1.0 Executive Summary
This proposal seeks financial assistance to restore coastal aquatic environment for the better living
conditions of the poor and vulnerable people living the in the vicinity of the coastal lagoon which
passes through the Sainthamarthu DS division in the city of Kalmunai. At present the lagoon is at the
verge of contamination and emits bad smell to the surroundings. The purpose of the project is to
improve the quality of the water thereby enhancing quality of the environment to achieve social
and economical benefits. The project delivers benefits to the poor people who constitute around
50% of the population . There are 20% of the people, mostly children, identified as the most
vulnerable to health risk if immediate actions are not taken . The main activities of the project are
awareness creation and cleaning up of the lagoon . The project implementation strategy mainly
focuses on ensuring the sustainability by promoting community ownership and continual operation
and maintenance by the Kalmunai Municipal Council. The project will be implemented by the works
department of the municipal council and the project support unit of it will monitor .The total budget
of the project is 1.35 million LKR of which KMC contributes ) 0.18 million
2.0 Introduction
The coastal lagoon is situated in
village called as ‘Thona’ by the native language of the people . Over the past three decades ‘Thona’
has been encroached in its boundaries and its width is narrowed down at the south end as depicted
in the Photo-1. The December 2004

2.1 The problem to be addressed
Environmental remediation of Thona has been identified as the top priorities in the participatory
development plan prepared by the Kalmunai Municipal Council in 2012 . It was identified as the major
contributor for the ground water pollution at Sainthamruthu.
The core issue is the deterioration of the water Quality due to

which have been used to throw the rubbish unlawfully by the inhabitants of the city . The people
who live around the vicinity always complain to the municipality that there people who dump their
garbage from the motor bikes during the night hours as the coverage of Solid waste collection route
is approximately 60% ( ie 60% of the streets are covered by the collection vehicles )
2.0 Discharge of wastewater directly into the lagoon :- Some residents and restaurants have directly
connected their outlet of the septic tank to the lagoon.
3.0 Outlets of storm water drainage canals discharge untreated grey water in to the lagoon:- Some
residents have connected their grey water outlets to the storm water drainage canals .
4.0 Stagnation of water and growth of aquatic plants :- The banks , middle reach are full of sediments
and boulders , the thona has not been dredged fully after the Tsunami disaster , the sand bar at the
mouth of the lagoon is also not open periodically
The causes of this issues are of various nature such as, lack of public awareness , inadequate service of
solid waste collection ,incapacity of the local authority in terms of machinery and equipment and
ineffective law enforcement by the local authority and other Government Institutions . These are due
the factors that are associated with the policy of the government and local authority such as less focus
on Pubilc communication and education programmes , low priority to the pollution control among the
policy makers ( Politcical leaders ) and the government officers , inadequate level of the capital
investment , poor business planning in the local authority and insufficient capital assistance from the
central Government

2.2 The strategy of Kalmunai Municipal Council
Since Tsunami disaster , Kalmunai Municipal Council has been undergoing changes in its service delivery
to the public . During the ethnic war period the local authority was mostly administrated by the
appointed officers. Since 2006 , the elected council has become the policy making body representing the
public.
There have been continuous developments in the governance of the system , public grievance redress
mechanisms were initiated during 2009 and 2010 . Community based construction programmes were
implemented with the support of UN-Habitat , UNOPS and The Asia Foundation ect .
The following are the strategic directions towards which the environmental management and service
delivery are mobilized
1.0 Participatory planning , participatory budgeting and preparation of midterm plans :- The city is
divided in to 10 clusters and there are community consultation workshops conducted to identify the
needs from the community .
2.0 Formation of Environmental coordination committees and inclusion of community members into
the sub-committes .
3.0 Appointment of public relation officer and grievance redress mechanism :- Complaints and service
requests are recorded in a systematic way and the summary of actions are reported quarterly to the
public .
4.0 Community based construction programmes . To promote community ownership and sustainability
and to create employment in the project area , community based organizations were involved in the
construction programmes .
5.0 Coordination among the state and private organizations were established . There have been
number of private public dialogues undertaken to identify the gaps in communication .
6.0 Establishment of DRR unit in 2012 to achieve disaster resilience in the city .
2.3 The project area and beneficiaries
As Shown in the map below the direct beneficiaries of the project are the people who live around
the coastal lagoon in the Grama Niladari divisions Sainthmaruthu 08, 10 ,12 ,13 ,15 and 17 .The
statistical hand book of Sainthamarutuhu -2012 division indicates that there are 7803 families live
in the divisional limits and out of it 2590 families live in the surroundings of the coastal lagoon .

The families of direct benefit is 33% of the total population of Sainthmaruthu. The percentage of the
poor people ( ie the Samurdhi recipients) is 46% of the population the coastal lagoon area as indicated in
the table -1. The children at age 5 and below are 17% of the total population and with the disabled and
aged the most vulnerable population to health risk is 20% . The livelihood information indicates that
there are 33% of the families depend on fishing .
Since there are significant amount of fisherman ,this project will have economic benefit in addition to
the environmental and health benefits. The impact of the project such as s increase in tourism activities
will also help the unemployed to seek jobs .

3.0 Rationale
The development of the coastal lagoon is proposed to be implemented in two phases .In the first
phase the environmental remediation will be carried out, in the subsequent phase the recreational
facility improvement will be implemented to increase the revenue to the council.
Overall Objective :- Contribute for Improved health and living condition of the 3000 families
living in the coastal lagoon area , in particular the poor and children under age five .

Kalmunai Municipal Council for the benefit 4000 direct beneficiaries The project is designed to
increase the local awareness , to build capacities of municipal council .

4.0 Activities
4.1 Conduct household baseline survey
This survey is done to collect to understand the current practices of solid waste
management and to know the volume of the waste collected with respect to that of
generated . The survey also have objectives of understand the attitude and behavior of the
community to propose the most appropriate means to collect the solid waste or to promote
the home composting or bio-gas generation .
The survey is done by the field officers hired from the CBOs , the tentative duration is 2
Months .

source separation and mobility towards communal bins) .
4.2 Preparation of the solid waste collection plan for the Sainthamaruthu village
The existing plan has to be updated with the participation of the community. Outcomes the
baseline survey to be consulted with the stakeholders and the final plan will be prepared.

4.3 Community communication program
The communication programs will be conducted in collaboration with the CBOs and the
regional health department . These programs are door to door campaigns, pocket meetings
, awareness sessions in schools and street events . At selected places sign boards will be
installed
Deliverables :- 4000 awareness materials distributed to the community , 4000 houses
visited by the social mobilizes , 20 meetings conducted , 10 schools and 2000 students
reached and 15 sign boards installed
4.4 Clean up of campaign with the participation of CBOs and School children
There will be number of clean of campaigns undertaken with the participation of school
children , CBOs , Sports clubs and government officers . The banks of the lagoon will be
cleaned by the volunteers .

4.5 Dredging of the Lagoon.
This is done the equipments obtained from the project. 5 more additional tractors will
be hired to expedite the operation

5.0 Project Management and mechanisms
For the successful implementation of the project , the project will be implemented in collaboration
with the state and social institutions such as the Kalmunai Municipal Council , the Divisional
Secretariat , the Coast Conservation and coastal resource management , The office of medical
officer of health , the irrigation department , the urban development authority and the central
environmental authority .
The project support unit of the municipal council under the works department of Kalmunai
municipal council , is responsible for monitoring of the project ,preparing progress reports ,data
collection and coordination between the agencies and other necessary tasks that needed to be
carryout in respect of project implementation .
5.1 Involving the Community based organizations
. All the procurement works will be done according to Financial Regulation (FR) of the
Government; wherever possible community based will be given preference to promote
community ownership and sustainability . Municipal Finance committee will decide to
implement the construction employing the contractors and suppliers by open competitive
bidding , Community based organizations will also be given opportunities in the tender process.
6.0 Monitoring and evaluation
The project will be monitored regularly to identify the direction , progress and achievement . It will be
verified whether planned outputs and indicators are achieved with the use of the logical framework
matrix . The shortcomings and resource shortages will be corrected to deliver the project in time .The
project support unit of the municipal council will undertake the monitoring activities .
In addition to that , a steering committee will be formed for the monitoring of the project. This will have
monthly field inspection and feed back to the project. This steering committee constitutes

� Executive staff of the line departments
� Representatives of CBO
� Representatives from Community ( senior citizens )
Weekly progress report will be prepared by the program manager indicting the key achievements
,changes and problems or issued faced by the Project .
There will be a debriefing meeting to be held before the project implantation to introduce the project
and to select the members for the steering committee of the project to ensure active and committed
people are involved in the project monitoring from the community
6.1 Evaluation
The evaluation will be done in two ways such that external and internal . At the end of the project an
independent organization will be outsourced to perform the evaluation .
For the part of internal evaluation , Kalmunai Municipal council will evaluate project at the end of the e
quarters in order to learn lessons from the project for improving its effectiveness .
7.0 Sustainability
7.1 Budgetary provisions to operate and Maintain the equipments
Kalmunai municipal council will allocate for additional resources in its annual budget to routinely clean
the lagoon and for solid waste collection . It has already engaged in income generation activities from
the various type of business and tax creation activities.
Regular maintenance activities such as cleaning the drainage canals , repair of blocked and broken
earth bunds, retaining walls and roads, will be carried out by the works department of the municipality
7.2 Promotion of Community ownership and maintenance by the Community
It s planned to get community involvement at all the stages of the projects ie Planning, Implementing
and the maintenance.
1. Manage the improved utilities and infrastructure with community participation and community
ownership, by involving community bodies in the project monitoring .
2. Awareness promotion and community education by the CBOs in collaboration with the
Municipal health department .
4 Manage the Drains garbage free and a sound, hygienic environmental location, by introducing
community based cleaning programs .
