• Set up in 2001

• The first and largest of 10 Alliances covering 74 Victorian Councils

• Membership: 13 central and northern Victorian councils• Gannawarra Shire Council• Buloke Shire Council• Loddon Shire Council• Central Goldfields Shire Council• Rural City of Ararat• Hepburn Shire Council• Mount Alexander Shire Council• Macedon Ranges Shire Council• Northern Grampians Shire Council• Pyrenees Shire Council• City of Greater Bendigo• City of Ballarat

• Currently 3 PT staff, adding 2-3 more staff next year for Projects & Advocacy

Why The Alliance

Exists

“Zero-net GHG Emissions by 2050”

The Alliance provides member councils with a vehicle and a

forum in which to be bold and creative in the Climate

Change space.

Aims

Council has spent over two years assessing the feasibility for a small scale readily deployable waste to energy solution which will:

• Assist Council to become carbon neutral

• Convert organic waste into a valuable fuel source

• Reduce waste to landfill

• Reduce Council energy costs.

• Can be replicated elsewhere

Implementation Strategy

Funded with the assistance of SV, engaged Consultants – Wood and Grieve Engineers to:

• Review feedstock alternatives

• Review alternative WtE technical Solutions

• Develop business cases to incorporate WtE solution in proposed community/council facility

• Develop tender ready detailed WtE system design

Organic Waste Processing Plant at

Daylesford Transfer Station including:

• Receiving bunker

• Hammer mill

• Macerator

• Slurry storage tanks

Anaerobic Digester Co-generation Plant

at Daylesford Town Hall including:

• Anaerobic digester system

• Methane storage tank

• Two micro turbines

Key Outcomes

• Meet 70% of power and heating needs of proposed Council facility

• $2,250,000 benefit to Council over 25 years

• Divert 1,200 tonnes pa of organic waste from landfill

• Avoid GHG emissions of 2,000 tonnes pa

• Containerised system solution will allow ready adaptation to the sites and uses

New Energy Job Fund Support

Council has received funding from the NEJF to:

• Further develop the Hepburn project business case

• Conduct a peer review of the proposed project recommendations

• Conduct an EOI process to test the market for industry capability, expertise and pricing

This will strengthen Council’s ability to seek implementation co-funding opportunities

Proof of Concept

• Expanding on Hepburn Shire’s ground-breaking project, 6 participating

Councils:• Hepburn Shire Council• Pyrenees Shire Council• Central Goldfields Shire Council• City of Ballarat• Macedon Ranges Shire Council• Mount Alexander Shire Council

• Funded through the Collaborative Councils – Sustainability Fund, with contributions from, the City of Ballarat and Macedon Ranges Shire Council

Waste-to-Energy Micro-Power Station Network:

Project Brief

• Equivalent to a 6MW Co-Generation power plant spread over 70

sites

• Cuts Council GHG Emissions by 80,000 tonnes p.a. (20,000 cars)

• Converts 43,000 tonnes of Green Waste into:

• <4.4 MW of electricity & 6 MW of heat• 10,000m3 of class A water• 3000 tonnes of nutrient rich ‘soil conditioner’
