4
Why a project aimed to SMEs?
• Assessment of market potential for geo-ICT SMEs in relation to INSPIRE
• Identification of reasons of limited involvement in INSPIRE implementation
• Development of tools supporting SMEs in their possible INSPIRE business
5
What has been done in the project?
• Report for the European Commission describing SMEs participation in INSPIRE implemenation
• Set of tools available on project website • Dissemination activities – smeSpire workshops,
smeSpire day
6
European network of geo-ICT SMEs
Surveyed SMES – inputs from project members (start of the project)
smeSpire network – input from SMEs (web questionnaire/adhesion form)
smeSpire network non SMEs – (public authorities, universities, NGOs…)
8
Compilation of the report
Short web questionnaires (joining the SME database after filling in)
Depth interviews: 5 SMEs 3 LMOs 1 INSPIRE national contact point 1 national geoinformation association
REPORT for EU
Report available: http://www.smespire.eu/publications_publikacie-media_sk/?did=32
Country reports
9
Size of SMEs – number of employees
More than half of the European SMEs is a size of „micro“
Employees Year turnover
Medium <250 ≤ € 50 mil Small < 50 ≤ € 10 mil Micro < 10 ≤ € 2 mil
10
MAIN ACTIVITIES • 82 % interviewed SMEs define themselves as "ICT„ • 18 % is focused on “Architectural and engineering”
(8.5%), “Scientific and technical activities” (6.3%) and “Construction and civil engineering” (1.4%)
YEAR OF FOUNDATION • 34 % between 1990-1999 • 41 % between 2000 - 2009 • 12 % after year 2010
Main activities and year of foundation
11
Customers of SMEs
Half of the SMEs‘ customers are regional and local authorities
60 % of SMEs base their revenue on public sector (mainly local or national governments)
12
MAIN ACTIVITIES • 40 % ‘users’ of spatial information • 20% data modeling or data transformation • 27% developing client applications • 6% develop network service solutions
ISO CERTIFICATION • 30% of companies are ISO9000 certified: this is tightly coupled to
public procurement procedures, seen as obstacle by ‘micro’ and ‘small’ companies due to costs and bureaucracy
OPEN SOURCE • 60% of companies are very competent on Open Source Software;
SOA is well known, while Resource Oriented Architecture (ROA) is not; mobile applications are still a challenge
Activities, ISO certification, open source
13
INSPIRE INVOLVEMENT • Just one-third of companies are already involved in some
INSPIRE-related activities
KNOWLEDGE OF INSPIRE • General objectives and principles are well known;
regulations about “Data” and “Network services” are less known.
• Competences needed to implement INSPIRE are available at private sector level, covering the whole range of activities.
SMEs & INSPIRE
14
SMEs & INSPIRE
INVOLVEMENT IN INSPIRE – IN DETAIL • More than 25% in development of view services • More than 25% in development data modeling • More than 20% metadata catalogues • Less than 12% test suits • Less than 10% schema/data transformation
15
INSPIRE THEME PERCENTAGE
III.4 LAND USE 57%
I.6 CADASTRAL PARCELS 50%
II.2 LAND COVER 47%
III.2 BUILDINGS 46%
II.3 ORTHOIMAGINERY 45%
II.1 ELEVATION 44%
I.6 TRANSPORT NETWORKS 43%
I.5 ADDRESSES 42%
III.6 UTILITY AND GOVERNMENTAL SERVICES 42%
Main INSPIRE themes for business
16
BARRIERS TO INOVATION DEFINED BY SMEs • limited access to data: the licenses for re-use spatial
data and the costs curb innovation • difficulties in entering or participating in EU co-funded
projects (due to the complexity of bureaucracy and time requested to prepare administrative documents)
Main obstacles
MAIN OBSTACLES IN EUROPEAN CONTEXT • Only 14% of the overall EC budget for ICT FP7 projects
was received by SMEs, while 21% went to Large Enterprises (2007-2011)1.
• Almost half of companies see the dominance of the market by established enterprises as the main barrier.

Implementation - technical aspects
• METADATA Increase of data and services available (from about 250 metadata records publicly available in 2008 to 1.764 in 2014 (yesterday)) – many data providers started to use metadata after INSPIRE Directive
• SERVICES Massive increase of use of view services (e.g. cadaster data – indicator „use of service“ from 36,5 mil in 2009 to 708 mil in 2012) – many other data providers started to make their data available through services after INSPIRE Directive
• DATA Large involvement in data specs testing (remaining doubts about the feasibility of harmonization – mainly due to the large volume of time and personal needed)
21
Implementation non - technical aspects
• Data sharing arrangements – e.g. after massive increase of usage of their data Czech Office for Surveying, Mapping and Cadaster changed their licences – usage of basic and specific INSPIRE licences
• Involvement of various stakeholders – Data providers get more involved – nearly 500
contacts in INSPIRE mailing list – 29 responses to the INSPIRE evaluation
questionnaire
23
INSPIRE IMPLEMENTATION STRATEGY • 7 years after…. the coordinating
committee agreed on content of this strategy
• Coordinated by Ministry of the Environment
• Preparation 01-10/2014
Czech GIS strategies
STRATEGY FOR THE DEVELOPMENT OF INFRASTRUCTURE FOR SPATIAL INFORMATION IN THE CZECH REPUBLIC 2020
• Decided by government in 11/2012
• Coordinated by Ministry of interior
• Preparation 11/2012 - 09/2014
24
Three groups of goals • To fulfil requirements from the INSPIRE directive • By implementing INSPIRE support other state
strategies • By implementing INSPIRE support mainly the
decision making processes of the Ministry of the Environment
INSPIRE implementation strategy
• Forsees further development and use of INSPIRE geoportal
25
GeoInfoStrategy (State strategy)
4 main goals • Providing guaranteed state services in order
to support effective use of spatial information for public administration activities and for general public
• Building a national infrastructure for creating, managing and linking data resources
• Improvement and further development of the data resources for their use by the public administration and general public
• Coordination and development of general arrangements for management and use of spatial data
State services
Building NSDI
State data
Legislation/ coordination
26
GeoInfoStrategy (State strategy)
• Forsees creation and update of state required data (required by state = paid by state)
• Uses some of the INSPIRE requirements and supports their implementation where practicable
• Includes INSPIRE as a sub-part of this national spatial data infrastructure
• Might lead to creation of national spatial data
infrastructure law • Might lead to creation of National geoportal
27
Conclusions
For most of the Czech SMEs INSPIRE does not create new business opportunities
…or only to a small number of SMEs
?
