ANDALUSIAN NETWORK OF NATURAL PROTECTED AREAS (RENPA)
The Autonomous Community of Andalusia is the competent authority on
protected areas, including national parks.
The purpose of the protected areas is the conservation of natural values and
sustainable development.
The Andalusian Network of Natural Protected Areas is an integrated and
unified system that comprises all the natural sites in the Autonomous
Community which enjoy a special protection regime.

This protection category was created in the Law December 7th 1916.
100 years later, the Law 30/2014, December 3rd, on National Parks (BOE no. 293, December 4th
2014) defines it as:
“National parks are natural areas of high ecological and cultural value, barely transformed by
exploitation or human activity that, because of the beauty of its landscapes, the representativeness
of their ecosystems or the uniqueness of its flora, fauna, geology or geomorphological formations,
possess outstanding ecological, aesthetic, cultural, educational and scientific values whose
conservation deserve preferential treatment and is declared as a general interest of the state”.

Por el Decreto 24/2007, de 30 de enero (BOJA núm. 27, de 2 de febrero) se regula la gestión de los
Espacios Naturales de Sierra Nevada y Doñana, confluyendo en ella las figura de Parque Nacional,
cuya gestión fue traspasada por el Estado a la Comunidad Autónoma en el año 2006, y Parque Natural.
Los Espacios Naturales de Doñana y Sierra Nevada integran las figuras de ZEC, ZEPA y Reserva de
Biosfera

NATURE PARK (24)
Ley 42/2007, de 13 de diciembre, del Patrimonio Natural y de la Biodiversidad: esta figura
viene definida como:
“Los Parques son áreas naturales, que, en razón a la belleza de sus paisajes, la
representatividad de sus ecosistemas o la singularidad de su flora, de su fauna o de su
diversidad geológica, incluidas sus formaciones geomorfológicas, poseen unos valores
ecológicos, estéticos, educativos y científicos cuya conservación merece una atención
preferente”.
NATURE RESERVES (28) AND NATURAL AREAS (35)
Ley 42/2007, de 13 de diciembre, del Patrimonio Natural y de la Biodiversidad (BOE núm. 299,
de 14 de diciembre de 2007) la define como:
“(…) espacios naturales, cuya creación tiene como finalidad la protección de ecosistemas,
comunidades o elementos biológicos que, por su rareza, fragilidad, importancia o singularidad
merecen una valoración especial”.
Ley 2/1989, de 18 de julio, por la que se aprueba el Inventario de Espacios Naturales Protegidos
de Andalucía, y se establecen medidas adicionales para su protección: Parajes Naturales son:
“(…) aquellos espacios que se declaren como tales por Ley del Parlamento Andaluz, en atención a
las excepcionales exigencias cualificadoras de sus singulares valores, y con la finalidad de atender a
la conservación de su flora, fauna, constitución geomorfológica, especial belleza u otros
compenentes de muy destacado rango natural”.
NATURE MONUMENT (49)
Figura definida desde la Ley 4/1989 y actualizada por la Ley 33/2015, de 21 de septiembre, por la que
se modifica la Ley 42/2007, de 13 de diciembre, del Patrimonio Natural y de la Biodiversidad (BOE
núm. 227, de 22 de septiembre de 2015) como:
“(…) espacios o elementos de la naturaleza constituidos básicamente por formaciones de notoria
singularidad, rareza o belleza, que merecen ser objeto de una protección especial.
“Se considerarán también Monumentos Naturales los árboles singulares y monumentales, las
formaciones geológicas, los yacimientos paleontológicos y mineralógicos, los estratotipos y demás
elementos de la gea que reúnan un interés especial por la singularidad o importancia de sus valores
científicos, culturales o paisajísticos”.
PROTECTED LANDSCAPE (2), PERIURBAN PARK (21) AND CONCERTED NATURE RESERVE (5)
Paisaje Protegido: “partes del territorio que (…) por sus valores naturales,
estéticos y culturales, y de acuerdo con el Convenio del paisaje del Consejo de
Europa, consideren merecedores de una protección especial” (Ley 42/2007, de
13 de diciembre, del Patrimonio Natural y de la Biodiversidad.
Parque Periurbano: “Se entiende por Parques Periubanos, aquellos espacios
naturales situados en las proximidades de un núcleo urbano, hayan sido o no
creados por el hombre, que sean declarados como tales con el fin de adecuar su
utilización a las necesidades recreativas de las poblaciones en función de las
cuales se declara” (Ley 2/1989, de 18 de julio.
Reserva Natural Concertada: “Se entiende por Reserva Natural Concertada
aquellos predios que, sin reunir los requisitos objetivos que caracterizan las
figuras declarativas previstas (…), merezcan una singular protección, y que sus
propietarios insten de la Administración ambiental la aplicación en los mismos de un
régimen de protección concertado”.

LANDMARKS IN THE PROTECTION OF NATURE
Se protegen 61 espacios naturales mediante la Ley 2/1989, del
Parlamento de Andalucía. Se crean órganos de participación.
Se declaran los primeros parques, reservas y parajes naturales.
Se aprueban los instrumentos de planificación y el primer Plan de
Desarrollo Sostenible de la Unión Europea: Doñana.
Se declara un nuevo parque nacional (Sierra Nevada), nuevos
parques naturales (Estrecho) y monumentos naturales.
Se aprueban nuevos PDS.

Integration of Protection Regimes: in 1999 the concept of Natural
Site was created, to integrate adjacent PA's (National Park +
Nature Park).
Connected Network: connectivity.
Objective of protection: fauna, flora, habitats, geological features, land
uses (agriculture, forestry, livestock and pastures, hunting, fishing…).
