INTRODUCTION Understanding underlying drivers of deforestation

and forest fire is critical in finding solutions of the problems,

Issues surrounding deforestation and forest fire in Indonesia include : law enforcement and compliance, livelihood, capacity (institution and human resources), coordination and synergy in the efforts towards sustainable management of natural resources.

Positive drivers are hardly considered in finding solution of deforestation and forest fire.

POLICY AND MEASURES(Forest and climate change, Forest and national

development)

Pre 2020 commitment on CC mitigation (26 % - 41 % emission reduction)

Post 2020 commitment/INDC ( 26 % unconditional - 41 % conditional emission reduction)

REDD+ as part of conditional emission reduction efforts)

NAWACITA target (include 35 000 M Watt new power plant development; infrastructure development, land allocation for local community, etc)

POLICY AND MEASURES One map policy Moratorium of new license on peat land Peat land restoration and sustainable peat

ecosystem management Action Plan (BRG, MoEF, MoA, ATR, PUPR, Ministry of Interior and local government, other relevant Ministries)

Forest Fire Prevention Action Plan (cross Ministerial action plans - with specific arrangement on budget allocation; Presidential Regulation in preparation)

Budget Allocation or resource mobilization (issues)

Forest – climate change – development is cross-sectoral issues, so does the issues and challenges surrounding them.

Deforestation and forest fires are forestry sector challenges with multi- dimensions (local, national, international).

Under the proposed Action Plan on Forest Fire Prevention, there will be specific budget allocation for all relevant Ministries and Institutions but the issues in tackling deforestation and forest fire is not only budget allocation but also effective resource mobilization for the efforts.
