ERSA Report on LGAQ Disaster Risk Management…
Disaster risk management is often treated as a low priority,
especially in the absence of any recent event.
ERSA looked at where this left gaps during the 2011
Queensland floods.
NOVEMBER 2014
Prevent – Prepare – Respond – Recover (PPRR)
is the approach to disaster risk management
adopted by Queensland local governments.
Prepare and Respond get most attention, and
resourcing.
Recover is often ‘someone else’s problem’, so
needs State Government leadership.
WHAT DOES IT SAY.

Land-use planning rules and building standards are
the key ‘Prevent’ tools.
ERSA found some buildings did not comply with
standards for construction of
buildings in bushfire prone areas.
ERSA also found that bush-fire mapping needed a
grid resolution of not more than 25m, rather than
the 250m used by QFRS.

Disaster risk management needs more integration
within internal audit. Emergency management staff
could be embedded within audit teams.
Audit risk assessments should consider low
frequency, high consequence disaster events.
Disaster planning, training, regulatory compliance,
and recovery funds management may all be suitable
tasks for internal audit attention.

• I won’t be buying land on the floodplain in Logan.
• NSW may find that greater resolution mapping helps clarify bush-fire risk being managed through the 10/50 rules.
• There are clear opportunities for internal audit programs to help disaster risk management.
