The RE:FIT Public Sector Energy Efficiency Programme
Roger Simpson-Jones, Local Partnerships
21
• Increasing energy bills
• Need to reduce property operating and maintenance costs
• CRC charges and green taxes
• Potential to generate own energy and revenue from properties
• Corporate social responsibility
• Desire to improve building environment
The cost of doing nothing is rising
Drivers for energy efficiency
22
Local Partnerships
• A joint venture between HM Treasury and the Local Government Association
• To help the public sector deliver locally
• A practical ‘hands on’ organisation
• Offering commercial expertise across wide range of services including estates, waste, funding solutions, assurance reviews & PFI efficiencies
• Funded through grant and fee-earning work
• Energy Performance Contracting model (EPC)
• Guaranteed savings
• Framework of Energy Service Companies (ESCos)
• OJEU compliant
• Available to UK public and third sector
• Helping participants deliver 'spend to save type schemes'
• Local Partnerships has been appointed by DECC to provide support to clients outside London
RE:FIT allows public bodies to make substantial cost savings, reduce energy bills and the carbon footprint of their buildings
Introducing RE:FIT
Why participate in RE:FIT?
24
RE:FIT provides guaranteed energy and water savings plus a number of other potential benefits:
• New and better equipment installed (failing systems can be prioritised)
• Reduction in maintenance backlog
• Reduction in maintenance costs
• Improved systems provide better building knowledge and early issue awareness
• Improved environment (air quality, reduction of hot/cold areas etc…)
“
Maintenance backlog
Large infrastructure
Quick fix / fast track projects
Optimising existing sites
Payback of the investment is guaranteed with the delivery risk transferred to the ESCo
25
Energy Conservation Measures
• Lighting upgrades and controls
• Boiler upgrades and replacement
• Combined heat and power (CHP)
• Heating controls
• Heat recovery
• Cooling and air-conditioning systems
• Building management systems
• Voltage optimisation
• Variable speed drives
• Building fabric improvements
• District heating
• Solar - photovoltaic panels
• Solar thermal
• Water saving measures
How RE:FIT works
• Data analysis & opportunity assessment
• Ascertain potential savings, costs and payback period
• Funding approach agreed
• Run mini-competition to select an ESCo and preferred solution
• Guaranteed energy savings identified
• Energy Conservation Measures installed
• Measurement and verification to confirm savings achieved
Local Partnerships provides the support to help clients from specificationthrough to procurement close and into project delivery
Procuring an energy performance contract
• Energy performance contracts are typically high value and therefore have two main procurement routes: undertake your own “OJEU” type tender or use an energy performance contracting framework
• In selecting a framework provider there are a number of questions to consider:
• Who owns the framework and how robust is it?
• How much will the framework owner / support partner get paid -either directly or indirectly - for their support and use of the framework?
• What support will be provided?
• How long will you be paying support costs for?
• Is your selection of a framework / support partner compliant with public procurement rules?

RE:FIT working for the NHS
• Over 20 NHS Trusts participating in RE:FIT
• Experience across a range of facility types – critical, acute, non-acute, mental health, clinical commissioning groups
• Applicable for projects from £500k to £5m+
Newham University Hospital:- Significant over performance (20% higher than
contracted savings – all retained by Newham).- Tackled buildings being overly hot or too cold- Payback in under 5 years- Awards include “Best use of innovative financing”
“I chose to use the RE:FIT Framework because it was tried and tested, OJEU compliant and easy to access. It has shown the benefits, support and savings that can be achieved as a programme and also allowed the best solutions to be taken up by the organisation."

The Carbon and Energy Fund – What do we do?
“The Carbon and Energy Fund (CEF) is a co-creation with the NHS for the NHS and now
the wider Public Sector, delivering infrastructure upgrades that guarantee energy, carbon and cost savings. With a
proven track record and in-depth experience of procurement, engineering, legal and
finance, CEF is the only organisation that successfully guides Public Sector clients
through the complex processes involved.”

Smart Grid Energy Balancing Services
for the Health Sector
Presentation to: Sustainability, Coventry 2015
About | Open Energi
Open Energi works with large
energy users to generate
revenue from energy-intensive
equipment. We are:
•Helping National Grid to balance
electricity supply and demand
•Building the world’s first demand
side power station
•Cutting UK CO2 emissions
•An approved National Grid
Demand Response Aggregator
Background | Timeline
Health Service | Challenges & Initiatives
How to monetise energy intensive equipment to offset rising energy
and health service delivery costs
*Source: Energy Live News
Supply | Old Energy Economy
• Linear value chain with limited demand-side participation
• Does not support the UK’s* or European Commissions* targets to
transition to a renewable energy policy by 2020
• New policy has created change - customers now take and provide
service back to grid
* 30% UK target / 20% European Commission target
Supply | New Energy Economy
• Bidirectional “smart-grid” value chain provides the opportunity to
participate in the revenue generating demand-side balancing market
Supply | Capacity Crunch
Fears of a capacity crunch as energy
surplus falls below 2%
Supply | Capacity Crunch
3.7 GW power production closing or at risk for winter 2015
Supply | The Renewables Challenge
30% of the UK’s electricity supply to come from renewables by 2020
Major changes to the way electricity is
generated:
•Need to develop infrastructure to
accommodate rapid growth in wind
generation
•Unpredictable wind generation creates
additional balancing costs currently
passed to energy consumers
•Open Energi’s solution helps the UK move
to a low carbon future reducing balancing
costs with increased flexibility

Lessons learnt LOW-LEVEL BUY IN.
○ at least as important as senior buy in.

people involved.
○ Involve them and encourage participation
ASK THE EXPERTS
○ If you don’t speak to the right people, you wont get the right answers
STRATEGY
○ A strategy is essential.
