraine and of the members of parliament of ukraine became a powerful shift towards transparency of the parliamentary committees and was a step forward to meet the demands of the activists of cheSNo and other public initia-

tives. also the parliament adopted in the first reading the law supported by CHESNO and RPR regarding the ensuring of transparency and access to information about the activity of Verkhovna rada of ukraine, its com-mittees and members of parliament of ukraine. however, there is still a long way to go to ensure full transparency and openness of the committees.

the team of «access to the truth» col-laborated with partner NGos on advo-cating for the draft law № 2913 «On Introducing amendments to certain

laws of ukraine on access to public information concerning the improve-ment of separate provisions».

the team of «Strong communities of Donetsk region» conducted an advo-cacy campaign on enhancing transpar-ency and efficiency of local govern-ments.

after the «relaunch» of the local coun-cils the team of «Strong communities of Donetsk region» together with local activists and representatives of some deputies suggested project documents for the introduction of a mechanism of interaction and control over the decision-making processes on a local level. In particular, they proposed draft regulations on local initiatives, public

hearings, e-petitions, the procedure for reporting of the Mayor and city council deputies, the procedure for publishing information about municipal compa-nies and institutions and so on. Some of these proposals - as, for example, the electronic petitions in krasnoarmi-ysk - were implemented in 2015, the process of promoting and public dis-cussions on other initiatives continues.

as part of the campaign «Stronger together» the political dialogue was established and a number of important eurointegration laws were advocated for effective implementation of the associa-tion agreement and the Free trade zone.

With professional ukrainian and interna-tional experts and consultants in Febru-ary 2015 we developed and presented the roadmap of european integration reforms and signed the Memorandum of cooperation for the joint execution of the european integration agenda in the parliament.

During the reporting period the following laws from the roadmap of european integration reforms were adopted and registered:

1065 «on technical regulations and assessment of compliance» (as a whole)

2250 «on the natural gas market» (as a whole)

2591 «on transparency in extractive industries» (as a whole)

2845 «on the safety and hygiene of forages» (registered)

2431 «on transparent rules for imposing fines» (registered, at of end of the year - adopted in the first reading)

2168а «on Increasing the Efficiency of Control over Economic concentrations» (registered, at of end of the year - adopted in the first reading)

a comprehensive and complex com-munication support of centre ua greatly contributed to the success of rpr in ad-vocating for laws and establishing part-nerships with the entities of legislative and executive power. thus, in 2015 55 laws supported by of rpr were passed. among them there are some crucialy important ones for supporting democ-racy in ukraine: the civil service laws, the laws on deregulation of the media, on establishment of the State bureau of In-vestigations, on prevention and fighting political corruption and etc.

the campaign on communication sup-port of advocacy for adoption of the law on public Service was the longest and most successful. During the year three round tables, five press conferences, two street actions were held, twelve materials were published in the most popular social and political issues, a media-breakfast was held for journalists and foreign diplomatic missions. com-munication activities accompanied each stage of adoption of the law: its registra-tion, the first reading, the revision pro-cess in the committee and the second reading.

in addition to the alreaady available informational and interactive websites ofprojects in 2015 we launched several new online tools which substantially increased the level of audience engagement in public activities and simplified access to the socially important information.

the team of chesno developed four new online tools to improve the financial transparency of political parties and election campaigns:

the first in Ukraine mobile app that allows to capture political advertising (billboards, city lights and other outdoor media) and immediately place it on the map. the app enabled

to turn the process of tracking election campaign funds spent on outdoor advertising into an interesting activity. In the first two weeks of the application’s operation citizens

which gathers information about the corruption schemes and the names of those who «were detected» in jour-nalistic investigations conducted by «Our Money», «Ukrainska Pravda», The anti-corruption action centre , Slidstvo.Info and other leading anti-corruption initiatives. In 2015 the catalog started working in a test mode, the read were able to get acquainted with the first 100 cases.

the tool was developed as part of the idea of institutionalization of political memory in ukraine. Its main purpose is to unite, organize and expand the results of work of investigative-journal-ists on a single website. thus, in the future, voters, journalists and activists will be able to find information about people and legal entities potentially involved in corruption more quickly and with less effort.

For the convenience of voters the cheSNo movement created an inter-active map with the addresses of the parliamentary deputies’ reception of-fices. This tool allows citizens to find the nearest to them reception office of an Mp, the reception of an Mp they are interested in or the receptions of all members of a particular parliamentary

faction. Information for creating this map was collected from the official deputy and party websites as well as from the analysis of electoral districts made by opora. In addition, the cheS-No movement asked the Verkhovna rada factions to provide addresses of the reception offices of parliamentary deputies.

the cheSNo tool the «Interest groups» allows to see the connections between the Mps based on joint initiation of laws.

although all the raw data is available on the official website of the Parlia-ment, a quick way to see the main legislative partners among the deputies

did not exist prior to the emergence of the cheSNo tool.

as described in the publication of cheSNo, an intensive legislative inter-action may indicate the relationships between deputies beyond their belong-ing to one faction or committee.

the team of the project «freedom of speech and access to public information» has optimized the website «acceSS to the truth»

located on the platform of ukrainska pravda. It was transformed from a service-only into an information and service resource. In practice, this has opened up op-portunities for carrying out and publishing journalistic investigations made based on the requests for information, for updating the news feeds and for creating blogs by the website users.

In 2015, the website «access to the truth» became one of the ukraine's largest open data bases.

the «stronger together» team developed the aSSocIatIoN aGreeMeNt NaVIGator

an online tool, created to monitor the adoption of european directives in the framework of the association agreement (including the directives from sections 5 and 6 of the agreement). the Navigator's main objective is to inform the public about the progress and current challenges in implementation of the association agreement by ukraine.

In the first half-year of 2015 in order to optimize the organization’s struc-ture of the NGo center ua and to di-vide responsibilities among its Man-agement, it was decided to eliminate the control and revision commission and to delegate all these functions to an independent collective body - the Supervisory board. the correspond-ing changes were approved by the General assembly of the organiza-tion and in april 2015 were registered in the Department of Justice of podolskiy district in kiev.

an important tool for running all the management processes of the organization is the crM-system spe-cifically designed and implemented this year. Its main options include the possibility of online voting and automatic generation of final proto-cols; personal cabinets of the team members with all the necessary information for work; the projects teams structure; electronic newslet-ters; the book of internal rules and procedures; the vocations account-ing system and etc.

the operational plans of activities were created for all the projects of the organization focusing on the meeting the strategic plan indicators. the monitoring and correction of the

plans’ implementation takes place at least once a month at the working meetings with the project managers. on a daily basis all the activities and internal processes are monitored to be in accordance with the internal policies and procedures of the or-ganization.

a subsystem of management ac-counting was created, which allows to perform accounting of planned and actual costs depending on the «expenditures categories», «Donors», «projects», «currency», «period» and allows to analyze them over time. The subsystem includes modified documents of standard configuration as well as new ones.

the work on improving the internal procedures continued together with the control over their compliance with international standards. Special attention was paid to the external audit, gender policy and procurement procedure. today the procurement procedures are based on a multi-level approval system to prevent any abuse in this area.

In the beginning of 2015 an employee survey was conducted, which included analysis of environment within the team, staff assessment of their un-derstanding of the work approaches, the range of competencies that need expansion. as a result some measures were taken to optimize the teamwork, including specialized trainings for the team members. also in 2015, the

organization completed the uSaID diagnostics of gender sensitivity.

Due to the new challenges and chang-es in the priorities of the reforms for the country’s development in Septem-ber 2015 the organization started to work on developing a new strategic plan for the next three years. as a re-sult, series of strategic sessions and workshops were held, both within the team and with the involvement of ex-ternal facilitators. all the results were presented to a wide range of partners and donors on December, 11. the Organization identified its main task for the years 2016-2018 as “directing the energy of society in to a construc-tive way for systematic progressive changes”. the implementation of these plans is expected in the frame-work of the "National public policy-campaign on reforms for democracy", which includes but is not limited to:

providing equal access of citizens to politics;

establishment of an independent system for auditing public funds use and a system for controling public of-ficials.

to diversify the sources of funds for the project activities the organization plans to increase the share of funds from businesses and individuals.

With this purpose, some technical tools were introduced. thus, everyone who wishes to support our projects can take advantage of the convenient

services available at liqpay.com, which is integrated into our webpage and the facebook account. In addition, we cre-ated personal on-line offices in the in-ternal crM system which are a quick and easy tool for making contributions to support project activities simply by using a bank card.

During the year, we were able to at-tract citizens and businesses funds for the project activity in a total amount of 100 thousand. and 27 hryv-nas. however the most of the support is still provided in the form of services (free space for events, consultations of experts etc.).

the management of the organization systematically reports to the Supervi-sory board and engages its members to the development of strategic docu-ments. Within the year two meetings of the Supervisory board and two Gen-eral assembly meetings were held. an integral part of the organization’s reports to its members is the informa-tion about the major initiatives and upcoming projects.

In addition, the organization has passed the external audit, the results of which are attached below.

the llc «audit company uhy prostir ltD» conducted independent audit of general financial statements of NGO centre ua that comprise the accounting Balance Sheet (form № 1-m) and Income Statement (form № 2-m) for the year end-ed on 31st December 2015 in accordance with the national regulations (standards) of accounting in ukraine.

The audit of the financial statements was conducted in accordance with the Law of Ukraine: «On Audit Activity» dated by April 22, 1993 № 3125 and with the International Standards of auditing is-sued by the International auditing and as-surance Standards Board (IAASB) of the International Federation of accountants (IFac).

the audit also included the assessment of conformity of used accounting policy, accepted accounting estimates, made by

the management, and the general sub-mission of financial statements.

No significant drawbacks or inaccord-ance with the requirements of the ukrain-ian National accounting Standards were identified during the audit.

The results of the audit state that the fi-nancial statements of the organization in 2015 in all essential aspects are prepared in accordance with the ukrainian National Standards of accounting (NSa).
